About this file
This document is an attachment to a construction contract specification for Ellington Air Force Base (AFB) located in Houston, Texas, outlining requirements for construction facilities and temporary controls. The specification establishes comprehensive requirements for contractor mobilization, temporary utility installations, site protection measures, and operational protocols to maintain base functions during construction activities. Key requirements include obtaining necessary permits, establishing temporary power and water distribution systems, implementing traffic control plans, providing onsite sanitary facilities, and maintaining continuous communication with the Project Manager. The contractor must designate a full-time superintendent on site and submit detailed plans covering temporary utilities, access roads, parking areas, staging areas, noise control, dirt and dust control, and maintenance of existing base operations prior to commencing work.
The specification mandates that the contractor assume responsibility for protecting existing infrastructure, vegetation, and archaeological resources encountered during construction while maintaining base operations at existing production levels. Specific provisions address environmental compliance including erosion and sediment control, water pollution prevention, air quality protection, and waste disposal procedures that comply with EPA guidelines. The contractor must construct and maintain access roads with appropriate drainage, implement weekly cleaning and debris removal protocols, provide temporary office and storage facilities meeting base standards, and ensure all temporary structures are maintained in professional condition. All costs associated with temporary utilities, facilities, equipment, and environmental controls are to be included in the contract price, with the Project Manager retaining approval authority over all temporary installations, routing modifications, and site operations.
