About this file
This document is a Standard Operating Procedure (SOP) issued by Ellington Air Force Base in Houston, Texas, governing the inadvertent discovery of unmarked burials during ground-disturbing activities. The SOP applies to all installation leadership, training site managers, civil engineers, security personnel, maintenance crews, unit commanders, and contractors operating at the facility. The procedure addresses typical situations including construction activities, maintenance operations, and field exercises that may result in the discovery of human remains or burial sites, with the primary objective of immediately ceasing ground-disturbing activities upon discovery and securing the location until proper assessment can be completed.
The SOP establishes a clear chain of notification and response procedures beginning with unit personnel reporting discoveries to their commander or facility manager, who then immediately contact the Ellington Field Environmental Manager (CEV), Mark Garcia, at 281-929-2013 or mark.garcia.16@us.af.mil. The Environmental Manager is responsible for ensuring site protection, notifying the installation commander and medical examiner, determining whether remains are subject to the Native American Graves Protection and Repatriation Act (NAGPRA), and initiating appropriate consultation. The procedure is grounded in federal statutory authorities including NAGPRA, the Archaeological Resources Protection Act, and the National Historic Preservation Act, with implementing regulations from 42 CFR 10, 32 CFR 229, and 36 CFR Part 800. This SOP was issued on April 20, 2022, with updated documentation dated May 21, 2024.
