Re: Proposal for Annual Groundwater Monitoring, PFAS Monitoring

Viking Plaza 32 NW Wright Parkway Fort Walton Beach, Okaloosa County, FL FDEP Facility ID No. 46 9700533 / ERIC_4947

Dear Ms. Schwed:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Annual Groundwater Monitoring Services for Volatile Organic Halocarbons (VOH) and Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds for the Viking Plaza in Fort Walton Beach, Okaloosa County. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule. Site access agreements are currently in place.

PROJECT BACKGROUND

Viking Plaza began operating as a coin laundry in 1970 and utilized dry cleaning equipment until 1985 when the equipment was removed. In 1997 the facility was found eligible for state funded cleanup under the Drycleaning Solvent Cleanup Program. The drycleaner business is no longer in operation and currently operates as a laundromat. The Viking Plaza also houses a former petroleum cleanup site (Viking Food Mart, aka Sunshine Junior No. 83, FDEP Facility No. 46 8512309).

Various assessment and remediation activities have been conducted for both the petroleum and chlorinated solvent impact, including a source removal for the solvent impact, groundwater injections (both petroleum and solvent amendments during separate events), and Soil Vapor Extraction for the solvent impact.

PSI Proposal 0552-395522 FDEP – Viking Plaza ERIC_4947

Post injection monitoring commenced in 2015 and the most recent groundwater quality monitoring was conducted in 2021. The Underground Injection Control (UIC) parameters have been monitored according to the RAP Schedule since 2015, and as per FDEP discussions, are being discontinued based on the most recent groundwater quality results revealing no elevated UIC detections.

The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells. Therefore, the Department requested we conduct groundwater sampling for select wells at the Viking Plaza to evaluate the potential presence of PFAS compounds, in addition to the routine annual groundwater monitoring.

The FDEP has approved the wells selected for PFAS sampling and analysis.

The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters for the routine annual groundwater monitoring as well as methane, ethane, and ethene, and sampling and analyses for PFAS compounds at select wells, along with two deliverables. The results will be used to evaluate current groundwater quality conditions.

Specifically, the proposed scope of work consists of the following subtasks.

1. Project Management

This scope is provided for in the template worksheets.

2. Annual Groundwater Sampling and Analysis, and Groundwater Monitoring Report

The field activities for the routine VOH groundwater sampling event will be conducted concurrently with the PFAS sampling whereas the deliverable for each will be submitted separately.

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 20 monitoring wells.

c. Collection of groundwater samples per the following:

The groundwater samples will be submitted to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis.

d. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.

e. Evaluation of data and develop an Annual Groundwater Monitoring Report to include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable

The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3 along with a separate deliverable.

a. Collection of groundwater samples per the above table for PFAS analysis.

b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.

c. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.

d. Evaluation of data and prepare brief email summary of the PFAS results to be submitted to the Department including one figure with text boxes (no isoconcentration contours), field notes/forms, and the final laboratory report. If the results exhibit PFAS concentrations above EPA Health Advisory Limit of 70 parts per trillion (ppt), the results will be submitted to the Department within 48 hours of data receipt. If the results exhibit levels below the HAL, the results will be submitted within one month of results receipt from the FDEP Laboratory.

COST ESTIMATE AND SCHEDULE

The estimated cost to perform the described services is shown on the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021. Good Afternoon Robert, I have a question regarding PARM sampling at Viking. Nana seems to believe she has some correspondence from Walsta indicating that we no longer need to do PARM sampling. There is no record of this in ERIC, and Nana is currently looking for correspondence. I was curious to know your stance on this. This is a site I believe needs to be sampled soon and should also include routine monitoring for Vohs and PFAS sampling.

Please let me know your thoughts on the matter and if the sampling event should include PARM parameters.

Nana – Those are some legitimate concerns, but I still think it’s important to sample some shallow wells for PFAS since we more commonly see PFAS stay shallower, so please attempt to sample the two I recommended. If either is inaccessible or otherwise can’t be sampled, you can replace them with one of the “B” wells.

The A wells that we would be interested in would be AMW022 and AMW014R which is the shallow well inside and next to BMW023 and in the parking lot. There was a reconfiguration of the inside of the laundromat and they have half-way covered where AMW022 is with a washing machine. We were able to get a sample from it the last time, but I’m a little skeptical about collecting a good representative sample there due to the physical position. And BMW023 is adjacent to it, but not covered with the machine.

AMW014R is in the middle of the shallow petroleum plume (this is also a state-funded petroleum site and they have done injections in the parking lot). So, not sure if this is a good well to sample.

But whatever you want!

Let me know!

Nana – Is there a reason why you’re not proposing to sample any of the shallow/A-zone MWs? I’d suggest omitting BMW023 or BMW011 and adding AMW022 and AMW014R.
