Re: Proposal for 12 Months O&M / RASS Report / Groundwater Monitoring Main Street (Current Courtesy Cleaners on Main)
1679 Main Street Sarasota, Sarasota County, Florida
FDEP Facility ID No. 58 9500336 / ERIC_5423
Dear Ms. Schwed:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services for twelve
(12) months, summary updates via email on a quarterly basis, documentation of the remediation system performance with the development of two Remedial Action System Status Reports, and annual groundwater monitoring for the former Main Street Cleaners located at 1679 Main Street, Sarasota, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A table is attached following the Level of Efforts presenting schedules for completion, per subtask. In addition, Main Street ERIC_5423 has a signed Site Access agreement with the property owner.
PROJECT BACKGROUND
The former Main Street Cleaners (now known as Courtesy Cleaners on Main) is a pickup/drop-off drycleaning business in Sarasota, Florida. The former Main Street Cleaners was accepted in the State of Florida Drycleaning Solvent Cleanup Program in May 1997 and received a priority list scoring of 112.
The subject site is located at 1679 Main Street, on the north side of Main Street, approximately 700 feet east of the intersection of Main and Orange Avenue and within the downtown area of Sarasota. The subject site houses a standalone building that abuts a building immediately adjacent to the east. The mailto:Skylar.Schwed@FloridaDEP.gov
FDEP – Main Street Cleaners subject property was a former gasoline service station from 1930s until 1976. The building is remodeled, but the canopy, pump island, and former service bays are still visible.
The former Main Street Cleaners property is owned by the First Baptist Church of Sarasota, who also owns the property to the west across King Court, where the main sanctuary building is located. A pre-kindergarten school is located at the church property directly north of the drycleaner building.
The Limited Site Assessment / Interim Source Removal Plan conducted under the Drycleaning Solvent Cleanup Program identified drycleaning solvents in vadose zone soils and shallow groundwater on-site.
Off-site assessment of groundwater was not completed at that time. A remedial strategy for the unsaturated zone soil consisting of an SVE system was designed and implemented. The SVE system start-up occurred in August 2015. Since that time, the SVE system has been operational. Several shutdown evaluations have occurred at the Main Street Cleaners which demonstrates consistent contaminant rebound during the re-start operation.
Supplemental Assessment activities were performed in January and February 2022, and February 2023, consisting of soil sampling, monitoring well installation and sampling. The results revealed the groundwater contaminant plume has migrated further off-site, and an Off-Site Notice was filed with the FDEP in April 2022. Current plans include additional plume definition to the south.
PSI recommends continuing with the SVE operation, annual groundwater monitoring, and development of RASS reports for submittal to the FDEP.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of monthly O&M events and two Remedial Action System Status Report deliverable for the existing SVE system, and annual groundwater monitoring.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Three Months of O&M (First Quarter)
Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:
a. Mobilization to the site on a monthly basis.
b. Collect monthly vacuum and air flow readings from the SVE wells.
c. Collect monthly PID readings from SVE wells and system effluent.
d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation. Based on FDEP’s recommendation, we will continue to operate SVE003, SVE004, SVE005, and SVE006 and close SVE001 and SVE002.
e. Collect quarterly system influent and effluent samples, and samples from the four operating SVE wells for analysis by Method TO-15.
f. Document system readings in the site-specific O&M checklist.
g. The system will be cycled on a 100% duty cycle as recommended by the FDEP.
h. Quarterly update via email to the FDEP on system operation.
The Level of Effort is detailed in Subtask 2.
3. Three Months of O&M (Second Quarter)
O&M will be conducted once a month for three months as specified above. Air samples will be collected from the influent and effluent and analyzed by TO-15. A summary of system conditions will be submitted via email to the FDEP each quarter.
The Level of Effort is detailed in Subtask 3.
4. Semi-Annual RASS Report
A Semi-Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance.
Vapor sampling results will be submitted in the RASS report. The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program.
Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.
The Level of Effort is detailed in Subtask 4.
5. Three Months of O&M (Third Quarter)
O&M will be conducted once a month for three months as specified above. Air samples will be collected from the influent and effluent and four of the SVE wells at the end of the third quarter of the year and analyzed by TO-15. A summary of system conditions will be submitted quarterly via email to the FDEP.
The Level of Effort is detailed in Subtask 5.
6. Three Months of O&M (Fourth Quarter)
O&M will be conducted once a month for three months as specified above. Air samples will be collected from the influent and effluent and analyzed by TO-15. A summary of system conditions will be submitted quarterly via email to the FDEP.
The Level of Effort is detailed in Subtask 6.
7. Annual RASS Report
An Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data for the entire year. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance as well as groundwater sampling and analysis.
The Level of Effort is detailed in Subtask 7.
8. Utilities for remediation system operation
PSI used the previous utility costs from this system as well as similar equipment at other sites as a basis for the utility costs. We are currently running the system at 100% due to the recommendations by the
FDEP.
The Level of Effort for utilities is detailed in Subtask 8.
9. Groundwater Monitoring and Reporting
PSI will conduct the annual groundwater monitoring to evaluate current groundwater quality at the site.
The following will be conducted to facilitate the groundwater evaluation.
a. Mobilization to the site.
b. Collect groundwater elevation measurements at the wells proposed for sampling.
c. Collect groundwater samples from monitor wells:
i. Shallow wells: MW001S, MW002S, MW003S, MW005S, MW006S, MW007S, MW008S, MW009S, MW010S, MW011S, MW012S, and MW013S, and the 3 new proposed shallow wells (to be installed under a separate TA).
ii. Intermediate: MW003I, MW005I, and MW006I.
iii. Deep: MW003D, MW008D, MW009D, and MW010D.
d. Submit groundwater samples to a NELAC approved laboratory for analysis of VOHs via EPA Method 8260.
e. Incorporate groundwater analytical data, physical parameters and groundwater elevation data into the RASS report.
