About this file
This is a Scope of Work attachment for field engineering services at Ellington Air Force Base (EF) in Houston, Texas, under contract with the Air National Guard. The contractor is required to provide comprehensive field engineering services including survey work, civil and structural engineering services, and professional engineering oversight necessary to execute construction methodologies. Key deliverables include establishment and maintenance of survey control points, temporary benchmarks, and vertical and horizontal control throughout the project duration. The contractor must retain a registered surveyor licensed in the State of Texas to lay out work and maintain surveys during construction and is solely responsible for proper location of all work, accuracy of staking methods, and preservation of all stakes and reference marks. At project completion, the contractor must submit record drawings showing installations of roadways, drainage, site grading, buried utilities, and manholes at the same scale as construction documents with elevations and stationing at 100-foot increments, along with documentation of all pipes and structures constructed.
The contractor bears full responsibility for establishing and protecting all control points, managing field engineering work, and maintaining complete and accurate logs of all survey activities throughout construction. Critical submittal requirements include geospatial data in Geographic Information System (GIS) format integrated with the 147 CES Common Installation Picture using GPS electronic data per ANG ETL 19-12 standards. Final deliverables must include precise location coordinates for all project features including building corners, utility valves, manholes, handholes, light poles, fire hydrants, parking lot outlines, and other infrastructure to provide comprehensive site documentation and enable government tracking of all installed elements.
