Contract Summary

This document comprises Task Assignment Change Orders (TACO 1 and TACO 2) between the State of Florida Department of Environmental Protection (FDEP) and Professional Service Industries, Inc. (Intertek-PSI) for environmental remediation services at the Classic Cleaners site (ERIC_4750) in Florida. The contract is designated as HW686 with Task Assignment number DC014D. The FDEP's Project Manager is Mary Uribe, and the contractor's Project Manager is Joshua Newell. Douglas Coleman serves as the Contract Manager for Intertek-PSI, while Mubeen Darji, P.E., represents the FDEP as Secretary or Designee.

The contract scope involves preparation of an Interim Source Removal Plan (ISRP) utilizing Soil Vapor Extraction (SVE) technology to remediate chlorinated solvent contamination, specifically perchloroethylene (PCE) and volatile organic compounds found in soil and groundwater at the drycleaning facility. The total contract value is $12,974.96 on a fixed unit rate basis, with no changes to compensation between the two change orders. TACO 1 extended the deliverable due date from February 27, 2026 to March 27, 2026, and the task completion date from March 27, 2026 to April 30, 2026 (28 days extension). TACO 2 further extended the completion date from March 27, 2026 to April 30, 2026 (34 days total extension). Deliverables include Project Management and ISRP development, with invoicing contingent upon FDEP approval of both subtasks. The level of effort documentation indicates approximately 83 labor hours, vehicle costs of $120, and equipment costs of $400 to complete the work.

FDEP – Classic Cleaners ERIC_4750 PSI Proposal 0552-446314r1

September 5, 2025 www.intertek.com/building

Classic Cleaners began drycleaning operations utilizing PCE solvents following the construction of Meridia Square Shopping Center in 1990 until approximately 2012 when it was converted to a drop-off facility only. A site screening report dated May 30, 1997 identified PCE in a soil sample collected near the drycleaning machine at 20 mg/kg, which exceeds SCTL’s. On October 9, 1997, the FDEP determined that the site was eligible for the Drycleaning Solvent Cleanup Program with a site score of 78. A Rapid Risk Screening was performed for this site in October 2011 which confirmed the current owner and the status of the facility was drop-off only. Currently, no PCE-drycleaning equipment remains on site.

PSI completed Site Assessment activities in April 2023 through April 2024, with soil analytical results revealing no volatile organic aromatic or halocarbon (VOA or VOH) concentrations in the soil above the SCTL’s but did find VOH concentrations in the groundwater above the Groundwater Target Cleanup Level (GCTL) and in soil vapors in excess of FDEP Waste Site Cleanup Section (WSCS) guidance for soil remediation. Additionally, groundwater samples were submitted during the initial site assessment activities for PFAS compounds, however, no PFAS compounds were detected at concentrations above the provisional GCTL of 70 nanograms/liter (ng/L).

PSI’s recommendations, with FDEP concurrence, was to develop and implement an interim source removal plan utilizing Soil Vapor Extraction to remove chlorinated solvent contaminants from the vadose zone. The FDEP has requested that any newly constructed SVE system include a 1 horsepower air injection blower for active venting.

PSI, therefore, has developed this scope of work, cost estimate and level of effort to prepare an ISR Plan consisting of SVE remedial technology with an optional air injection blower if a newly constructed system is recommended.

PROPOSED SCOPE OF WORK

This proposal consists of preparing the Interim Source Removal Plan (Soil Vapor Extraction) at the referenced site.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Interim Source Removal Plan (ISR Plan)

The design of the ISRP will address VOH concentrations in the soil and will not directly address groundwater quality. The presumptive remedy for remediation of impacted soil at the Classic Cleaners site is soil vapor extraction, based on previous experience, feasibility, ease of implementation, reliability, operations and maintenance (O&M) requirements, and cost. PSI will also coordinate with the building tenant, property management company, and the property owner for suggested locations of piping, lines, and equipment compound.
