Re: Proposal for Natural Attenuation Groundwater Monitoring Elite Fashion Care (currently known as American Cleaners) 849 South Orlando Avenue Winter Park, Orange County, Florida FDEP Facility ID# 489700356 / ERIC_5055
Dear Ms. Murphy:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to submit the proposal contained herein to conduct Natural Attenuation Groundwater Monitoring for the Elite Fashion Care (current American Cleaners) in Winter Park, Orange County, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule. The Site Access Agreement was signed by the current owner, according to the Orange County Property Appraiser’s website.
PROJECT BACKGROUND
The Elite Fashion Care property is located at 849 South Orlando Avenue, approximately 100 yards north northwest of the intersection of South Orlando Avenue and Minnesota Avenue. The tenant space is in the central portion of the strip mall. Elite Fashion Care Cleaners began operation at this address in March 1994 and utilized perchloroethene (PCE) in their drycleaning operations. A Site Screening Report was completed in March 1997 which identified PCE in a soil sample collected near the former drycleaning machine (near long hallway leading to the back door) at 2 feet below land surface (bls) at a concentration of 87 micrograms per kilogram (ug/kg).
On June 9, 1997, the Department determined that Elite was eligible for state-administered cleanup under the Drycleaning Solvent Cleanup Program. A Rapid Risk Screening was performed in November 2011 which did not identify any public supply wells within ½ mile, small potable wells within ¼ mile, or potable wells mailto:Skylar.L.Murphy@FloridaDEP.gov
FDEP – Elite Fashion Care www.intertek.com/building within 500 feet of the drycleaner. The Rapid Risk Screening also did not identify any daycare, school, long term care facilities, or residential receptors. Of note is the existence of the infamous Winter Park sinkhole (May 1981) approximately 0.37 mile to the northeast of the drycleaners. The sinkhole was apparently filled with highway construction debris during restoration efforts. The sinkhole created what is now known as Lake Rose.
PSI conducted assessment activities in 2014 which revealed levels of PCE and TCE present in the groundwater at concentrations in excess of Chapter 62-777 F.A.C. GCTLs, with the primary point of release a sewer line that runs along the rear of the strip shopping center housing the Elite Fashion Care.
Secondary release points also appear to exist at both former drycleaning machine locations located within Elite Fashion Care. Only soil sample exceeded the Chapter 62-777 F.A.C. Leachability to Groundwater SCTL for PCE.
The dryclean machines were removed in 2014 along with presses and spotting boards as the former Elite Fashion Care transitioned to a pick up/drop off facility.
After completing a review of the Site Assessment Report, the FDEP suggested an annual groundwater monitoring program to address site contaminants.
Groundwater monitoring conducted in April 2015 revealed that chlorinated solvents remain in the groundwater both on-site and off-site at concentrations exceeding GCTLs. The highest PCE concentration continues to be detected in off-site intermediate monitor well MW010I and deep well MW010D. A Notice of Off-Site Contamination has been filed.
A MAGS test and sewer investigation was conducted in August 2016 which reveal contamination source areas near the sewer line, the manway break, as well as the previous documented source area near the dryclean machine.
Groundwater monitoring was conducted in April 2015, December 2016, April 2018, January 2019, July 2020, and April 2021, which continues to show elevated levels of impact off-site.
The most recent annual review of the site recommended proceeding with the natural attenuation groundwater monitoring with the same monitoring well network. Accordingly, PSI has developed this proposal to conduct the groundwater quality study.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to confirm current groundwater quality conditions. The sampling procedures will be conducted according to the FDEP Standard Operating Procedures 001/01 and Department Drycleaning Solvent Cleanup Program protocols. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Groundwater Sampling and Analysis / Monitoring Report
An annual groundwater sampling and analysis event will be conducted which will consist of the following activities:
a. Mobilization to the site.
b. Collect groundwater elevation measurements of 25 monitor wells.
c. Collect groundwater samples from the following monitor wells:
i. Shallow zone: MW001S, MW002S, MW006S, MW007S and MW008S.
ii. Intermediate zone: MW006I, MW010I and MW011I.
iii. Deep zone: MW008D, MW010D, MW012D and MW010DD.
d. Submit groundwater samples to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260.
e. Containerize investigative derived waste (IDW) in 55-gallon drums, label appropriately and stage on-site, pending waste characterization results.
f. Arrange for a subcontractor to transport and dispose of IDW in an approved facility.
g. Provide a signed manifest for the IDW.
h. A Natural Attenuation Groundwater Monitoring Report will be developed and will include current groundwater elevation maps, groundwater quality data in tables, ADaPT, and deliverable which will be submitted electronically. Conclusions and recommendations will be made, which will include any modifications to the proposed annual groundwater sampling event. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.
The Level of Effort is detailed in Subtask 2.

From: Nana Westmark Sent: Thursday, January 13, 2022 8:14 AM To: Natacha Jackson Cc: Greg Lassi Subject: Annual IDW prices for FDEP Drycleaning Contract for PSI Team
Good Morning Natacha – Hope you are doing well these days.
The PSI Team (PSI and Chastain Skillman) have been awarded one of the FDEP “Drycleaning Contracts” and we are anxious to get started.
We are inviting your firm to provide costs for pick-up, transport, and disposal to an approved facility of Investigation- Derived Waste (IDW) on a per 55-gallon drum basis from drycleaning sites and state funded sites, and site investigation sites that are in the programs.
If you are interested in providing a quote, we would appreciate it. I am attaching a form in which to submit back to us, along with the General Conditions.
If you could provide these prices to us by January 21, 2022, we would appreciate it.
Thank you, Nana
