Re: Proposal for Annual Groundwater Monitoring Palm Dry Cleaners 14616 Livingston Avenue Lutz, Hillsborough County, Florida FDEP Facility ID# 29/9501168 / ERIC_4721
Dear Ms. Uribe:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide Annual Groundwater Monitoring Services for Volatile Organic Halocarbons (VOH) for the Palm Dry Cleaners at 14616 Livingston Avenue, Lutz, Florida. Included with this proposal is a discussion of project history to date, proposed scope of work, cost estimate and a proposed work schedule. A Site Access Agreement for the property under monitoring was signed by “Skipper Palms Plaza, LLC” in May 2022 and per the Hillsborough County Property Appraiser website (Feb. 2025), the site has not been sold since December 2007.
PROJECT BACKGROUND
Drycleaning operations at the Palm Dry Cleaners began circa 1984 shortly after construction of the Skipper Palms Shopping Plaza was completed. Though no records exist for the type of drycleaning equipment present at the site before 1997, drycleaning solvent impacts were detected from the soil at this site in 1996. A perchloroethene dry-to-dry machine was installed at the facility in 1997. The perchloroethene equipment remained on site until it was documented as having been removed by the FDEP in 2003.
In the Site Screening Report dated August 23, 1996, identified PCE in three soil samples at concentrations that exceeded the groundwater soil cleanup target level (SCTL) and ranged from 1.6 mg/kg to 1.98 mg/kg.
A DSCP Program Application was submitted to the FDEP Hazardous Waste Cleanup Section in October 1996, and the FDEP determined the site was eligible for the Drycleaning Solvent Cleanup Program in June 1997 with a site score of 88.
PSI Proposal 0552-445313r1 FDEP – Palm Dry Cleaners, ERIC_4721
September 16, 2025 www.intertek.com/building
A Rapid Risk Screening Assessment was conducted at this site in October 2011 and identified an on-site irrigation well located at the northwest corner of the property approximately 600 feet west of the former drycleaner. PSI conducted an initial Site Assessment for the property owner in 1999 which consisted of groundwater screenpoint sampling, soil sample collection and analysis, monitoring well installation and groundwater sampling. The results of that assessment revealed VOH impacts to the soil which exceeded commercial direct exposure levels (SCTLs) beneath and directly north of the drycleaning facility, as well as VOH impacts to the groundwater which exceeded the natural attenuation default criteria (NADC). PSI issued a Remedial Alternatives Analysis (RAA) in January 2000, which recommended shallow zone source removal by Multi-Phase Extraction (MPE) followed by in-situ chemical oxidation. No subsequent remediation of the VOH impacts were implemented at Palm Dry Cleaners as a result of this RAA.
PSI submitted a Site Assessment Work Plan for Palm Dry Cleaners in August 2022 which recommended similar work methods as the aforementioned initial site assessment, as well as a MAGS survey. Following the site assessment field work, the site assessment report was issued in October 2023 which recommended monitoring groundwater to evaluate if additional vertical assessment was warranted. PSI was also tasked with groundwater sampling and analysis for PFAS compounds, which were conducted in September 2023. During that investigation, none of the tested wells contained PFAS compounds above the FDEP Provisional Groundwater Cleanup Target Level (GCTL).
The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters for the routine annual groundwater monitoring, along with one deliverable. The results will be used to evaluate current groundwater quality conditions. Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Annual Groundwater Sampling and Analysis, and Groundwater Monitoring Report
a. Mobilization to the site.
b. Collect groundwater elevation measurements of 18 monitoring wells.
c. Collect groundwater samples from the following monitoring wells for analyses by EPA Method 8260 for VOHs:
i. Shallow wells: MW-1, MW001A, MW-3, MW-5, MW-6, MW-07A, MW-08A, MW-
010A, MW-011A, MW-012A
ii. Intermediate Wells: MW-1D, MW-6D, MW-09B, MW-012B
iii. Deep Wells: MW-1DD, MW-012C
