FDEP – Classic Cleaners ERIC_4750 PSI Proposal 0552-444474
August 27, 2025 www.intertek.com/building only. A site screening report dated May 30, 1997 identified PCE in a soil sample collected near the drycleaning machine at 20 mg/kg, which exceeds SCTL’s. On October 9, 1997, the FDEP determined that the site was eligible for the Drycleaning Solvent Cleanup Program with a site score of 78. A Rapid Risk Screening was performed for this site in October 2011 which confirmed the current owner and the status of the facility was drop-off only. Currently, no PCE-drycleaning equipment remains on site.
PSI completed Site Assessment activities in April 2023 through April 2024, with soil analytical results revealing no volatile organic aromatic or halocarbon (VOA or VOH) concentrations in the soil above the SCTL’s but did find VOH concentrations in the groundwater above the Groundwater Target Cleanup Level (GCTL) and in soil vapors in excess of FDEP Waste Site Cleanup Section (WSCS) guidance for soil remediation. Additionally, groundwater samples were submitted during the initial site assessment activities for PFAS compounds, however, no PFAS compounds were detected at concentrations above the provisional GCTL of 70 nanograms/liter (ng/L).
PSI has developed the proposal contained herein to continue the groundwater monitoring program for 2025.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting annual groundwater monitoring for VOH compounds. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets and is detailed in Subtask 1.
2. Annual VOH Groundwater Monitoring and Report
a. Mobilization to the site.
b. Collect groundwater samples and groundwater elevation measurements from the following:
i. Seven (7) shallow wells: MW-1A, MW-2A, MW-3A, MW-4A, MW-5A, MW-7A and
MW-8A
ii. Five (5) deep wells: MW-2B, MW-5B, MW-6B, MW-7B, and MW-8B
d. Submit groundwater samples to a NELAC-approved laboratory for analysis of VOHs via EPA Method 8260.
e. Development of a Groundwater Monitoring Report showing current groundwater elevation maps, current groundwater data, and recommendations, as necessary.
f. The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring is limited to purge water from the monitoring wells which will

The deliverable and invoice schedule are presented below and are based on receival of a Task Assignment prior to September 15, 2025. The most recent groundwater sampling event was performed in April 2024.
COST ESTIMATE AND SCHEDULE
The estimated cost to perform the described services is shown in the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021. An invoice and deliverable schedule are presented as follows:
