Re: Proposal for Groundwater Well Installation and Sampling Services – Revision 1 Shamron Condominium 7650 Estero Blvd Fort Myers Beach, Florida 33931

FDEP FAC ID: 36-9501786

Dear Ms. Rodetsky:

Professional Service Industries, Inc. (PSI), an Intertek Company, is pleased to provide the following proposal for Temporary Monitor Well Installation, Groundwater Sampling, and Analytical Services for the above referenced project, on behalf of the Florida Department of Environmental Protection (FDEP), Site Investigation Section (SIS). The purpose of the study is to evaluate groundwater quality at the above referenced site. It is our understanding that the FDEP and its consultants have access to the property.

Presented herein is a proposed scope of services, schedule, and proposed costs associated with these services.

PROPOSED SCOPE OF WORK

A Request for Assistance was transmitted to the FDEP Site Investigation Section from the FDEP Southwest District to provide groundwater sampling services at the Shamron Condominium, on Fort Myers Beach, Lee County, Florida. According to documentation from the FDEP OCULUS website, petroleum impact was discovered from a temporary well installed in the middle of the former tank vault during removal of a 500-gallon diesel generator underground storage tank (UST). Subsequently, a Discharge Reporting Form was filed on June 8, 1995, based on elevated concentrations of Total Volatile Organic Aromatics (VOA) and Polynuclear Aromatic Hydrocarbons (PAH) above their respective Groundwater Cleanup Target Levels (GCTL) in Chapter 62-777, FAC. No additional assessment of petroleum impact has been completed.

It is our understanding that the Southwest District requests groundwater sampling in the former tank vault area to evaluate current groundwater quality. PSI has, therefore, prepared this scope of work and cost estimate to address the groundwater quality.

Shamron Condominium, FDEP FAC ID 36-9501786

February 29, 2024, revised March 8, 2024 www.intertek.com/building

The following scope of services consists of the following:

1. Coordinate resources and activities for temporary monitor well installation. PSI has solicited price quotes from drilling companies, and based on price and previous experience, we have selected JAEE Environmental Service to provide the well installation services. PSI will provide oversight during on-site activities.

The monitor well will be of pre-pack construction and will be temporary in nature. We anticipate the groundwater table to be approximately 5 feet below land surface, therefore, the well is planned to be about 12 feet deep with 2 feet of PVC riser. The well will be allowed to equilibrate for at least 24 hours prior to sampling. Upon sample collection, the temporary well will be removed and abandoned according to Water Management District protocols.

2. Collection of a groundwater sample from the temporary well using methods in accordance with the FDEP Standard Operating Procedures (DEP-SOP001/01) for groundwater sampling (Section FS 2200).

The groundwater sample will be analyzed by an analytical laboratory using National Environmental Laboratory Accreditation Conference (NELAC) protocols.

The sample will be analyzed for the following constituents:

BTEX and MTBE by EPA Method 8260 (including chlorobenzene) PAH compounds by EPA Method 8270 (including1-methylnaphthalene, 2-methylnaphthalene, naphthalene, and phenanthene)

Purge water from the well will be poured onto the pavement and allowed to evaporate. No Investigative Derived Waste (IDW) will be containerized. The groundwater sample will be transferred for shipment to the laboratory for analysis. PSI will prepare the samples and re-ice the coolers prior to shipment.

3. Provide the Task Assignment Deliverable which will consist of brief letter describing the field activities and comparison of the laboratory results to standards in Chapter 62-777, FAC, field notes, chain of custody documentation, and photographs of field activities.

COST ESTIMATE AND SCHEDULE

A Cost Estimate spreadsheet and Level of Effort to provide the above-described services is attached for your consideration. All PSI services will be conducted in accordance with the terms and conditions contained within the DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021. Depending on drillers’ availability, we anticipate the well installation and sampling results to be complete as shown below.

Good Afternoon – PSI requests a bid for a small project in Fort Myers Beach. And if you are interested, please let me know approximately when you could do this.

Site: Shamron Condominium 7650 Estero Blvd Fort Myers Beach, Lee County, Fl

FDEP FAC #: 36-9501786

One temp well to 12 feet, 10 foot screen. Pre-pack.

Site is literally about 150 feet from Gulf of Mexico and is in sand.

Condo is beachfront and had damage from Hurricane Ian. I’m attaching photos of where the well will go.

After PSI samples the groundwater after 2 days, the well will need to be abandoned with grout according to the WMD regulations.
