About this file
This document is a safety policies and procedures attachment for a construction contract at Ellington Field, Houston, Texas, issued by the Texas Air National Guard (TXANG). The attachment establishes comprehensive safety requirements that contractors must follow during all work activities at the installation. Contractors are required to submit a Statement of Qualification for a land surveyor or civil engineer, a health and safety plan, a construction hazard plan, and a temporary utility plan for approval by the Contracting Officer prior to work commencement. A qualified, OSHA-trained safety representative must be designated and present on-site whenever work is in progress, and all employees must receive training and certification in 29 CFR 1926 procedures appropriate to their job duties. The contractor must develop and present a Job Hazard Analysis and Job Safety and Health Plan at a preconstruction conference, with weekly safety briefings documented for all personnel.
The Health and Safety Plan must meet fourteen minimum requirements, including written site-specific hazard analyses for each task and operation, personal protective equipment specifications, medical surveillance provisions, air and environmental monitoring protocols, site control programs, decontamination procedures for chemical materials, emergency response plans, confined space entry procedures, and spill containment measures coordinated with the installation. A qualified safety and health supervisor meeting 29 CFR 1926 training requirements must provide written verification of plan adherence, with deficiencies corrected immediately upon discovery in consultation with the Project Manager and Contracting Officer. Additionally, contractors must maintain Safety Data Sheets on-site for all materials, submit a temporary utility hookup plan for coordination and approval, and conduct monthly safety meetings with all personnel, documenting attendance and meeting minutes for submission at progress meetings.
