About this file

This is a Task Assignment (TA) document issued under Contract Number HW686 between the State of Florida Department of Environmental Protection (FDEP) and Professional Service Industries, Inc. (Intertek-PSI). The assignment is numbered DC014D and is effective through February 27, 2026. The project involves environmental remediation services at the Classic Cleaners facility located at 2291 East Bearss Avenue in Tampa, Hillsborough County, Florida (ERIC Project #4750). Key personnel include Mary Uribe as the FDEP Project Manager and Joshua Newell as the Contractor's Project Manager.

The scope of work consists of developing an Interim Source Removal Plan (ISRP) utilizing Soil Vapor Extraction (SVE) technology to address volatile organic compound (VOH) contamination in soil and groundwater resulting from historical drycleaning operations. The project includes two subtasks: Project Management and preparation of the ISR Plan, with a combined deliverable due date of January 31, 2026. The total task value is $12,974.96 on a fixed unit rate basis, covering PSI's labor, subcontractor costs, and equipment expenses. Payment is contingent upon FDEP approval of both the Project Management and ISR Plan deliverables. The cost estimate reflects 83 labor hours distributed across multiple staff positions (Senior Engineer, Project Engineer, Project Scientist, GIS/CADD Specialist, and Administrative Assistant), one equipment van rental ($120.00), and expendable equipment and construction test kit ($400.00).

FDEP – Classic Cleaners ERIC_4750 PSI Proposal 0552-446314r1

September 5, 2025 www.intertek.com/building

Classic Cleaners began drycleaning operations utilizing PCE solvents following the construction of Meridia Square Shopping Center in 1990 until approximately 2012 when it was converted to a drop-off facility only. A site screening report dated May 30, 1997 identified PCE in a soil sample collected near the drycleaning machine at 20 mg/kg, which exceeds SCTL’s. On October 9, 1997, the FDEP determined that the site was eligible for the Drycleaning Solvent Cleanup Program with a site score of 78. A Rapid Risk Screening was performed for this site in October 2011 which confirmed the current owner and the status of the facility was drop-off only. Currently, no PCE-drycleaning equipment remains on site.

PSI completed Site Assessment activities in April 2023 through April 2024, with soil analytical results revealing no volatile organic aromatic or halocarbon (VOA or VOH) concentrations in the soil above the SCTL’s but did find VOH concentrations in the groundwater above the Groundwater Target Cleanup Level (GCTL) and in soil vapors in excess of FDEP Waste Site Cleanup Section (WSCS) guidance for soil remediation. Additionally, groundwater samples were submitted during the initial site assessment activities for PFAS compounds, however, no PFAS compounds were detected at concentrations above the provisional GCTL of 70 nanograms/liter (ng/L).

PSI’s recommendations, with FDEP concurrence, was to develop and implement an interim source removal plan utilizing Soil Vapor Extraction to remove chlorinated solvent contaminants from the vadose zone. The FDEP has requested that any newly constructed SVE system include a 1 horsepower air injection blower for active venting.

PSI, therefore, has developed this scope of work, cost estimate and level of effort to prepare an ISR Plan consisting of SVE remedial technology with an optional air injection blower if a newly constructed system is recommended.

PROPOSED SCOPE OF WORK

This proposal consists of preparing the Interim Source Removal Plan (Soil Vapor Extraction) at the referenced site.

Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Interim Source Removal Plan (ISR Plan)

The design of the ISRP will address VOH concentrations in the soil and will not directly address groundwater quality. The presumptive remedy for remediation of impacted soil at the Classic Cleaners site is soil vapor extraction, based on previous experience, feasibility, ease of implementation, reliability, operations and maintenance (O&M) requirements, and cost. PSI will also coordinate with the building tenant, property management company, and the property owner for suggested locations of piping, lines, and equipment compound.
