About this file
This is a post-award submittal requirements document for the Ellington Air Force Base (EF) facility in Houston, Texas, issued by the U.S. Air Force. The document establishes comprehensive procedures and standards for contractors to submit shop drawings, product data, samples, administrative submittals, quality control documentation, and contract closeout materials throughout the project lifecycle. Contractors must submit four physical copies plus one electronic PDF file for most submittal types, with submissions numbered sequentially by specification section and tracked through an established numbering system. The Project Manager will review and respond to initial submittals within 21 days, with the same timeline applying to resubmittals. All work is prohibited from proceeding prior to submittal approval of related documentation. Contractors must maintain a bi-weekly updated submittal schedule in electronic format and submit a detailed schedule of anticipated submission dates at the pre-construction meeting, coordinating with the overall project progress schedule and identifying any requested expedited review timeframes with justification.
The document specifies that incomplete or improperly identified submittals will be returned un-reviewed, and contractors bear full responsibility for timely submission of all required data. No adjustments to contract time or price are permitted due to Project Manager review delays or rejection and resubmission of documents. Shop drawings and samples must be presented in clear, reproducible formats with minimum sheet sizes of 8.5 by 11 inches or 11 by 17 inches, with larger drawings not exceeding 22 by 34 inches. Quality control submittals must include manufacturer certificates of compliance, test reports from independent licensed or certified laboratories, and operation and maintenance manuals. Test reports must be submitted within three days of testing, and work on subsequent items cannot proceed until passing test reports for preceding work items are submitted and approved by the Project Manager.
