Re: Proposal for Interim Source Removal Plan Modification (Rev 1) Wash Bowl, ERIC_5243 7104 Highway 52 Port Richey, Pasco County, Florida 34667

Dear Mr. Grubbs:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to modify the design of a Soil Vapor Extraction System design as provided in an Interim Source Removal Plan and Response to Comments dated November 8, 2023 for the Wash Bowl in Port Richey, Pasco County, Florida. Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion.

PROJECT BACKGROUND

The Wash Bowl is currently a dropoff facility which previously operated as a drycleaner from January 1973 to October 1996. The drycleaning equipment was reportedly removed in October 1996. The facility occupies a tenant space in the Bayonet Plaza Shopping Center in the northeast corner.

Potential receptors include a community well supplying the Tropic Breeze Mobile Home Park within ½ mile, and 37 small potable private wells within ¼ mile of the Wash Bowl. The DOH sampled the private wells and identified PCE, cDCE, and TCE in concentrations greater than the MDLs. The highest concentration of a drycleaning Constituents of Concern (COC) reported was 16 ug/L cis-1,2-DCE at 7211 Heibner Ave in 2011.

During the Site Screening prepared in March 1997, two 2 temporary wells were installed along the east and north sides of the drycleaner building which revealed 11,000 ug/L of PCE in the east side of the building, and 27 ug/L of PCE along the north side of the building.

PSI Proposal Number: 0552-428094 FDEP Wash Bowl

June 14, 2024 www.intertek.com/building

Site assessment activities were completed and submitted in Site Assessment Report in March 2022 by Chastain Skillman working as a subcontractor to PSI. The assessment consisted of soil sampling/analysis, installation and testing of MAGs wells, collection of groundwater samples on-site utilizing direct push technology (DPT), and installation and sampling of on-site DPT wells. The water table during this assessment generally occurred at depths ranging from 6 to 9 feet below land surface (bls) with a shallow flow direction toward the north.

A Modified Active Gas Survey (MAGS) test was conducted which showed PCE concentrations of 3.6 mg/m3 and 2.6 mg/m3 within the soil vapor, beneath the building near the former dryclean machine.

Groundwater wells were installed and screened from three depths: 4 to 14 ft bls, 25 to 35 ft bls, and 49 to 60 ft bls (refusal depth). The shallow zone revealed the highest concentrations of VOH ( at MW001), whereas the highest concentration of PCE in the .

The h -DCE at MW011.

Additional groundwater sampling was conducted in October 2021 which revealed levels of PFAS above the Provisional Cleanup Target Level of 70 in MW012 (105 ppt) and MW013 (108 ppt).

The groundwater plume has not been defined due to site access problems. Multiple Permission to Enter Property Agreement (Non-Source) packages were prepared and submitted to private property owners to the north and east of the site, however, to date, site access has been denied.

Discussions with the FDEP ended with a decision to proceed with an interim source removal (ISR) to start addressing site impacts from the former drycleaning operations. A soil vapor extraction (SVE) strategy was selected and PSI prepared an ISRP and subsequently responded to comments on November 8, 2023.

Subsequent to the plan generation and prior to implementation, several factors have changed with substantial impacts to the proposed plan presented in the ISRP. PSI is presenting this scope of work, cost estimate, and level of effort to redesign the SVE system proposed in the ISRP (November 8, 2023) to address the following changes.

System trailer placement was discussed with the tenant to be placed within the grass area located east of the site however this property is not owned by the subject property and prior attempts to gain site access to the adjacent property (currently occupied by AutoZone) have been unsuccessful.

Owner/Tenant have stated that trenching within the current laundromat would significantly impact business operations and alternative options have been requested.

Due to removal of trenching activities and at the request of FDEP, PSI will reduce the number of proposed SVE wells by removing previously proposed horizontal SVE wells from the design.

Reduction in Radius of Influence due to the reduction of SVE wells.

PROPOSED SCOPE OF WORK

This proposal consists of the modification of the Interim Source Removal Plan revised November 8, 2023 while still using Soil Vapor Extraction at the referenced site.

June 14, 2024 www.intertek.com/building

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Interim Source Removal Plan (ISR Plan)

The redesign of the ISR proposed SVE system will specifically address the following concerns relating to the original design.

System Placement PSI will discuss and compare and contrast the following approaches with FDEP and the Owner/Tenant.

Episodic operation Building a new SVE system made up of modular units with potential installation within a cabinet located against the main structure.

Alternative compound placement. Due to travel lanes located adjacent to the facility and required turning radii for tractor trailer deliveries and garbage truck egress, alternate compound locations may be limited to remote areas within the property. PSI will review available locations, such as within the shopping center parking lot, for consideration in comparison to the above options.

Integral Piping Installation PSI will review feasibility of installation of integral piping within the existing dropdown ceiling and subsequent wall penetrations. Based on the desired system placement, PSI will update system trenching diagrams (as necessary) to:

Remove water condensate within piping low points;

Detail exterior system connections for episodic use; and/or Detail connections for use with a cabinet style system.

Removal of Horizontal SVE wells Due to removal of trenching activities and at the request of FDEP, PSI will redesign the system to account for a reduced number of proposed SVE wells.

ROI and Vapor Monitoring Point Locations Due to a reduced number of proposed SVE wells, the resulting ROI will be reduced and the number and location of proposed Vapor Monitoring Points will need to be adjusted.

Calculations will be generated based on the re-design to provide construction details and specifications of the system based on the reduced number of SVE wells, distance between the compound and SVE wells, and revised radius of influence. Figures will include updates to the existing site plan and trench details, SVE piping cross sections, treatment system layout, process and

June 14, 2024 www.intertek.com/building instrumentation diagram (P&ID), electrical schematic, equipment list, and other components of the remediation system as necessary.

The report will include a detailed description of the remedial system, operation details, start-up testing, site schedule for O&M, tables summarizing proposed samples and analysis, and itemized cost estimates for project capital, and the implementation schedule. The design will be signed and sealed by a Professional Engineer certified in the State of Florida in accordance with Chapters 471, Florida Statues. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient endpoints. We understand that the

-effective method.

If applicable, the ISR Plan will evaluate and provide recommendations on the use of existing equipment available from other sites. PSI will review the available BWC remediation equipment from FDEP-owned equipment list and select an SVE system that will meet the design criteria of the Interim Source Removal Plan. Based on the available equipment, we will research the operation of said system for its performance at other FDEP sites including runtimes, troubleshooting, equipment repairs, etc.

The SVE re-design will include development of bid specifications for construction of the proposed SVE system. Bid specifications will be utilized to provide a cost estimate for implementation of the plan and to obtain subsequent funding.
