About this file

This is a Task Assignment (TA) issued under Contract Number HW686 between the State of Florida Department of Environmental Protection (Department) and Professional Service Industries, Inc. (Intertek-PSI). The TA, numbered DC006D, was executed on April 16, 2025, with an effective completion date of August 29, 2025. The project involves soil and groundwater confirmatory sampling with volatile organic halocarbon (VOH) and per- and polyfluoroalkyl (PFAS) analysis at the Custom Commerce Laundry facility located at 6642 Ridge Road, Port Richey, Pasco County, Florida (ERIC_5234).

The scope of work comprises three subtasks: Project Management ($1,286.59), Soil & Groundwater VOH Confirmatory Sampling and Reporting ($10,085.65), and Soil & Groundwater PFAS Monitoring and Reporting ($2,213.78), for a total Task Assignment value of $13,586.02 on a fixed unit rate basis. Deliverables are due July 31, 2025, with final completion by August 29, 2025. The work includes soil boring advancement, groundwater elevation measurements, sample collection from seven monitoring wells, laboratory analysis via EPA Method 8260 for VOHs and FDEP Central Laboratory analysis for PFAS compounds, and preparation of a comprehensive monitoring report. Investigative derived waste management includes containerization and disposal of purge water through approved subcontractors, with estimated drum disposal costs of $189 per drum. The project follows FDEP Standard Operating Procedures 001/01 and Drycleaning Solvent Cleanup Program protocols, with samples submitted to NELAC-certified laboratories.

PSI Proposal: 0552-435326 Rev. 2 FDEP Custom Commerce

April 15, 2025 www.intertek.com/building

Site Assessment activities conducted by PSI in 2018 and 2019 identified chlorinated solvent impacts in the soil and groundwater at this site. Based on the results of a Modified Active Gas Survey (MAGS), we recommended implementation of an Soil Vapor Extraction system to reduce vadose zone contamination under the building. The Interim Source Removal Plan (ISRP), which presented the design of the SVE system, was approved by the FDEP on April 10, 2020. Operation of the SVE system continued through January 10, 2025.

An SVE system was transferred from the FDEP BWC Equipment Storage Facility (FDEP Property No. 122461). The construction was initiated and was operated by PSI between April 2021 and January 10, 2025. A shutdown episode was conducted and, based on the most recent results, it was recommended that the system remain off for soil confirmation sampling.

This scope of work also includes groundwater monitoring for Volatile Organic Halocarbons (VOH) and per- and polyfluoroalkyl (PFAS) a minimum of 3 months after active remediation (January 10, 2025). A private analytical laboratory will provide analyses for the VOH compounds, and the FDEP Central laboratory will perform the PFAS analyses. Both laboratories will be National Environmental Laboratory Accreditation Conference (NELAC)-certified.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting soil and groundwater confirmatory sampling with VOH and PFAS analysis, along with a report deliverable. The sampling procedures will be conducted according to the FDEP Standard Operating Procedures 001/01 and Drycleaning Solvent Cleanup Program protocols. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Soil and Groundwater VOH Confirmatory Sampling and Reporting

Specific components of the soil and groundwater confirmatory sampling and analysis subtask are as follows:

a. Mobilization to the site.

b. Core drill through the existing surface.

c. Advance a soil boring to 3 ft below surface level to collected soil samples as needed.

d. Collect a soil confirmatory sample from SB002 at 1 ft and 3 ft below land surface (bls).

e. Backfill the soil boring with removed soils and core, compact, and patch with neat cement.

f. Collect groundwater elevation measurements at the wells proposed for sampling.

PSI Proposal: 0552-435326 Rev. 2 FDEP Custom Commerce

April 15, 2025 www.intertek.com/building

g. Collect groundwater samples from monitor wells: MW001S, MW002S, MW003S, MW004S, MW005S, MW006S, and MW002I.

h. Submit groundwater samples to a NELAC approved laboratory for analysis of VOHs via EPA Method 8260.

i. Incorporate groundwater analytical data, physical parameters and groundwater elevation data into the RASS report.

The investigative derived waste (IDW) that will be generated during the groundwater confirmatory sampling event includes purge water from the monitoring wells which will be containerized in a 55-gallon drum(s) for transport and disposal at a licensed facility by an approved subcontractor. Soil and cores removed during confirmatory sampling will be returned to the soil boring.

Sampling Standard Operating Procedures Relative to the Collection/Analysis of Quality blanks and duplicates. The Department will no longer require field blanks, duplicates, or travel blanks for Waste Site Cleanup Section sites, unless specifically requested by the FDEP Project Manager.

The Level of Effort for soil and groundwater VOH confirmatory sampling and reporting is detailed in Subtask 2.

3. Soil and Groundwater PFAS Monitoring and Reporting

PSI will collect soil and groundwater samples for PFAS analysis during the same episode as the annual VOH monitoring. The wells listed below will be samples for PFAS:

a. Collect a soil confirmatory sample from SB002 at 1 ft and 3 ft below land surface (bls).

Due to prior chlorinated solvent exceedances and PFAS PGCTL exceedances, the soil sample should be analyzed for PFAS constituents.

b. Collect groundwater samples from wells: MW001S, MW002S, MW004S, MW002I.

c. Submit soil and groundwater samples to the FDEP Central Laboratory for analysis of

PFAS compounds.

d. Incorporate soil and groundwater analytical data, physical parameters and groundwater elevation data into the Post Active Remediation Monitoring report.

e. Any IDW will be addressed as described above.

The deliverable and invoice schedule are presented below and are based on receival of a Task Assignment prior to May 1, 2025. The last groundwater sampling event occurred in October 2024.