The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring includes the purge water from the monitoring wells which will be containerized in a 55-gallon drum(s) for transport and disposal at a licensed facility by an approved subcontractor.
Of note is that the recent memorandum (March 2, 2022, “Variances and Clarifications from Sampling Standard Operating Procedures Relative to the Collection/Analysis of Quality Control Samples for WSCS Sites”) clarified the FDEP guidance for collecting field blanks and duplicates. The Department will no longer require field blanks, duplicates, or travel blanks for Waste Site Cleanup Section sites, unless specifically requested by the FDEP Project Manager.
The Level of Effort for Groundwater Monitoring is detailed in Subtask 9.

EnviroServe Inc. Terms and Conditions
The following terms and conditions apply to all materials sold and services provided by EnviroServe Inc. (“Contractor”) to the Client named on the face sheet of this Agreement and are applicable to any subsidiary and/or affiliate of Client that Contractor sells materials to or provides services on such Client’s behalf.
1. Entire and Sole Agreement: These terms and conditions, along with any terms contained on the face sheet of this Agreement, shall constitute the entire and sole agreement (“Agreement”) between Contractor and Client as to the goods sold and/or services provided, and shall supersede all prior oral or written agreements by and between Contractor and Client. These terms and conditions may not be modified, altered or canceled without the express written agreement signed by both Contractor and Client. In the case of any inconsistency between these terms and conditions and any other terms, conditions, or provisions, then the terms and conditions set forth herein shall expressly control. Client expressly waives all provisions contained in any correspondence or forms involved in this transaction which negate, limit, extend or conflict with the terms and conditions stated herein. Client agrees that it has not been induced to enter into this Agreement by any oral or written representation, guaranty or warranty made by Contractor, its employees, agents or representatives other than as expressly set forth herein or on the face sheet hereof. If any portion of this
Agreement is deemed to be illegal or unenforceable by a court of law, then the validity of the remaining portions or provision shall not be affected and shall remain in full force and effect. Notwithstanding the preceding sentence, if Contractor in its sole discretion determines that the absence of the eliminated provision is contrary to the original intention of the parties, then Contractor shall have the right to terminate this Agreement.
2. Governing Law:The validity, performance, and construction of this Agreement shall be governed in accordance with the laws of the State of Ohio. The parties agree that should any claim be made by and against the parties hereto which seeks to recover a sum less than
$25,000.00, then that claim shall be decided exclusively through the processes of the American Arbitration Association (“AAA”), and any such AAA hearing shall be conducted in Cuyahoga County, Ohio. Should any claim be made by and against the parties hereto, which seeks to recover a sum in excess of $25,000.00, the parties agree to the exclusive jurisdiction and venue to resolve such claim in the courts located in Cuyahoga County, Ohio.
3. Independent Contractor: Contractor shall be an independent contractor and shall determine the method, details, and needs for performing the job(s) covered by this Agreement. Contractor is not now, nor shall it ever become, an employee, partner, agent, or principal of Client while this Agreement is in effect. Contractor is not entitled to the rights or benefits afforded to the Client’s employees. Contractor’s review or supervision of work prepared or performed by other individuals or entities retained by others shall not relieve such individuals or entities of complete and sole responsibility for the adequacy of their work, for which such other individual and/or entity shall remain completely liable to Client and
Contractor.
4. Changes:The Client, without invalidating this Agreement, may request changes within the general scope of the services required by the initial contract between it and Contractor. Any change proposed by Client shall not become effective unless and until Contractor consents, in writing, to such change in accordance with Paragraph 1, above.Should any change result in additional cost and/or increase the time of Contractor to perform said services, then Client agrees to compensate Contractor for such additional cost and time, including, without limitation, any overhead and profit margin associated with such cost and time as solely determined by Contractor.
5.Termination:
A.)By Contractor:
Contractor may immediately terminate this agreement in the event of Client’s breach or threatened breach of any term or provision of this Agreement, including but not limited to failure to pay on a timely basis, or if Client becomes insolvent, the subject of an order for relief in bankruptcy, receivership, reorganization, dissolution, or similar law, or makes an assignment for the benefit of its creditors, or if Clients actions or inactions causes increased risk, exposure, cost or liability, or if Contractor deems itself insecure as to payment or other matters (“Default”). Notice of termination shall be in writing and deemed given when delivered in person or by certified mail, postage prepaid, return receipt requested. In the event Contractor terminates this
Agreement for Client’s Default, then Contractor, in addition to being entitled to payment for work already performed, is entitled to liquidated damages, which are not in the way of a penalty, in the amount of 15% of the total contract covered by this Agreement, including any changes approved by
Contractor through the date of termination, and reasonable attorney fees and costs of collection. Client acknowledges that the actual damage to
Contractor in the event of termination is difficult to fix or prove, and the foregoing liquidated damages amount is reasonable and commensurate with the anticipated loss to Contractor resulting from such termination and is an agreed upon fee and is not imposed as a penalty.Collection of liquidated damages by Contractor shall be in addition to any rights or remedies available to Contractor under this Agreement or at law. Contractor shall not be liable for loss or damage caused by termination of its performance.
B.)By Client:
The Client may terminate this Agreement in whole or in part at any time by written notice. On receipt of such notice, Contractor shall, except as otherwise directed in said notice, immediately discontinue services and shall, if required, make reasonable efforts to procure termination of subcontracts to which Contractor is a party.
