Re: Proposal for Annual Groundwater Monitoring

Wash Bowl Dry Cleaners

7104 State Road 52 Port Richey, Pasco County, Florida

ERIC_5243

Dear Mr. Grubbs:

Professional Service Industries, Inc. (PSI), an Intertek Company, is pleased to provide this proposal for conducting the annual groundwater monitoring at Wash Bowl Dry Cleaners, located at 7104 State Road 52, Port Richey, Pasco County, Florida. Included with this proposal is a brief summary of the project background, proposed scope of work, cost estimate and a proposed schedule for completion. A Site Access form was signed by the “R&R Investments LLC” in July 2019, however the current property owner is “HARMONY SHOPPING PLAZA, LLC” who has contracted “Foresight Property Services LLC” as a registered agent to manage the property. PSI will obtain an updated Site Access Agreement prior to completing any proposed field work at the site.

PROJECT BACKGROUND

The Wash Bowl Dry Cleaners is located at 7104 State Road 52, in the Harmony Plaza Shopping Center on the northeast corner of the plaza facing State Route 52, in Port Richey, Pasco County, Florida. The Harmony Plaza Shopping Center is roughly shaped like a reverse “L” with the cleaners occupying the top right corner of the reverse “L”. The cleaner is in an end tenant space adjacent to what are currently “Amscot” and “Dollar General” storefronts. While the facility has a Port Richey mailing address, the area around the site is also referred to as Bayonet Point and/or Hudson.

The DSCP Application was completed in May 1997 by a former property owner, Bayonet Plaza Partners, Ltd. According to the application, the Wash Bowl facility operated as a dry cleaner from January 1973 through October 1996. The ownership changed in April 1996, the dry-cleaning equipment was removed mailto:benjamin.grubbs@floridadep.gov

FDEP – Wash Bowl Cleaners in October 1996, and the Site continued operations as a laundromat and dry-cleaning drop-off/pick-up facility only. The facility was determined eligible for state-administered cleanup under the DSCP on July 19, 1997, with an initial priority score of 91.

A Work Plan and Site Assessment to evaluate site conditions was conducted by Chastain Skillman, serving as a subconsultant to PSI, for the Florida Department of Environmental Protection (FDEP) Hazardous Waste Cleanup Section under the Drycleaning Solvent Cleanup Program. The Assessment was detailed in a Site Assessment Report (revised) dated June 15, 2022.

Groundwater wells were installed and screened from three depths: 4 to 14 ft bls, 25 to 35 ft bls, and 49 to 60 ft bls (refusal depth). The shallow zone revealed the highest concentrations of VOH (PCE 2000 μg/L at MW001), whereas the highest concentration of PCE in the intermediate zone was 1300 μg/L at DP002.

The highest concentration identified in the deep zone was 560 μg/L cis-DCE at MW011.

Additional groundwater sampling was conducted in October 2021 which revealed levels of PFAS above the Provisional Cleanup Target Level of 70 in MW012 (105 ppt) and MW013 (108 ppt).

The groundwater plume has not been defined due to site access problems. Multiple Permission to Enter Property Agreement (Non-Source) packages were prepared and submitted to private property owners to the north and east of the site, however, to date, site access has been denied.

This proposal consists of conducting groundwater sampling and analysis for VOH parameters and Polyfluoroalkyl substances (PFAS) at select wells for the annual groundwater monitoring event.

The results will be used to evaluate the current groundwater quality conditions at the site.

PROPOSED SCOPE OF WORK

The proposal contained herein consists of conducting groundwater sampling and analysis, along with a report deliverable. The results will be used to confirm current groundwater quality conditions. The sampling procedures will be conducted according to the FDEP Standard Operating Procedures 001/01 and Drycleaning Solvent Cleanup Program protocols. Specifically, the proposed scope of work consists of the following subtasks:

1. Project Management

This scope is provided for in the template worksheets.

2. Groundwater Sampling and Analysis

Specific components of the groundwater sampling and analysis subtask are as follows:

a. Obtain updated site access agreement

b. Two days of mobilization to the site.

c. Collect groundwater elevation measurements of 15 monitoring wells.

d. Collect groundwater samples from six shallow wells: MW001, MW002, MW003, MW004, MW009, and MW0014, five intermediate wells: MW005, MW007, MW0010, MW0012, MW0015, and four deep wells: MW006, MW008, MW0011, and MW0013.

e. Submit groundwater samples from 15 sampled wells to a National Environmental Laboratory Accreditation Conference (NELAC) approved laboratory for analysis of VOHs via EPA Method 8260. It is our understanding that the Waste Site Cleanup Section no longer requires QA blanks or duplicates.

f. Submit groundwater samples from 5 sampled wells including MW001, MW009, MW0011, MW0012, and MW0013 for PFAS to the DEP Chemistry Lab in Tallahassee, FL.

g. Containerize investigative derived waste (IDW) in 55-gallon drum, label appropriately and stage on-site, pending waste characterization results.

h. Sample IDW for waste characterization analysis.

i. A subcontractor will transport and dispose of IDW in an approved facility. A signed manifest will be provided by the waste management company subsequent to pick-up and disposal.

j. A groundwater monitoring report will be developed which will include groundwater elevation maps, groundwater quality data in tables, and conclusions and recommendations. As we understand, an ADaPT/GIS data package will no longer be required.

k. Attempt to obtain offsite access agreements for properties located to the north and east of the subject property

3. PFAS Groundwater Sampling and Analysis, and Summary Deliverable

The PFAS groundwater sampling event will be conducted concurrently with the routine VOH sampling but will be addressed through Subtask 3.

PSI will collect groundwater samples for analysis by the FDEP Central Laboratory for the presence of per- and polyfluoroalkyl (PFAS) compounds. Groundwater samples will be collected from select monitoring wells in accordance with FDEP SOPs. Two shallow wells (MW001 & MW009) (screen lengths of 4 - 14 feet bls), an intermediate well (MW012) (screen length 25 - 35 feet bls) and two deeper wells (MW011, & MW013) (screen lengths 44-49 feet bls & 47-52 feet bls) have been chosen for this analysis. PFAS sampling includes the following tasks:

a. Collection of groundwater samples per the above table for PFAS analysis.

b. Preparation of sample coolers and ship to the FDEP Central Laboratory in Tallahassee for analyses for PFAS analyses.

c. Evaluation of data to be included in the Groundwater Monitoring Report described above.
