About this file
This is a Scope of Work attachment for construction waste management and disposal services at Ellington Air Force Base in Houston, Texas. The document establishes comprehensive requirements for salvaging, recycling, and disposing of nonhazardous demolition and construction waste generated during the project. The contractor must achieve an end-of-project salvage and recycling rate of 75 percent by weight of total non-hazardous solid waste, with 100 percent recovery required for uncontaminated packaging materials including paper, cardboard, boxes, plastic sheet and film, polystyrene packaging, wood crates, and plastic pails. The scope identifies specific materials eligible for salvage and recycling, including asphalt paving, concrete, brick, structural steel, wood products, gypsum board, carpet, plumbing fixtures, electrical equipment, and mechanical systems. The contractor must submit a Waste Management Plan within 30 days of the Notice to Proceed and provide Waste Reduction Progress Reports concurrent with each Application for Payment, along with final waste reduction calculations before requesting Substantial Completion.
The project requires the contractor to engage a LEED-Accredited Professional as waste management coordinator and a certified EPA refrigerant recovery technician to oversee implementation and monitoring of waste management procedures. The contractor must conduct a waste management conference at the project site, train all workers and subcontractors on proper procedures, designate specific on-site areas for material separation, and maintain detailed documentation including recycling facility records, landfill disposal records, donation receipts, and LEED submittal letters. All revenues, savings, rebates, and tax credits received from recycling waste materials accrue to the contractor. The contractor bears the cost of waste management implementation, including containers, storage, signage, transportation, and site controls, and must ensure compliance with all federal, state, and local environmental and disposal regulations applicable to authorities having jurisdiction in the Houston area.
