Re: Proposal for a Notice of Off-Site Impact and Access Agreement Classic Cleaners 2291 East Bearss Avenue Tampa, Hillsborough County, Florida 33613
ERIC_4750
Dear Ms. Uribe:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide a Notice of Off-Site Contamination Impacts and attempt to obtain an Off-Site Access Agreement for adjacent property (aka Spotless Carwash) to the former Classic Cleaners site located at 2291 East Bearss Avenue in Tampa, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
A Site Access Agreement was signed by Mr. Brad Ackerman, as President of Silver Builders Real Estate Corp., as agent for Meridia Associates, LTD in June 2022 and as of February 17, 2025, Meridia Associates LTD is still the owner of the property per the Hillsborough County Property Appraiser’s website.
PROJECT BACKGROUND
The Classic Cleaners was located at 2291 East Bearss Ave. in Meridia Square Shopping Plaza near the southeast corner of Bearss Avenue and North 22nd Street in Tampa, Hillsborough County, Florida. It occupied the most northeastern tenant space of the multi-tenant commercial shopping plaza. The site is surrounded by apartment complexes to the east, south and west, and a car wash is located immediately northeast of the property. A gas station is located immediately west of the property and a stormwater retention pond for the plaza is located along the southeastern portion of the property.
FDEP – Classic Cleaners ERIC_4750
October 9, 2025 www.intertek.com/building
Classic Cleaners began drycleaning operations utilizing PCE solvents following the construction of Meridia Square Shopping Center in 1990 until approximately 2012 when it was converted to a drop-off facility only. A site screening report dated May 30, 1997 identified PCE in a soil sample collected near the drycleaning machine at 20 mg/kg, which exceeds SCTL’s. On October 9, 1997, the FDEP determined that the site was eligible for the Drycleaning Solvent Cleanup Program with a site score of 78. A Rapid Risk Screening was performed for this site in October 2011 which confirmed the current owner and the status of the facility was drop-off only. Currently, no PCE-drycleaning equipment remains on site.
PSI completed Site Assessment activities in April 2023 through April 2024, with soil analytical results revealing no volatile organic aromatic or halocarbon (VOA or VOH) concentrations in the soil above the SCTL’s but did find VOH concentrations in the groundwater above the Groundwater Target Cleanup Level (GCTL) and in soil vapors in excess of FDEP Waste Site Cleanup Section (WSCS) guidance for soil remediation. Additionally, groundwater samples were submitted during the initial site assessment activities for PFAS compounds, however, no PFAS compounds were detected at concentrations above the provisional GCTL of 70 nanograms/liter (ng/L).
PSI’s recommendations, with FDEP concurrence, was to develop and implement an interim source removal plan utilizing Soil Vapor Extraction to remove chlorinated solvent contaminants from the vadose zone. The FDEP has approved this under a separate Task Assignment (DC014D) executed on September 19, 2025.
PSI, therefore, has developed this scope of work, cost estimate and level of effort to prepare a Notice of Off-Site Contamination Impacts and attempt to obtain an Off-Site Access Agreement for the adjacent property (aka Spotless Carwash), as required under Chapter 62-780, FAC.
PROPOSED SCOPE OF WORK
This proposal consists of preparing a Notice of Off-Site Contamination Impacts and attempting to obtain and Off-Site Access Agreement for future work efforts associated with the Classic Cleaners site.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Notice of Off-site Impact & Off-site Access Agreement
Recent groundwater sampling at the former Classic Cleaners revealed the likely presence of PCE at concentrations above the Groundwater Cleanup Target Level (GCTL) of 3 micrograms per liter (ug/L) based on the PCE concentrations reported in MW-5A, MW-7A, MW-5B, MW-6B, and MW-7B. Based on these results, an Initial Notice of Contamination Beyond Property Boundaries is therefore required.
PSI will develop the Initial Notice of Contamination (INOC) Beyond Property Boundaries using Form 62- 780.900(1), in Chapter 62-780, Florida Administrative Code (FAC). According to our understanding, only one (1) property that houses Spotless Carwash will be included in the Notice. Based on the need for
FDEP – Classic Cleaners ERIC_4750
October 9, 2025 www.intertek.com/building further groundwater delineation off-site to the northeast PSI will also attempt to obtain an off-site access agreement with Spotless Carwash.
The deliverable (i.e. INOC package) and invoice schedule are presented below and are based on receipt of a Task Assignment on October 30, 2025. However, FDEP expects to receive to receive this deliverable within 10 business days of PSI receiving a signed TA, to ensure all timelines are met.
COST ESTIMATE AND SCHEDULE
The estimated cost to prepare the ISRP is shown on the attached Cost Estimate and Level of Effort. All PSI services will be conducted in accordance with the terms and conditions contained within the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021.
