Contractors must comply with Department of Defense Instructions, Air Force regulations, and OSHA standards while working on base. Key operational requirements include obtaining multiple permits prior to work commencement (digging permits minimum five working days in advance, hot work permits minimum five working days in advance, and confined space entry permits minimum five working days in advance), maintaining standard work hours of Monday through Friday, 7:00 a.m. to 5:00 p.m. local time unless written approval is obtained, and providing a 24-hour point of contact within ten days of the Notice to Proceed. Contractors must coordinate all activities through the Project Manager, provide comprehensive safety briefings to all personnel with documented attendance records, comply with fire prevention standards including adequate fire extinguisher placement and water supply maintenance, control dust through approved methods, protect existing utilities and building contents, restore any damage caused during construction, and dispose of all debris and removed materials off-base in compliance with environmental regulations. Security requirements mandate that all contractor personnel obtain DBIDS visitor passes through completion of the 147 ATKW Form 17 with valid photo identification and social security verification, submitted to Security Forces a minimum of three duty days prior to work commencement; failure to comply with base traffic regulations (30 mph speed limit, parking restrictions) and controlled area restrictions may result in loss of base access and employment notification.
