PSI Proposal Number: 0552-424051 FDEP – Elite Fashion Care
April 25, 2024 www.intertek.com/building
PROPOSED SCOPE OF WORK
The proposal contained herein consists of well construction of three (3) soil vapor extraction (SVE) wells and three (3) vapor monitor point (VMP) wells, a modified active gas survey (MAGS), investigation derived waste (IDW) transport and disposal, groundwater monitoring for VOH and PFAS, and a Supplemental Site Assessment Report deliverable. The sampling procedures will be conducted according to the FDEP Standard Operating Procedures 001/01 and Department Drycleaning Solvent Cleanup Program protocols.
Specifically, the proposed scope of work consists of the following subtasks:
1.0 PROJECT MANAGEMENT
This scope is provided for in the template worksheets.
2.0 MAGS WELL INSTALLATION
PSI will perform the following in order to complete MAGS well installation activities:
2.1 Notification - The tenant and/or owner of the property will be notified of the planned field activities.
2.2 Utility locates - Utility locates will be called in using 811 Sunshine.
2.3 Well Installation – Six (6) soil borings will be installed outside the building. Four (4) within the western alley behind the building and two (2) in the parking lot directly south of the building. Of the six (6) total wells installed, three (3) will be used as MAGS wells and the remaining three (3) will be utilized as Vapor Monitoring Points.
Sample depth intervals will follow FDEP protocols and include 0.5 - 2 feet, 2-4 feet, and 4-6 feet bls. Soil samples will be analyzed for VOHs by EPA Method 8260.
The MAGS/VMP wells will be installed approximately 1-foot above the groundwater table. Each MAGS well will be installed to approximately 6 feet bls and constructed with 2-inch diameter 5-foot lengths of screen (0.02-inch slot size) and 1 foot of casing. The wells will be installed for potential future use as an SVE well and completed at the surface with an 8-inch manway and a 1 ft by 1 ft concrete pad.
2.4 Investigative Derived Waste (IDW) – All soil cuttings will be containerized in 55-gallon drums, labeled, and staged on-site for characterization. Once the analytical results are received, the waste will be characterized, and drums will be transported for disposal / treatment at an approved facility. It is estimated that a total of three (3) drums will be required for well installations. Toxicity Characteristic Leachability Procedure (TCLP) will be used to extract a leachate sample from the Samples IDW. The leachate will then be analyzed for Volatile Organic Compounds (VOCs) via EPA
April 25, 2024 www.intertek.com/building
Method 8260, Semi-volatile Organic Compounds via EPA Method 8270, and Resource Conservation and Recovery Act (RCRA) 8 metals.
The Level of Effort is detailed in Subtask 2.
3.0 MAGS FIELD EVENT
A well head assembly will be constructed to allow for measurements to be collected from each MAGS / VMP well being reviewed. During each MAGS point test, flow rate, well-head vacuum, and vacuum influence (measured from other MAGS points and vacuum monitoring points) will be measured approximately every 5-minute interval. The vacuum will be varied at the well head, starting from a low applied vacuum and incrementally increasing the vacuum. During each applied vacuum, the vapor flow rate will be measured for the purpose of determining the relationship of applied vacuum to flow rate.
During this test, at each vacuum level, the vacuum influence will be measured from the nearby MAGs points or vapor monitoring points to assess the Radius of Influence (ROI). This test will also provide an indication of the maximum well head vacuum without excessive water entrainment. Vapor samples will be collected using SUMMA® canisters for analysis of volatile organic compounds using EPA Method TO-
15. It is anticipated that one vapor sample will be collected for each of the three (3) new MAGS well head tests. Samples will be collected at the end of each test.
The Level of Effort is detailed in Subtask 3.
4.0 ANNUAL VOH GROUNDWATER MONITORING
Annual groundwater sampling was last performed in September 2022. To monitor current groundwater conditions, PSI will perform annual groundwater sampling and analysis which will consist of the following activities:
a. Mobilization to the site.
b. Collect groundwater elevation measurements from 25 monitor wells.
c. Collect groundwater samples from the following monitor wells:
i. Shallow zone: MW001S, MW002S, MW006S, MW007S and MW008S.
ii. Intermediate zone: MW006I, MW010I and MW011I.
iii. Deep zone: MW008D, MW010D, MW012D and MW010DD.
d. Submit groundwater samples to a National Environmental Laboratory Accreditation
Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260.
e. Containerize investigative derived waste (IDW) in 55-gallon drums, label appropriately and stage on-site, pending waste characterization results.
f. Arrange for a subcontractor to transport and dispose of IDW at an approved facility.
g. Provide a signed manifest for the IDW.
The Level of Effort is detailed in Subtask 4.
April 25, 2024 www.intertek.com/building
5.0 PFAS GROUNDWATER MONITORING AND REPORT
a. PSI will collect groundwater samples for PFAS compounds during the same mobilization as the routine VOH monitoring.
i. Shallow wells: MW006, MW007, MW008, MW009, and MW010.
b. Collected groundwater samples will be laboratory analyzed for per- and polyfluoroalkyl
(PFAS) compounds PFAS by FDEP Method DEP SOP:LC-001-3. The analysis will be performed using the FDEP Central Laboratory in Tallahassee, a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory.
c. The investigative derived waste (IDW) will be containerized in a 55-gallon drum for later removal to an approved facility for treatment / disposal.
d. The PFAS data will be incorporate into the Supplemental Site Assessment.
The Level of Effort is detailed in Subtask 5.
6.0 DATA EVALUATION
A Supplemental Site Assessment Report will be generated to document the MAGS well installation and testing event as well as the field activities and results associated with annual VOH and PFAS groundwater monitoring. The MAGS data generated from the above described services will be tabulated and inserted onto maps for each specific test point. Updated Figures and Tables will be generated summarizing the data collected from each MAGS well and monitoring well. The report will include engineering conclusions and recommendations for the next appropriate action.
The Subtask 6 Deliverable (Supplemental Site Assessment Report) will be the only deliverable documenting activities performed under Subtasks 2 through 5 to be submitted to the FDEP upon completion of the above described subtasks and at a minimum will include:
• Field notes, boring logs and well construction, groundwater sampling, and calibration logs.
• Laboratory analytical reports with Chains of Custody for vapor and groundwater samples.
• Investigative Derived Wastes (IDW) manifests.
Quality Assurance / Quality Control – All field work will be performed in accordance with the most current version of the FDEP Standard Operating Procedures guidelines. In addition, an FDEP approved and NELAP certified laboratory will perform all analyses associated with the horizontal and vertical extents of the associated potential impacts at the subject site. According to 2022 Waste Site Cleanup Section guidelines, no field blanks, equipment blanks, or duplicates will be collected or analyzed.
Health and Safety – Drilling and sampling operations will be directed by a PSI field supervisor, and field personnel will be OSHA trained in accordance with 29 CFR 1910.120. Prior to subsurface drilling activities, PSI will submit a Sunshine 811 utility locate ticket in accordance with local practices.
The Level of Effort is detailed in Subtask 6.
