About this file
This is a material equipment specification attachment for Ellington Air Force Base located in Houston, Texas, establishing general requirements for the procurement, handling, and management of products and equipment. The document outlines comprehensive procedures for transportation, handling, storage, and protection of materials throughout the project lifecycle, including mandatory compliance with manufacturer instructions, prompt inspection of shipments for quality and quantity verification, and appropriate handling methods to prevent damage or deterioration. Storage requirements specify that sensitive products must be maintained in weather-tight, climate-controlled enclosures, while exterior storage of fabricated products requires placement on sloped supports above ground. The specification addresses three categories of product options: products specified by reference standards or description only, products specified by naming one or more manufacturers with no substitution allowed, and products specified by naming manufacturers with provisions for substitution requests.
Substitution requests are considered only during the submittal phase and when products become unavailable through no fault of the contractor, with the contractor required to submit three copies of a substitution request form along with supporting shop drawings, product data, and certified test results demonstrating equivalence to the specified product. The Project Manager retains authority to accept or reject substitution requests in writing, and contractors remain responsible for supplying items as originally specified or providing acceptable substitutions at no additional cost to the government if requests are denied. Payment for on-site stored materials is limited to actual material costs and requires submission of an inventory list accompanied by supplier invoices, and all products must be arranged to permit access for periodic inspection to verify continued acceptable condition.
