About this file
This is a Task Assignment (TA) executed between the State of Florida Department of Environmental Protection (FDEP) and Intertek-PSI (Professional Service Industries, Inc.), an environmental consulting firm based in Tampa, Florida. The task assignment is issued under the indefinite delivery contract HW686 dated December 21, 2021, and is identified as TA Number SA181. The project involves supplemental site assessment activities at the Keen Parcel, located at 6620 South Manhattan Avenue in Tampa, Hillsborough County, Florida, which is owned by the State of Florida and currently subleased to the City of Tampa for future park development.
The scope of work comprises five subtasks valued at a total fixed price of $17,030.19, with payment made on a fixed unit rate basis. The work includes project management ($1,791.83), health and safety plan development and site reconnaissance ($2,966.88), soil sampling and analysis ($5,175.99), groundwater sampling and analysis ($1,511.36), and data evaluation with report preparation ($5,584.13). Field activities are scheduled for May 2022, with deliverables due on specified dates culminating in a Supplemental Site Assessment Report due July 22, 2022. The work involves collecting 25 soil samples for arsenic analysis and 32 samples for PAH analysis from 32 proposed soil borings, plus groundwater samples from seven existing monitoring wells. Analytical testing will be performed by the FDEP Central Lab using EPA Methods 6010 (arsenic) and 8270 (PAHs). The task completion date is October 26, 2022, contingent upon FDEP laboratory availability and site access arrangements. Negotiations between PSI and FDEP resulted in cost savings of $6,139.87 from the original proposal.

Re: Revised Proposal for Supplemental Site Assessment
South Tampa Greenway/Keen Parcel & Former Railroad Tract 6620 South Manhattan Avenue Tampa, Hillsborough County, Florida
Dear Ms. Knutson:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to conduct supplemental site assessment consisting of soil and groundwater sampling for the South Tampa Greenway/Keen Parcel & Former Railroad Tract Study Area. The South Tampa Greenway is owned by the State of Florida, while a former railroad tract, abutting the Keen parcel to the east, is owned by the City of Tampa. The City of Tampa currently subleases the Keen parcel from the State of Florida and has future plans to develop both parcels into a park. Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
The FDEP Southwest District requested SIS assistance in July 2021 to delineate the extent of arsenic and polycyclic aromatic hydrocarbons (PAHs) effected soil and groundwater at the South Tampa Greenway/Keen Parcel & Former Railroad Tract study area.
Various assessments have been conducted in the area since 2002. Previous studies have identified arsenic and PAH existing along the former railroad line abutting the Keen parcel to the east and a former railroad spur through the center of the Keen parcel. Additionally nine shallow monitoring wells are present on site and, based on groundwater sampling conducted as part of a Phase II performed in 2009, elevated arsenic mailto:Nicole.Knutson@FloridaDEP.gov concentrations are present in one well located at the central portion of the Keen property near the railroad spur and at two wells located along the former eastern railroad line.
To complete delineation of soil and groundwater contaminant historically documented at the study area, the FDEP developed a soil and groundwater sampling and analysis plan and has requested PSI’s assistance to implement the plan. It’s our understanding that the FDEP will arrange for site access. PSI has prepared a proposal (Cost Estimate / Level of Effort) to provide these services. A specific scope of work for soil and groundwater sampling is detailed below:
PROPOSED SCOPE OF WORK
Subtask 1 - Project Management
This scope is provided for in the template worksheets.
Subtask 2 – Health and Safety Plan Development and Site Reconnaissance
PSI will develop a site-specific Health and Safety Plan for the project. PSI will also perform a site reconnaissance to determine accessibility to planned test locations, identify existing monitoring wells present on site, stake the locations of historical borings to be used as reference points for planned new borings and log GPS coordinates for the proposed new borings.
Subtask 3 – Soil Sampling and Analysis
Field sampling and decontamination procedures will be conducted by PSI in general accordance with FDEP Standard Operating Procedures (DEP SOP 001/01). The following activities will be conducted:
a. Mobilization to the site.
b. Collect 25 samples for arsenic analysis and 32 samples for PAH analysis from 32 proposed soil borings. Soil samples will be collected with a decontaminated stainless-steel hand auger. Soil cuttings from the sampling procedures will be placed back into the boring, so that no Investigation Derived Waste (IDW) will be generated.
c. Collect two equipment blanks for arsenic and PAH analysis in accordance with Quality Assurance/Quality Control protocols.
d. Submit samples to the FDEP analytical laboratory in Tallahassee for arsenic analysis by EPA Method 6010 and PAHs by EPA Method 8270.
The following soil sampling and analysis plan has been developed in coordination with the Site Investigation Section:

Soil Sampling and Analysis Plan South Greenway/Keen Parcel
Subtask 4 – Groundwater Sampling and Analysis
Field sampling and decontamination procedures will be conducted by PSI in general accordance with FDEP Standard Operating Procedures (DEP SOP 001/01). The following activities will be conducted:
a. Mobilization to the site.
b. Collect groundwater samples from seven existing wells using well volume purge methods, if appropriate. Purge water from sampling procedures will be spread onto the surrounding ground.
c. Collect one equipment blank and one duplicate groundwater sample in accordance with Quality Assurance / Quality Control protocols.
d. Submit the collected samples to the FDEP analytical laboratory in Tallahassee for arsenic analysis by EPA Method 6010.
Subtask 5 - Report Preparation
A Supplemental Site Assessment Report II with be developed based on the results of the soil and groundwater sample analytical results. The report will include a brief background of the project area, boring logs, groundwater sample logs, lab results, table of analytical results, photos of field activities and maps presenting soil borings, well locations, analytical results, and groundwater flow direction.
Conclusions and recommendations will be made based on the findings of the additional assessment. Of note is that the District has requested that a background discussion not be included in the report, as previous reports have described this in sufficient detail.
COST ESTIMATE AND SCHEDULE
The estimated cost to perform the above described services is shown on the attached Cost Estimate and Level of Effort sheets. PSI services will be conducted in accordance with the terms and conditions contained within the State of Florida Department of Environmental Protection Standard Contract, Contract No. HW686, dated December 21, 2021. We understand that the Department is currently negotiating the site access for our field crews. We anticipate approximately 12 to 14 weeks from Task Assignment authorization to complete the Supplemental Site Assessment II, pending site access and laboratory availability.
PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.
Respectfully submitted, PROFESSIONAL SERVICE INDUSTRIES, INC.
