Re: Proposal for Annual Groundwater Monitoring, PFAS Monitoring – Revision 1

Magic Cleaners 2400 SE 1st Avenue Ocala, Marion County, Florida FDEP Facility ID# 429502454, ERIC_4916

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide annual groundwater monitoring for Volatile Organic Halocarbons and Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds for the former Magic Cleaners located at 2400 Southeast 1st Avenue, Ocala, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule.

A Site Access Agreement was signed by the current property owner (as of September 2022) in 2014.

PROJECT BACKGROUND

The former Magic Cleaners operated as a drycleaner from about 1985 through sometime between 1999 and 2003 and utilized perchloroethene (PCE). The building consists of 5 tenant spaces and currently operates as a retail liquor store known as Jay’s Liquors. PSI completed a Site Assessment / Interim Source Removal Plan which was submitted in February 2016. The assessment revealed elevated concentrations of chlorinated solvent compounds in the soil and groundwater, and a groundwater plume that is migrating off-site. Monitor wells have been installed off-site which tracks the groundwater contamination plume. An Interim Source Removal using Soil Vapor Extraction (SVE) was designed and implemented, with SVE start-up in February 2017. The system mailto:Skylar.Schwed@FloridaDEP.gov

PSI Proposal Number: 0552-384077-Rev 1 FDEP – Magic Cleaners, ERIC_4916 has been shutdown since May 2021 due to the leveling off of total recovered mass and the analytical trends, as well as the end of the Task Assignment for the O&M. We recommend continuing the groundwater monitoring to evaluate the groundwater impact originating from the Magic Cleaners operation.

The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells.

Therefore, the Department requested we conduct a groundwater sampling event for select wells at the Magic Cleaners to evaluate the potential presence of PFAS compounds, in addition to the routine annual groundwater monitoring. The wells for testing were approved by the Department.

The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters for the routine annual groundwater monitoring, and sampling and analyses for PFAS compounds at select wells, along with two deliverables. The results will be used to evaluate current groundwater quality conditions.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting annual groundwater monitoring for VOH and for PFAS compounds. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets and is detailed in Subtask 1.

2. Groundwater Monitoring

The field activities for the routine VOH groundwater sampling event will be conducted concurrently with the PFAS sampling whereas the deliverable for each will be submitted separately. The following activities are proposed.

a. Mobilization to the site.

b. Collect groundwater elevation measurements of monitor wells.

c. Collect groundwater samples from the following monitor wells:

Shallow Rationale Intermediate Rationale Deep Rationale

d. Submit groundwater samples to a NELAC-approved laboratory for analysis of

VOHs via EPA Method 8260.

e. Development of ADaPT package deliverable.

f. Development of a Groundwater Monitoring Report showing current groundwater elevation maps, current groundwater data, and recommendations, as necessary.

g. The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring will be containerized in a 55-gallon drum and transported off-site to an approved facility for disposal.

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable

The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3 along with a separate deliverable.

a. Collect groundwater samples from the following monitoring wells:

Shallow Rationale Intermediate Rationale Deep Rationale MW006 Source well MW020B Close to source area, vertical migration

DMW005 Deep, near source, vertical migration

b. Preparation of sample coolers and ship to the FDEP Central Laboratory in

Tallahassee for analyses for PFAS analyses.

c. Containerize purge water into a 55-gallon drum and transport off-site for disposal at an approved facility.

d. Evaluation of data and preparation of a brief email summary of the PFAS results will be submitted to the Department including one figure with text boxes (no isoconcentration contours), field notes/forms, and the final laboratory report. If the results exhibit PFAS concentrations above EPA Health Advisory Limit of 70 parts per trillion (ppt), the results will be submitted to the Department within 48 hours of data receipt. If the results exhibit levels below the HAL, the results will be submitted within one month of results receipt from the FDEP Laboratory.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the described services is shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021. From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team

Good Morning Natacha – Hope you are doing well these days.

The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.

We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.

If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.

If you could provide these prices to us by January 21, 2022, we would appreciate it.

Thank you, Nana
