Re: Proposal for Interim Source Removal Plan (SVE System) Implementation – Revised Feb 10, 2023 Coastal Cleaners 2166 Main Street Dunedin, Pinellas County, Florida 34698 FDEP Facility ID# 52 9500686 / ERIC_5272
Dear Ms. Schwed:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the revised proposal contained herein to implement the Interim Source Removal Plan, with the installation of a Soil Vapor Extraction (SVE) system at the Coastal Cleaners at 2166 Street, in Dunedin, Florida. Included with this proposal is the project history to date, proposed scope of work, cost estimate and a proposed schedule for completion.
PROJECT BACKGROUND
The Coastal Cleaners is located at 2166 Main Street, in the Coastal Plaza Shopping Center on the northeast corner of Main Street (State Road 580) and Heather Ridge Boulevard, in Dunedin, Pinellas County, Florida.
The Coastal Plaza Shopping Center is roughly shaped like a “L” with the cleaners occupying the elbow of the “L”. The cleaner is in an end tenant space with a drive-through window which is covered with overhead canopy and is adjacent to the drycleaners.
The Coastal Cleaners began drycleaning operations utilizing PCE in December 1991 or February 1992. The drycleaner is still in business but switched from a Miraclean 35 pound Dry-to-Dry machine to a Union L 840 U2000 unit in 2004 and included secondary containment. The drycleaner now uses a DF 2000 unit which is a non-PERC unit.
A Site Screening Report, dated June 18, 1996, was conducted which identified PCE in three soil samples at 6.8 mg/kg, 1.24 mg/kg and 8.2 mg/kg, all surrounding the dryclean machine. The Screening Report also listed a potable water supply well located within one mile of the site, identified as Well No. 6 for the City of Dunedin, with a permitted capacity of >100,000 gallons per day. The site became eligible for DSCP in March 27, 1998.
A petroleum program site is located within the Coastal Plaza Shopping Center, Coastal Plaza, Facility ID mailto:Skylar.Schwed@FloridaDEP.gov
Coastal Cleaners, ISRP Implementation www.intertek.com/building
52/8515358 which has documented groundwater and soil contamination. The site underwent under active remediation using air sparge / soil vapor extraction (AS/SVE) for two quarters in 2020 – 2021 and has now transitioned to Post Active Remediation Monitoring.
PSI prepared a Site Assessment Work Plan on January 17, 2020 and initiated Site Assessment activities in April 2020 which revealed low levels of VOH compounds in the groundwater at the site. Nineteen of the petroleum assessment wells were sampled and analyzed for VOHS by PSI in April 2020 which revealed low levels of VOH compounds in the intermediate and deeper wells. Additional intermediate and deep wells were then installed by PSI.
Elevated concentrations of air samples collected during the MAGS study (33.9 mg/m3, 11.8 mg/m3, 10.6 mg/m3, 1.02 mg/m3, 0.606 mg/m3 and 0.124 mg/m3) in April and May 2020 indicative of a contaminant mass under the building, near the former PCE dryclean machine. Based on these levels, an Interim Source Removal Plan to consist of an SVE system to address the soil impact was recommended.
PSI designed and submitted an Interim Source Removal Plan in February 2021, with revisions in May of 2021, June of 2021, June of 2022, and July of 2022 due to owner requested design changes. The ISRP was approved by the FDEP on June 23, 2021. Revised Construction Figures & SVE Pressure Drop Calculations – June 14, 2022 and Revised Pressure Drop Calculation – July 14, 2022 was approved by the FDEP on July 14, 2022.
PSI is proposing to implement the ISRP by installing an SVE system along with one month of Operation & Maintenance (O&M).
PROPOSED SCOPE OF WORK
1. Project Management
This scope is provided for in the template Level of Effort worksheets.
2. System Installation – Preconstruction and Construction Activities
Pre-Construction
1. Develop a Site-Specific Health and Safety Plan (HASP) for the proposed construction activities.
2. Obtain permits and notice(s) of commencements for construction.
3. Review the FDEP’s equipment inventory to identify a suitable SVE system for use at this site.
4. Evaluate and repair/modify the selected SVE system, as needed.
5. Transport the SVE system to the site.
6. PSI will conduct an on-site pre-construction meeting with the construction foreman, site owner representative, and FDEP personnel, if available, to review the scope of work, health and safety plans, and schedule for installation. The selected remediation contractor is WD Environmental Inc.
