Re: Proposal for Conveyance Piping Work Plan and Bid Specifications Westwood Cleaners, ERIC_4706 4513 Gunn Highway Tampa, Florida 33624
Dear Ms. Uribe and Mr. Dalton, Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the Florida Department of Environmental Protection (FDEP) with this proposal to conduct a site visit and prepare a Conveyance Piping Work Plan and Bid Specification package for the Westwood Cleaners site (ERIC_4706) in Tampa, Hillsborough County, Florida. The Work Plan will address reported punctures in the existing SVE well conveyance piping and will include PSI’s standard trenching cross section, a site plan, and a contractor scope of work for bidding and permitting purposes. In addition, the Work Plan will identify soil confirmation sample locations, provide recommendations for Soil Oxygen Demand (SOD) sampling locations, and propose monitoring well locations for Natural Attenuation Default Concentration exceedance delineation in groundwater. Following FDEP approval of the Work Plan, PSI will prepare the Bid Specification package.
Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion.
A Site Access Agreement was signed in August 2017 with the same property owner who is currently listed on the Hillsborough County Property Appraiser’s website.
FDEP –Westwood Cleaners, ERIC_4706
February 17, 2026 www.intertek.com/building
PROJECT BACKGROUND
Westwood Cleaners operated from 1984 to 2003 and occupied a tenant space on the east portion of a multi-tenant commercial shopping center in Tampa, Florida. The cleaners operated one tetrachloroethene (PCE) drycleaning machine and the facility has two floor drains. Based on results from the Site Screening activities in May 1997 showing PCE in the soil at a concentration of 700,000 micrograms per kilogram (μg/kg), the drycleaner business was accepted into the Drycleaning Solvent Cleanup Program. The soil sample was collected near the backdoor of the drycleaner building.
The former Westwood Cleaners tenant space is currently unoccupied, but was most recently a martial arts studio, Carrollwood Tae Kwon Do. The business has been remodeled with an elevated bamboo floor for martial arts training. The tenant space has not been renovated since this tenant ceased operations in July of 2023. No drycleaning equipment remains at the former drycleaners.
A Site Assessment / Interim Source Removal Plan was prepared by PSI for the FDEP and was submitted August 29, 2018, and subsequently approved by the FDEP on May 20, 2019. Of note is the very high PCE concentration detected in the shallow well installed next to the former dryclean machine at 64,000 ug/L in February 2018, 12,000 ug/L in April 2020, and 9,300 ug/L in March 2021. The Interim Source Removal (ISR) Plan consisted of addressing the contaminant mass such that additional contaminant contribution to the surrounding groundwater is minimized using Soil Vapor Extraction (SVE) technology.
An SVE system was transferred from the Hampton Cleaners (also in the Drycleaning Solvent Cleanup Program, ERIC_4713, FDEP Property No. 141948) and installed in October through December 2019 at the Westwood Cleaners facility, with start-up in December 2019.
The system has been operating since December 2019 until December 16 2025 when the system was shut down for a shutdown evaluation in accordance with activities approved in Task Assignment DC004E.
Following system shutdown, FDEP requested that the system not be turned back on due to ongoing conversations with the new site tenant and ongoing interior renovations. The most recent groundwater monitoring event was in June 2023. The SVE system continues to show some contaminant mass recovery, and a general slight declining trend in groundwater contaminant concentrations in the source area which may be attributed to plume migration. NADC exceedances within the source well (MW001s) warrant active remediation however the area with NADC exceedances has not been delineated within 90 linear ft in the downgradient direction. Before a cost-effective remedial strategy can be generated, PSI recommended the installation of additional wells within the building footprint and an additional groundwater sampling event.
As of November 18, 2025, the former Westwood tenant space has a new tenant. Discussions between the Tenant, Owner, FDEP, and PSI have concluded that the tenant intends to renovate the interior of the tenant space and requested changes to the existing system to allow for un-hindered use of the tenant space.
This proposal is to provide the plan by which to execute the above recommendation and provide plans for FDEP approval and permitting purposes for the path forward.

PROPOSED SCOPE OF WORK
1. Project Management
This scope is provided for in the template worksheets.
2. Site Visit and Conveyance Piping Work Plan
PSI will conduct a site visit to review reported punctures in the existing SVE well conveyance piping and evaluate conditions that may affect trenching, piping repair/replacement, and restoration.
Based on the site visit and available site information, PSI will prepare a Conveyance Piping Work Plan for contractor bidding and permitting purposes. The Work Plan will include:
a. A description of the planned site preparation activities and documentation of existing site conditions.
b. A site plan depicting the proposed conveyance piping alignment/repair areas and associated work limits.
c. PSI’s standard trenching cross section and trenching/site restoration details as appropriate for the site.
d. A contractor scope of work to support bidding and permitting.
e. Proposed soil confirmation sample locations and recommended analytical methods (e.g., BTEX + MTBE and/or VOHs) as appropriate.
f. Recommendations for Soil Oxygen Demand (SOD) sampling locations.
g. Proposed monitoring well locations for NADC delineation (conceptual, planning-level locations).
3. Bid Specification Package
Following FDEP approval of the Conveyance Piping Work Plan, PSI will prepare a tabulated Bid Specification package to support contractor bidding. The Bid Specification package will summarize the required scope, bid items, assumptions, and deliverables required for contractor pricing and execution.
4. County Permitting
Upon approval of the Bid Specification Package, PSI will submit approved signed and sealed trenching and cross section drawings with a site map as included in the bid package to Hillsborough County to expedite permit approval for the next Scope of Work. If the County requests revisions beyond PSI’s typical details, PSI may request a change order for any additional effort. At FDEP’s request, the trenching and cross section details will be very simple and not include rebar tie-in details or other structural type details as the drawings are only to convey a Scope of Work and not serve as structural drawings. Deliverable will be a drawing package for permitting with drawings required by Hillsborough County for permitting purposes.
The deliverable and invoice schedule are presented below and are based on receival of a Task Assignment prior to March 15, 2026.
