Re: Proposal for Groundwater PFAS Monitoring
Priceless Dry Cleaners 220 North Orlando Avenue Winter Park, Orange County, Florida
FDEP Facility ID# 48 9502059 / ERIC_5015
Dear Ms. Schwed:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Groundwater Monitoring Services for Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds for the (former) Priceless Dry Cleaners at 220 North Orlando Avenue, Winter Park, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule. The most recent Site Access Agreement was signed by the property owner in April 2021, and is the same owner as listed on the Orange County Property Appraiser’s office in October 2022.
PROJECT BACKGROUND
The Priceless Dry Cleaners opened in October 1991 and utilized perchloroethene (PCE) as their drycleaning solvent. Since 2001, assessment and remediation activities have occurred at the site under the Florida Drycleaning Solvent Cleanup Program protocols and funding. The dryclean building was demolished by the property owner in April – May 2022 and an Interim Source Removal event was conducted by PSI for the Department in June 2022 with the removal and disposal of approximately 23 tons of solvent-impacted soil.
The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites. Therefore, the Department requested we conduct a groundwater sampling event for select wells at the Priceless site to evaluate the potential presence of PFAS compounds. The specific wells for PFAS analysis were approved by the Department.
mailto:Skylar.Schwed@FloridaDEP.gov
PSI Proposal 0552-384420 FDEP – Priceless Dry Cleaners ERIC_5015
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. PFAS Groundwater Sampling and Analysis, and Summary Deliverable
The groundwater sampling event will consist of the following activities in order to sample for the presence of PFAS compounds.
a. Mobilization to the site.
b. Collect groundwater samples and groundwater elevation measurements from the following wells:
i. Shallow well: MW014,
ii. Intermediate wells: MW007, MW008, MW009.
c. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.
d. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.
e. Evaluation of data and prepare brief email summary of the PFAS results to be submitted to the Department including one figure with text boxes (no isoconcentration contours), field notes/forms, and the final laboratory report. If the results exhibit PFAS concentrations above EPA Health Advisory Limit of 70 parts per trillion (ppt), the results will be submitted to the Department within 48 hours of data receipt. If the results exhibit levels below the HAL, the results will be submitted within one month of results receipt from the FDEP Laboratory.
An invoice and deliverable schedule are presented as follows.

From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team
Good Morning Natacha – Hope you are doing well these days.
The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.
We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.
If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.
If you could provide these prices to us by January 21, 2022, we would appreciate it.
Thank you, Nana
