PSI Proposal 0552-425779-Rev 1 FDEP – Viking Plaza ERIC_4947
May 15, 2024, revised June 24, 2024 www.intertek.com/building
Post injection monitoring commenced in 2015 and the most recent groundwater quality monitoring was conducted in 2021. The Underground Injection Control (UIC) parameters have been monitored according to the RAP Schedule since 2015, and as per FDEP discussions, are being discontinued based on recent groundwater quality results revealing no elevated UIC detections.
The FDEP has implemented the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites in close proximity to public wells. The Viking Plaza groundwater was monitored in June 2023 for PFAS which revealed one well with elevated levels. PSI recommended, and FDEP concurred, that PFAS compounds should be included in the routine monitoring at the site.
The proposal contained herein consists of conducting groundwater sampling and analysis for VOH parameters and PFAS compounds for the routine annual groundwater monitoring at select wells. The results will be used to evaluate current groundwater quality conditions.
Specifically, the proposed scope of work consists of the following subtasks.
1. Project Management
This scope is provided for in the template worksheets.
2. Annual VOH Groundwater Sampling and Analysis, and Groundwater Monitoring Report
The field activities for the routine VOH groundwater sampling event will be conducted concurrently with the PFAS sampling.
a. Mobilization to the site.
b. Collection of groundwater samples per the following:

The groundwater samples will be submitted to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis for Volatile Organic Halocarbons by EPA Method 8260.
c. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.
d. Evaluation of data and develop an Annual Groundwater Monitoring Report to include current groundwater elevation maps, and current groundwater quality data. Conclusions and recommendations will be made which will include any modifications to the proposed annual groundwater sampling event.

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable
The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3.
a. Collection of groundwater samples per the above table for PFAS analysis.
b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.
c. Containerize purge water into a 55-gallon drum, label appropriately, and upon waste characterization, have transported to an approved facility for treatment. The manifest will be submitted to the Department upon receipt.
d. Evaluation of data to be included in the Groundwater Monitoring Report described above.
COST ESTIMATE AND SCHEDULE
The estimated cost to perform the described services is shown in the attached Cost Estimate. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW686, Waste Cleanup Program Services, dated December 21, 2021.
