Re: Proposal for 12 Months O&M / RASS Report / Groundwater Monitoring Coastal Cleaners

2166 Main Street Dunedin, Pinellas County, Florida

ERIC_5272

Dear Ms. Crain:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide remediation system Operation & Maintenance (O&M) services for twelve

(12) months, summary updates via email on a quarterly basis, documentation of the remediation system performance with the development of two Remedial Action System Status Reports, and annual groundwater monitoring for the constituents of concern for the Coastal Cleaners located at 2166 Main Street, Dunedin, Florida. Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A table is attached following the Level of Efforts presenting schedules for completion, per subtask. In addition, the current property owner, as documented by the Pinellas County Property Appraiser in November 2023, signed a Site Access agreement with the Department in June 2019.

PROJECT BACKGROUND

The Coastal Cleaners is located at 2166 Main Street, in the Coastal Plaza Shopping Center on the northeast corner of Main Street (State Road 580) and Heather Ridge Boulevard, in Dunedin, Pinellas County, Florida.

The cleaner is in an end tenant space with a drive-through window which is covered with overhead canopy and is adjacent to the drycleaners.

The Coastal Cleaners began drycleaning operations utilizing PCE in December 1991 or February 1992. The drycleaner is still in business but switched from a Miraclean 35 pound Dry-to-Dry machine to a Union L mailto:Kelly.Crain@FloridaDEP.gov

FDEP – Custom Commerce

840 U2000 unit in 2004 and included secondary containment. The drycleaner currently now uses a DF 2000 unit which is a non-PERC machine.

A petroleum program site is located within the Coastal Plaza Shopping Center, Coastal Plaza, Facility ID 52/8515358 which has documented groundwater and soil contamination. Remediation of the site contaminants was addressed through air sparge / soil vapor extraction (AS/SVE) and included numerous monitoring wells (over 40 shallow and intermediate / deep wells).

PSI prepared a Site Assessment Work Plan on January 17, 2020, and initiated Site Assessment activities in April 2020 which revealed low levels of VOH compounds in the groundwater at the site. Elevated concentrations of VOH compounds in air samples collected during the MAGS study (33.9 mg/m3, 11.8 mg/m3, 10.6 mg/m3, 1.02 mg/m3, 0.606 mg/m3 and 0.124 mg/m3) in April and May 2020 revealed a significant contaminant mass under the building, near the former PCE dryclean machine.

PSI submitted an Interim Source Removal Plan using an SVE strategy. An SVE system was installed in June

– August 2023, with start-up in October 2023. PSI recommends that the SVE system operate for 12 months along with groundwater monitoring for Volatile Organic Compounds (VOH) and per- and polyfluoroalkyl (PFAS) compounds. Elevated concentrations of PFAS compounds were detected in one of the site’s monitoring wells. PSI recommended, and FDEP concurred, to include PFAS compounds in the annual groundwater monitoring events.

Therefore, the proposal contained herein consists of 12 months of Operation and Maintenance (O&M) of the current SVE system and a groundwater monitoring event for VOHs and PFAS, the results of which will be incorporated into the RASS report.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of monthly O&M events and two Remedial Action System Status Report deliverable for the existing SVE system, and annual groundwater monitoring.

Specifically, the proposed scope of work consists of the following subtasks:

1. Subtask 1 - Project Management

This scope is provided for in the template worksheets.

2. Subtask 2 - Three Months of O&M (First Quarter)

Operations and Maintenance will be conducted on the SVE system. The work will be conducted as follows:

a. Mobilization to the site on a monthly basis.

b. Collect monthly vacuum and air flow readings from the SVE wells.

c. Collect monthly PID readings from SVE wells and system effluent.

d. Optimize system performance and recollect system readings as necessary to confirm enhanced system operation.

e. Collect monthly influent and effluent samples for analysis by Method TO-15.

f. Document system readings in the site-specific O&M checklist.

g. The system will be cycled on a 100% duty cycle as recommended by the FDEP.

h. Quarterly update via email to the FDEP on system operation.

The Level of Effort is detailed in Subtask 2.

3. Subtask 3 - Three Months of O&M (Second Quarter)

O&M will be conducted once a month for three months as specified above. Air samples will be collected monthly from the influent and effluent and analyzed by TO-15. A summary of system conditions will be submitted via email to the FDEP each quarter.

The Level of Effort is detailed in Subtask 3.

4. Subtask 4 - Semi-Annual RASS Report

A Semi-Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance.

Vapor sampling results will be submitted in the RASS report. The report will be prepared in accordance with the Technical Worksheets or similar guidance documents, developed by the FDEP Drycleaning Solvent Cleanup Program.

Conclusions and recommendations will be made, which will include a summary of modifications made to the system to enhance the recovery rates or decrease system time to achieve targeted goals. The report will incorporate specific recommendations and provide opinions based on professional experience in order to achieve the most efficient cleanup endpoints. We understand that the Department’s goal is to achieve aggressive contaminant reduction in an efficient and cost-effective method.

The Level of Effort is detailed in Subtask 4.

5. Subtask 5 - Three Months of O&M (Third Quarter)

O&M will be conducted once a month for three months as specified above. Air samples will be collected monthly from the influent and effluent, then four of the SVE wells at the beginning of the third quarter of the year and analyzed by TO-15. A summary of system conditions will be submitted quarterly via email to the FDEP.

The Level of Effort is detailed in Subtask 5.

6. Subtask 6 - Three Months of O&M (Fourth Quarter)

O&M will be conducted once a month for three months as specified above. Air samples will be collected monthly from the influent and effluent and analyzed by TO-15. A summary of system conditions will be submitted quarterly via email to the FDEP. Air samples from the four SVE wells will also be collected and analyzed by TO-15.

The Level of Effort is detailed in Subtask 6.

7. Subtask 7 - Annual RASS Report

An Annual Remedial Action System Status Report will be developed which will include an evaluation of the collected information and data for the entire year. The report will detail and summarize the monthly O&M information, along with summary tables, figures and a graphical depiction of the system performance as well as groundwater sampling and analysis. Vapor sampling results will be submitted in the RASS report.
