Re: Proposal for Supplemental Site Assessment - Deep MAGS Touch of Quality (currently known as Pronto Cleaners) 1128 Sterling Road Inverness, Citrus County, Florida
ERIC_4254
Dear Ms. Crain:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide a Supplemental Site Assessment to consist of a Modified Active Gas Survey (MAGS) for the predominately deeper vadose zone for the Touch of Quality at 1128 Sterling Road, Inverness, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access Agreement for Pronto Cleaners was signed by Mr. Robert Riley in May 2021, who is listed as the registered agent for the current property owner, Marke Cleaners, according to the Citrus County Property Appraiser’s website.
PROJECT BACKGROUND
PCE drycleaning operations began August 1, 1989 at the Touch of Quality Cleaners. In July 1997, the FDEP received the application for the Drycleaning Solvent Cleanup Program for the Touch of Quality Cleaners which was determined to be eligible for state funded cleanup in January 1999. The drycleaner business has ceased drycleaning operations on site and the equipment has been moved. The business now operates as Pronto Cleaners and is a drop-off only business.
In August 1999, WRS completed assessment work at the Touch of Quality Cleaners and recommended SVE for soil remediation and dual-phase extraction (DPE) for the groundwater remedy. In June 2001, the Remedial Action Plan was submitted and the DPE commenced operations in April 2002.
FDEP – Touch of Quality ERIC_4254
October 25, 2023 www.intertek.com/building
A Remedial Action Plan Modification Two, Revision I (consisting of adding more SVE wells) was submitted in January 2008 which was subsequently approved in February 2008. Then in March 2008, the dual phase recovery system was turned off due to low recovery rates (estimated at 1.35 lbs of VOCs). The system was removed from the site and scrapped in January 2012.
Groundwater monitoring has been conducted at the site since 2008. The groundwater monitoring was previously conducted with passive diffusion bag (PDB) samplers which have proven to be successful in evaluating groundwater quality conditions. Based on the 2018 sampling event where standard sampling protocols were used, PDBs appear to produce laboratory results lower than those produced by standard sampling protocols. Nevertheless, since the VOH concentrations are close to GCTLs and the state requires standard sampling procedures to achieve site closure, PSI recommended switching from PDBs to standard sampling protocols for monitoring in the future.
As the site was converted from an active drycleaning plant to a drop off- location, confirmation soil sampling and a MAGS study was performed in May 2019 by PSI. The results revealed that although soil analytical samples at seven locations indicated no SCTL exceedances, the air samples from the MAGS survey were elevated, (PCE was detected in all seven air samples at concentrations ranging 2.83 to 3.93 mg/m3). The highest soil vapor PCE concentrations were detected in the samples collected from the exterior extraction wells (MAGS005, MAGS006 and MAGS007), all located behind the facility.
Additional discussions were held with the FDEP Waste Site Cleanup Section’s engineering group and PSI regarding a path forward for reaching closure. It was decided to conduct a Deeper MAGS study to evaluate if the soil continues to serve as a contaminant source. PSI submitted suggested locations of proposed MAGS wells and screen depths, which were approved by the FDEP in a conference call.
PSI recommends performing the Deeper MAGS study, and the proposed scope of work is contained herein.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of installing MAGS wells at select location and conducting a MAGS test at the Touch of Quality Cleaners. The results will be used to confirm current soil quality conditions and to evaluate if a contaminant mass is located in the vadose zone at deeper areas. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. MAGS Well Installation
PSI will provide oversight of a licensed water well contractor to install thirteen (13) MAGS wells. The MAGS are proposed to be installed and tested at the locations presented in the attached site sketch with the following specifications.
October 25, 2023 www.intertek.com/building
a. Six (6) shallow wells 8 foot deep, screened from 1 - 8 feet bls
b. Three (3) intermediate wells - 25 feet deep, screened from 15 - 25 feet bls.
c. Three (3) deep wells - 50 feet deep, screened from 35 - 50 feet bls.
d. One (1) deep well - 45 feet deep, screened from 30 - 45 feet bls.
The proposed MAGS wells will be constructed of 2- inch diameter Schedule 40 PVC, with similar riser. A filter pack and bentonite seal will be emplaced, and the well will be constructed with a 10 – 12-inch manhole cover with an approximate 4 to 6 - inch clearance space between the grout and the manhole cover to allow a compression fitting to conduct the MAGS test. Once the MAGS wells are installed, a MAGS test will be conducted to evaluate potential contaminant sources.
Three drilling firms (Cascade, Groundwater Protection, and Preferred Drilling) were solicited for price proposals to install the wells, which are attached. Groundwater Protection (a division of DrillPro) was selected to perform the work based on price and our previous experience with the firm.
The wells will be constructed such that the MAGS wells may be converted to Soil Vapor Extraction (SVE) wells in the event that an SVE remediation strategy is necessary. Any investigative derived waste (IDW) will be containerized in 55-gallons drums, labeled for date of generation, and transported off-site for disposal at an approved facility.
3. MAGS Test
PSI will conduct a deep zone MAGS test using the newly installed wells to evaluate the extent of soil contamination and contaminant source identification. A regenerative blower and generator will be utilized to conduct the MAGs test. Flexible hose will be brought on-site to allow for the extraction of each MAGs point by the system. A high-speed peristaltic pump will be connected to the vapor sampling point to allow for continuous vapor screening with a MiniRAE 3000 OVA-PID or equivalent.
During each MAG point test, flow rate, well-head vacuum, and vacuum influence (measured from other MAG points, existing vacuum monitoring points and the horizontal SVE wells) will be measured at select time intervals.
The vacuum will be varied at the well head, starting from a low applied vacuum and incrementally increasing the vacuum. During each applied vacuum, the vapor flow rate will be measured for the purpose of determining the relationship of applied vacuum to flow rate. During this test, at each vacuum level, the vacuum influence will be measured from the nearby MAGs points to assess the Radius of Influence
(ROI).
Vapor samples will be collected using SUMMA® canisters for analysis of volatile organic compounds using EPA Method TO-15. It is anticipated that one vapor sample will be collected for each well head test. The samples will be collected at the end of the test.
October 25, 2023 www.intertek.com/building
4. Data Evaluation and Report Development
A Supplemental Site Assessment – Deep MAGS Report will be generated for the MAGS well installation and testing event. The data generated from the above described services will be tabulated and inserted onto maps at each specific test point. Tables will be generated summarizing the data collected from each MAG point and monitoring well. Conclusions and recommendations will be provided for the next appropriate action. The reports will be signed and sealed by a Professional Engineer or Professional Geologist certified in the State of Florida.
