Re: Proposal for Interim Source Removal Implementation (Soil Excavation)
Priceless Dry Cleaners 220 North Orlando Avenue Winter Park, Orange County, Florida
FDEP Facility ID# 48 9502059 / ERIC_5015
Dear Ms. Murphy:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide implementation of the Interim Source Removal Plan for the Priceless Dry Cleaners at 220 North Orlando Avenue, Winter Park, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
PSI has obtained site access and is working with the property owner to expedite this project to allow redevelopment plans to continue.
PROJECT BACKGROUND
The Priceless Dry Cleaners opened in October 1991 and utilized perchloroethene (PCE) as their drycleaning solvent. Based on documented impacts from drycleaning fluids, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in June 1997, and assessment activities commenced in August 2001.
A Bioremediation Pilot Study was conducted in April 2006 with two injection areas, one in the source area and one downgradient.
In September 2007, a Remedial Action Plan was developed and implemented to address soil contamination through soil vapor extraction. PSI was tasked with providing remediation system start-up on January 31, 2011 and the system ran until April 2012 when the motor seized and was not repaired.
The system was subsequently transferred to the Department’s Lakeland warehouse for storage.

FDEP – Priceless Cleaners
Groundwater monitoring has occurred generally on an annual basis which continues to reveal a groundwater plume migrating to the southwest and off-site.
The tenant apparently moved in 2019 and it was considered an opportune time to collect additional data inside the former drycleaner. Therefore, in July and August 2019, a Supplemental Assessment was conducted which consisted of soil confirmation samples and a MAGS study. Results revealed remaining impacts to the soil. An Interim Source Removal Plan was prepared to address the remaining soil impact through a source removal. However, the implementation of the plan was put on hold pending the owner demolishing the building. The property owner’s representative has notified the FDEP of the demolition schedule which was conducted in April-May 2022. The FDEP then requested additional soil sampling to further refine the soil “cut lines” which was performed in April 2022. Based on the newly acquired data, the excavation area was decreased. The Revised Interim Source Removal Plan was subsequently approved by the FDEP on May 23, 2022.
PSI developed Bid Specifications to include permitting, excavation, hauling, disposal, clean backfill emplacement, compaction, and site restoration for the Priceless Cleaners site contaminated soil removal project. Three bids were solicited and Action Environmental was selected to perform the ISR.
The proposal contained herein includes the proposed scope of work, cost estimate, and level of effort to implement the ISR.
PROPOSED SCOPE OF WORK
The proposal contained herein consists of implementing the ISR. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management – Subtask 1
This scope is provided for in the template worksheets.
2. Pre – Construction Activities – Subtask 2
The following outlines the activities to be conducted prior to excavation.
a. PSI will collect a sample of the proposed backfill to be used as replacement soil at the property. The backfill will be analyzed by a NELAP laboratory prior to site mobilization for the following parameters:
• Volatiles by EPA Method 8260
• Semi Volatiles by EPA Method 8270
• Base Neutral Compounds by EPA Method 8270
• Acid Extractable Compounds by EPA Method 8270
• Eight RCRA Metals by EPA Method 6010 and 7471
• Pesticides (organochlorine) by EPA Method 8081
• Total Petroleum Hydrocarbons by FL-PRO
• Per- and polyfluoroalkyl substances (PFAS) by USEPA Method 537.1 or 8321 B
b. PSI will retain a remediation contractor to perform the actual contaminated soil removal.
Action Environmental, Inc. has been selected to perform the source removal based on qualifications and their cost estimate. See attached bids.
c. A Site-Specific Health and Safety Plan for construction will be developed.
d. A utility locate request will be called in to Sunshine State One Call of Florida (One Call) prior to performing subsurface work activities.
e. The selected contractor will arrange for ground penetrating radar services to identify potential subsurface utilities, tanks or other obstructions. GPR Report of results must be provided to PSI at least 24 hours before excavation commences.
f. PSI will flag or otherwise mark the area for excavation in the field using spray paint and / or tape. The areas to be excavated are based on the approved Revised Interim Source Removal Plan, dated May 18, 2022. The areas will be excavated to approximately 4 feet below land surface (bls).
g. Temporary security (safety) fencing or barricades will be installed around the proposed excavation area to enhance safety conditions.
h. A staging area will be established to store equipment for the duration of the Interim Source
Removal.
i. Knock-off rock drives will be emplaced at entrance and egress areas which will be removed upon source removal completion.
3. Contaminated Soil Removal – Subtask 3
The following outlines the activities to be conducted to proceed with excavation.
a. Contaminated soil will be removed with standard excavation equipment. The contaminated soil will most likely be direct loaded, depending on truck availability and traffic patterns (turnaround) on the site. If direct loading is not feasible, the contaminated soil will be stockpiled for later loading. The contaminated soil stockpile will be underlain with impervious plastic (visqueen) and covered with visqueen at night in the event that the soil has not been loaded.
b. The contaminated soil will be double weighed. Upon exiting the site, the truck(s) must proceed to a CAT scale located in close proximity to the site. Then the truck must also be weighed upon entering the disposal facility. Both sets of weight tickets and manifests must be submitted to PSI prior to invoicing. PSI will sign manifests as an agent of the FDEP but is not considered a generator or transporter of contaminated material.
c. If additional quantities are required for removal, the same unit rate per ton along with the additional backfill and associated construction setup items will be used for budgeting.
d. Clean backfill will be placed in the excavated area. Backfill will be emplaced in one- foot lifts and then compacted.
e. As backfill is emplaced, it will be compacted to meet a Modified Proctor of 95% and verified by collection of samples. PSI will collect samples of the proposed fill material prior to excavation for soil density testing. Once the excavation has been complete and as the backfill is installed and compacted, testing at 2 to 4 locations on site with a Troxler Nuclear gage will be conducted to ensure proper compaction.
f. The excavation area will be left with soil ground cover, as concrete and asphalt have recently been removed from the property by the property owner. Please note that sod or irrigation lines will not be replaced.
g. Photo documentation of site activities will be performed.
4. Interim Source Removal Report - Subtask 4
An Interim Source Removal Report will be developed and submitted to the FDEP which will include daily logs, excavation volumes, weight tickets, manifests, and photographs of final site conditions.
COST ESTIMATE AND SCHEDULE
The estimated cost to perform the Interim Source Removal is shown on the attached Cost Estimate and Level of Effort with the report deliverable.
All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021. We understand that the assessment is time critical in order to allow the owner to proceed quickly with the new development plans. For planning purposes, the table below outlines our anticipate schedule.

Trying to get lab situated, and subcontractor, and borrow pit. If you want to put on starting excavation June 29, that would be ok.
