Re: Proposal for Groundwater Sampling 4 Quarters, PFAS, SRCR Pure Cleaners (a.k.a. Cleaners 46), 954 West State Road 434 Longwood, Seminole County, Florida FDEP Facility ID No. 59 9601438 / ERIC_5494

Dear Ms. Knutson:

Professional Service Industries, Inc. (PSI), an Intertek company, is pleased to provide the proposal contained herein to provide groundwater monitoring services for four quarters for the Pure Cleaners (a.k.a Cleaners 46) at 954 West State Road 434, Longwood, Florida, for routine Volatile Organic Halocarbons and Perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds.

Included with this proposal is a brief discussion of project history to date, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access Form was signed by the property owner in 2021, and, same property owner is listed as of August 26, 2024.

PROJECT BACKGROUND

Drycleaning operations at Pure Cleaners began in the late 1970s or early 1980s. Based on documented impacts from the drycleaner, the facility was deemed eligible for acceptance into the Florida Drycleaning Solvent Cleanup Program in January 1997, and assessment activities commenced in July through October 1997. Contaminated sediments were excavated from a drainage ditch behind the drycleaners, and remediation was performed with Air Sparge/ Soil Vapor Extraction (AS/ SVE). The AS / SVE system operated for approximately 31 months and was deactivated. The business is still in operation as a drycleaner and the site has been under natural attenuation monitoring (NAM) since October 2002.

The most recent groundwater sampling event occurred in August 2022. The results of the sampling activities indicated concentrations of the contaminants of concern (COC) have steadily decreased since 2011.

FDEP Pure Cleaners (aka Cleaners 46) ERIC_5494

August 28, 2024 www.intertek.com/building

The property owner has indicated that they are amenable to working with the Department to obtain a Conditional Closure, per Chapter 62-780, Florida Administrative Code (FAC) due to the low concentrations of the contaminants of concern and their desire for property redevelopment.

However, the recent results are indicative of conditions that may be quality the site for a clean closure. After discussions with the FDEP, we propose to monitor the site for an additional four quarters in an effort to evaluate if a clean closure is possible.

The FDEP is currently implementing the August 2021 Waste Cleanup Section Dynamic Plan for addressing PFAS which consists of monitoring drycleaning sites. Therefore, the Department requested we conduct groundwater sampling for select wells at the Pure Cleaners to evaluate the potential presence of PFAS compounds, in addition to the routine annual groundwater monitoring. The FDEP has approved the wells selected for PFAS sampling and analysis.

Therefore, we are proposing to monitor the groundwater at the three monitoring wells for VOHs and PFAS compounds. Four quarters of VOH monitoring and one event for PFAS monitoring is included in this proposal. Depending upon the results of the monitoring, a Site Rehabilitation Completion Report or Groundwater Monitoring Report may be developed.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of groundwater monitoring and preparation of a Groundwater Monitoring Report or Site Rehabilitation Completion Report.

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Sampling and Analysis First Quarter, VOH, PFAS

PSI recommends groundwater sampling for select monitoring wells on site. Specific components of the groundwater sampling and analysis are as follows:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 8 monitoring wells.

c. Collect groundwater samples from MW001, MW019, and MW026.

d. Submit groundwater samples to a National Environmental Laboratory

Accreditation Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260. It is our understanding that the Waste Site Cleanup Section no longer requires QA blanks or duplicates.

e. The groundwater samples will also be analyzed by the FDEP Central Laboratory in Tallahassee for PFAS compounds.

f. Containerize investigative derived waste (IDW) in a 55-gallon drum, label appropriately and stage on-site.

g. Prepare a letter report with a one page summary of field events and results, lab report, and field notes/forms.

August 28, 2024 www.intertek.com/building

3. Groundwater Sampling and Analysis Second Quarter, VOH compounds

PSI recommends groundwater sampling for select monitoring wells on site. Specific components of the groundwater sampling and analysis are as follows:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 8 monitoring wells (MW001, MW009, MW010, MW015, MW016, MW017, MW019, and MW026).

(See subtask 7 below for additional information.

f. Containerize investigative derived waste (IDW) in a 55-gallon drum, label appropriately and stage on-site.

g. Prepare a letter report with a one page summary of field events and results, lab report, and field notes/forms.

4. Groundwater Sampling and Analysis Third Quarter, VOH compounds

The third quarter groundwater sampling event and deliverable will duplicate Subtask 3 as described above.

5. Groundwater Sampling and Analysis Fourth Quarter, VOH compounds

PSI will conduct an additional quarter of groundwater sampling and analysis as follows:

a. Mobilization to the site.

b. Collect groundwater elevation measurements of 8 monitoring wells.

c. Collect groundwater samples from MW001, MW019, and MW026.

d. Submit groundwater samples to a National Environmental Laboratory

Accreditation Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260.

e. Containerize investigative derived waste (IDW) in a 55-gallon drum, label appropriately and stage on-site.

f. A subcontractor will transport and dispose of IDW in an approved facility. A signed manifest will be provided by the waste management company subsequent to pick-up and disposal.

August 28, 2024 www.intertek.com/building

6. Data Evaluation and GWMR / SRCR Development

Evaluate the data and develop a Groundwater Monitoring Report or Site Rehabilitation Completion Report to include the following:

a. Summary of the site assessment and remediation,

b. Affected media,

c. Current and projected use of groundwater,

d. Current and projected use of property,

e. Probability of contaminant migration,

f. Potential receptors,

g. Availability of other water supply resources for site, and

7. PFAS Groundwater Monitoring and Reporting

PSI will conduct the PFAS Groundwater Monitoring during the same event as the routine VOH monitoring, however, the FDEP Central Laboratory will be used for the analyses of PFAS compounds. The following wells will be sampled for the presence of PFAS compounds.

a. Collect groundwater samples from wells: MW001, MW019, and MW026.

The Level of Effort for Groundwater Monitoring is detailed in Subtask 7 and the results of which will be incorporated into the Subtask 2 and Subtask 6 Deliverables.

The investigative derived waste (IDW) that will be generated during the annual groundwater monitoring includes the purge water from the monitoring wells which will be containerized in a 55-gallon drum(s) for transport and disposal at a licensed facility by an approved subcontractor.

Sampling Standard Operating Procedures Relative to the Collection/Analysis of Quality Control blanks and duplicates.

The Department will no longer require field blanks, duplicates, or travel blanks for Waste Site Cleanup Section sites, unless specifically requested by the FDEP Project Manager.

The intent will be to reduce the number of groundwater samples collected for VOH analysis as each well provides two (2) consecutive quarterly laboratory analytical results with compounds reported below GCTLs. Wells to be included in the following sampling event will be included in the quarterly letter reports and a Task Assignment Change Order will be submitted at the end of the Task Assignment to reduce the costs by the total number of wells not sampled.

PSI recommended collection from downgradient wells located both north and south of the above referenced wells due to fluctuations in groundwater flow direction in the shallow aquifer (MW009 and MW010) as well as a vertically downgradient well (MW017) however at the request of the FDEP, these wells have been omitted from this proposal.

The estimated cost to perform the groundwater monitoring and reporting is shown on the attached Cost Estimate and Level of Effort sheets. All PSI services will be conducted in accordance with the terms and conditions contained within DEP Contract No. HW 686, Waste Cleanup Program Services, dated December 21, 2021.

PSI appreciates the opportunity to be of service to the FDEP. If you have any questions, please feel free to contact us at (813) 886-1075.
