FDEP Asian Cleaners ERIC_5455 PSI Proposal 0552-447206
March 14, 2025 www.intertek.com/building inspection was requested by the Waste Site Cleanup Section of the FDEP Central District to evaluate current compliance conditions at the Asian Cleaners.
The FDEP has implemented the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells. Results from the 2023 PFAS sampling event at Asian Cleaners identified a concentration of PFAS at levels above the 70 nanograms per liter (ng/L) Provisional Groundwater Cleanup Target Level (PGCTL). Therefore, the Department requested we continue to include PFAS compounds during the routine annual groundwater monitoring for VOHs.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of conducting annual groundwater monitoring for VOH and for PFAS compounds. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets and is detailed in Subtask 1.
2. Groundwater Monitoring - VOH
The field activities for the routine VOH groundwater sampling event will be conducted concurrently with the PFAS sampling. The following activities are proposed.
a. Mobilization to the site.
b. Collect groundwater elevation measurements of all accessible site monitor wells.
c. Collect groundwater samples from the following monitor wells:
i. MW004 Previously reported with VC impacts exceeding GCTLs
ii. MW005 Previously reported with VOH impacts exceeding GCTLs
iii. MW007 Downgradient delineation
iv. MW009 Previously reported with VC impacts exceeding GCTLs
v. MW014 Previously reported with VOH impacts exceeding GCTLs
d. Submit groundwater samples to a NELAC-approved laboratory for analysis of VOHs via EPA Method 8260.
e. Development of a Groundwater Monitoring Report showing current groundwater elevation maps, current groundwater data, and recommendations, as necessary.
f. The investigative derived waste (IDW) generated during the annual groundwater monitoring is limited to purge water from the monitoring wells which will be containerized in a 55-gallon drum and transported off-site for disposal at an approved facility.

3. Groundwater Monitoring - PFAS
The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3 along with a separate deliverable. Per the FDEP PFAS sampling guidance, as reported concentrations have not been reported above a concentration of 300 ng/L, the same network of wells will continue to be used in future monitoring events.
a. Collect groundwater samples from the following monitoring wells:
vi. MW004
vii. MW005
viii. MW014
b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.
c. Containerize purge water into a 55-gallon drum, then transport off-site for disposal at an approved facility.
d. The results of the PFAS monitoring will be included in the Groundwater Monitoring Report.
The deliverable and invoice schedule are presented below and are based on receival of a Task Assignment prior to May 1, 2025. The last groundwater sampling event occurred in September 2024.
