About this file
This is a Task Assignment (TA) document entered into between the State of Florida Department of Environmental Protection (FDEP) and Professional Service Industries, Inc. (PSI), an Intertek company, pursuant to Contract Number HW686. The task assignment authorizes PSI to develop an Interim Source Removal Plan (ISRP) for the contaminated site at Pugh's Dry Cleaners located at 215 South Bay Street, Eustis, Lake County, Florida (ERIC_4814). Jennifer Farrell serves as the Department's Project Manager, while Nana Westmark represents PSI as the Contractor's Project Manager.
The task assignment authorizes PSI to prepare a comprehensive Interim Source Removal Plan addressing soil contamination resulting from decades of dry cleaning operations utilizing tetrachloroethene (PCE). The scope comprises two subtasks: Subtask 1 (Project Management, calculated at 13% of direct labor) and Subtask 2 (preparation of the ISRP, which addresses VOH concentrations in soil and includes health and safety plans, permitting requirements, asbestos and lead-based paint surveys, soil measurement procedures, disposal specifications, backfill requirements, and area security measures). The total task assignment value is $13,797.67 on a fixed unit rate basis, with the final deliverable due June 28, 2024, and task completion by August 30, 2024. PSI's cost estimate includes 95 total labor hours ($11,514.24), travel expenses ($240.00), laboratory analytical costs ($232.00), field equipment and expendables ($660.00), and a completion fee ($1,151.43). Payment is contingent upon submittal and FDEP approval of the Interim Source Removal Plan and Project Management deliverables.

Re: Proposal for Interim Source Removal Plan Pugh’s Dry Cleaners 215 South Bay Street Eustis, Lake County, Florida
ERIC_4814
Dear Mr. Grubbs:
Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to develop an Interim Source Removal Plan for the former Pugh’s Dry Cleaners at 215 South Bay Street, Eustis, Lake County, Florida. Included with this proposal is a brief discussion of project background, proposed scope of work, cost estimate and a proposed schedule for completion. Site access has been confirmed in February 2024.
PROJECT BACKGROUND
Dry cleaning operations at Pugh’s Dry Cleaners began in 1948 and utilized a petroleum-based solvent. In 1965, Pugh’s switched to tetrachloroethene (PCE) as the drycleaning solvent, which was stored in an AST located inside the building. Based on documented impacts from the drycleaner, the facility was accepted into the Florida Drycleaning Solvent Cleanup Program in August 1998, and assessment activities by others commenced in December 2002. The assessment results revealed impact at levels requiring remediation and a soil vapor extraction (SVE) system was implemented. PSI took over running the SVE system in 2011 due to contractor turnover.
The Department then requested that the SVE system be shut down due to the drycleaner’s continued use of PCE.
FDEP – Pugh’s Cleaners
February 13, 2024 www.intertek.com/building
The property changed ownership in 2016 and switched from PCE to a non-chlorinated solvent. The SVE system was re-started in October 2016 and is currently operating. The groundwater remains impacted with PCE at elevated concentrations.
A groundwater remediation strategy was designed incorporating In Situ Chemical Oxidation to reduce concentrations of COCs in groundwater. The remediation activities were implemented with a Regenesis product Persulfox which was applied in 22 injection wells (screened intervals 30 – 40 feet, and 58 – 68 feet). Two separate injection activities were conducted, one in September 2020 and the second injection in December 2020. Post injection monitoring is continuing with some groundwater contaminant rebound occurring.
The drycleaning business has relocated and the building is currently being used as a drop-off only. This was confirmed in September 2023 and in January 2024. Based on the tenant space being vacant, we conducted additional soil sampling inside the building to potentially conduct an interim source removal inside. The FDEP Waste Site Cleanup Section has also recommended we proceed with this course of action. The soil confirmation sampling was recently completed (February 2024) and a report is being developed to present the results. We are submitting the Interim Source Removal Plan scope contained herein as well as the Cost Estimate and Level of Effort to expedite the process as the property owner is anxious to remodel the inside of the building.
PSI, therefore, recommends an Interim Source Removal Plan to address the removal of the contaminated soil, with transport to an approved facility. PSI has developed this cost estimate and level of effort to prepare the Plan.
PROPOSED SCOPE OF WORK
This proposal consists of preparing the Interim Source Removal Plan at the referenced site.
Specifically, the proposed scope of work consists of the following subtasks:
1. Project Management
This scope is provided for in the template worksheets.
2. Interim Source Removal Plan (ISR Plan)
The design of the ISR will address VOH concentrations in the soil and will not directly address groundwater quality. The presumptive remedy for remediation of impacted soil at the former Priceless Dry Cleaners is soil removal, transport, and disposal at an approved facility.
The plan will include the following:
A. Updated Health and Safety Plan for construction, B. Clean fill backfill requirements, February 13, 2024 www.intertek.com/building
C. Permitting requirements, if necessary, D. National Emissions Standard for Hazardous Air Pollutants (NESHAP) asbestos demolition survey, and a lead-based paint survey using X-Ray Fluorescence (XRF) device due to the age of the building.