7. Electrical engineering services, including system startup assistance, will also be provided by WD Environmental, Inc.
Construction Activities
Construction will be conducted generally during normal working hours Monday through Friday, though work inside the building may be restricted based on tenant needs. A photographic log of construction activities will be maintained. Personnel working at the exposed areas of the site must be OSHA 40 Hour HAZWOPER certified. All applicable local, state and federal health and safety codes will be adhered to, including OSHA CFR Part 1910 (standards for general industry) and 1926 (standards for construction).
Contractor must maintain worker safety.
Construction activities will commence and consist of the following:
1. Collect clean fill sample at local borrow pit and submit to laboratory for the parameters outlined in the Departments Guidelines for Quality Assurance of Sites Undergoing Excavation to ensure the material that is backfilled after trenching is free from the constituents of concern (as needed).
2. Transport the SVE system to the Coastal Cleaners project site. Stage and position new system in median in front of the former drycleaner.
3. Schedule delivery of the vapor phase granular activated carbon (GAC) vessel and install the vessel to the system.
4. Install the poly tank for moisture water separator collection to the system.
5. Install three (3) vapor monitoring points (VMP) wells, SVE conveyance piping, and system compound fencing.
6. In order to minimize impacts to the parking lot, underground piping will be installed using directional drilling from the median to the building. Based on site conditions, directional drilling will begin at either the SVE treatment system pad, or from a trench on the north end of the median which contains the SVE system and terminated at the building’s exterior.
7. One (3-inch) pipe will be used to connect the treatment system to the system manifold located on the building’s exterior.
8. Seven (7) individual pipe legs will then disperse through the building to connect the manifold to the individual well heads.
9. Any soils generated during installation of VMP wells and conveyance piping will be drummed in 55-gallon containers, labeled, and sampled for waste characterization purposes. Upon receipt of the laboratory results and acceptance by an approved disposal facility, the drums will be transported off-site for treatment/disposal at the approved disposal facility.
10. Mobilize the Electrical Contractor to install a step-up transformer, if needed, and provide the electrical service connections.
11. Mobilize the local electric utility provider, Duke Energy, to provide the power drop to the system electrical connection point.
12. PSI will provide oversight of all site activities and will verify conformance with construction plans and specifications; verify on-site material, equipment, and supplies; identify any field changes;
and track changes for as-built drawings as needed.
13. Commission start-up test of new system.
In the event that deviations from the approved ISRP are required based on field conditions, the FDEP will be contacted for approval of major deviations. PSI will address minor deviations in the field but will not deviate from the Drawings without prior written approval and/or coordination with Engineer of Record and the FDEP.
3. System Start-up
PSI will mobilize to the site for the initial system startup. System startup will consist of the following activities:
1. Optimize vacuum and air flow readings from the SVE wells.
2. Collect vacuum influence readings from VMPs.
3. Collect OVA-PID screening data from SVE wells, and the system influent and effluent.
4. Collect baseline samples utilizing Summa canisters from the SVE wells and the system influent and effluent (6 samples). Submit the samples for laboratory analysis of VOCs by Method TO-15.
5. Document system readings on the site-specific O&M checklist.
4. Construction Completion Report
Develop the Construction Completion Report (CCR) which will summarize the construction activities, equipment specifications, operational parameters compared to design and include photo-documentation.
An explanation of all troubleshooting methods used to optimize the system startup will also be summarized, as well as details of all system operational parameters and any problems encountered during startup. As-built drawings will be provided in the CCR to document site conditions and final construction.
The CCR will be signed and sealed by a registered State of Florida Professional Engineer.
5. Utilities
The utilities will be set-up to establish service for the SVE system to include:
a. Set-up fee for utilities.
b. Electrical and sensaphone service for one month.
6. One Month System Operation and Maintenance
PSI will mobilize to the site for the first monthly O&M event which will consist of the following activities:
1. Optimize system performance as necessary to enhance system operation.
2. Collect monthly vacuum and air flow readings from the SVE wells.
3. Collect monthly PID readings from SVE wells and system effluent.
