About this file
This document is a Scope of Work attachment for Ellington Field (Ellington Air Force Base) in Houston, Texas, detailing requirements for the starting of systems as part of a construction or renovation project. The scope encompasses system startup procedures, equipment demonstration and instruction, testing, adjusting, and balancing activities. Key requirements include coordinating startup schedules for various equipment and systems, providing seven days' written notice to the Project Manager prior to each startup, verifying proper equipment conditions including lubrication and electrical characteristics, executing startups under contractor supervision in accordance with manufacturer instructions, and submitting written reports confirming proper installation and functionality. The contractor must demonstrate operation and maintenance of all products to the Owner's personnel prior to final payment, utilizing operation and maintenance manuals as instructional basis. For equipment requiring seasonal operation, demonstrations must occur for alternate seasons within six months of initial instruction.
The General Contractor is responsible for hiring an independent firm to perform all testing, adjusting, and balancing services at the contractor's expense. The independent testing firm must coordinate with the Project Manager during performance operations and submit reports documenting test observations, results, and compliance or non-compliance with contract document requirements. The document references related sections including the Statement of Work, Quality Control specifications, and Contract Closeout procedures, indicating this is one component of a larger construction contract at Ellington Field.
