Supplemental Scope of Work Silver Springs State Park
Sea Hunt Structure Demolition, Ramp, Floating Dock, and Restroom Foundation Design, and Construction Administration Support
Introduction:
FDEP (Department) has contracted with Taylor Engineering (Consultant) to design improvements to Silver Springs State Park. These improvements include developing a new beach and swimming area, adding a restroom, installing a new seawall with handrailing, and renovating the paddleboat launch facility. This scope of work outlines additional engineering services to supplement the previous scope of work. These additional services include design and permitting for the paddleboat house modifications and floating kayak launch, design for restroom mini pile foundation, additional geotechnical survey, and limited construction phase support for the original project components and these additional features. Notably, the Consultant performed detailed data collection and site observation efforts which led to a more detailed analysis of the existing site conditions. As a result, the design team arrived at the following conclusions:
Mead and Hunt’s “Paddleboat House Field Assessment” report dated January 8, 2021 outlines the recommendations for renovations and rehabilitation of the existing Sea Hunt paddleboat house structure. The paddleboat house consists of two roofed and pile supported structures. The Department has decided to demolish the eastern portion of the facility and maintain the existing western structure in its current condition to serve as an observation platform.
This Department desires to construct a new ADA accessible ramp between the two existing paddleboat house structures to provide access to a floating kayak dock. All existing sidewalks adjacent to the Sea Hunt structure to remain.
Department desires to include an ADA friendly floating kayak dock along the waterward side of the existing paddleboat house, using the Ez Dock system or similar.
The Department desires to relocate the restroom building footprint to the southeast, on the other side of the proposed beach area. Additional geotechnical borings are needed within the proposed building footprint. This scope of work accounts for this change.
The initial geotechnical survey identified a silt and muck layer beneath the initially proposed restroom building footprint wherein a slab-on-grade foundation may not be a cost effective and viable option. Designers recommend a mini pile foundation design as the most viable and cost-effective design approach. If similar geotechnical conditions are found within the newly proposed building footprint location, this scope of work accounts for these necessary design change.
Upon completion of design and permitting, the Department has requested construction administration support for all the project improvements.
Subtask 10: Restroom Foundation Design Change
Description: FDEP has identified the location of the proposed restroom facility adjacent to the existing Town Center building. Based on survey’s provided by FDEP, existing utilities are located within this vicinity for connection. However, based on the findings from the geotechnical survey and the EGS report dated December 2020, a layer of silt and muck lies under the proposed restroom footprint. A slab-on-grade foundation design would require excavation and removal and replacement of the undesirable material.
However, due to the proximity of the proposed restroom to the existing adjacent building, this approach would result in high construction costs. Under this task, Consultant will expand the design to develop a mini pile foundation rather than the originally planned slab-on-grade design. Design and document submittals previously identified in the current work assignment will incorporate Subtask 10 deliverables.
The construction plans will include all architectural details as well as any general notes and building specification required for construction.
Deliverables:
Subtask 10 deliverables will incorporate into existing plan submittal deliverables as the schedule allows, and as follows:

Subtask 11: Sea Hunt Demolition, ADA Accessible Ramp, and Floating Kayak Launch Design
Description: The paddleboat house consists of two roofed, pile supported structures. The Department has decided to demolish the eastern structure, maintain the existing western structure in its current condition to serve as an observation platform and construct an ADA accessible ramp. The ramp will provide access to a newly constructed floating kayak launch. No changes will be made to the western structure.
Under this task, Consultant will perform engineering analysis and design for new ramp and floating kayak dock adjacent to the existing Sea Hunt structure. The design will also include engineering drawings associated with demolition of the eastern Sea Hunt building. Specifically, design related to this task includes the following:
1. Removal and demolition of the east building.
2. A new ADA accessible ramp that extends from the existing upland sidewalk to the proposed floating kayak launch.
3. Consolidating the three entrance sidewalk ramps to one main ramp in the center leading to the newly proposed ADA ramp.
Consultant will also develop the design, technical specifications and cost estimates for a floating kayak launch system and gangway to be located at the south side of the existing Sea Hunt structures. The floating dock system’s designed will accommodate up to five (5) kayak launches, with one intended to provided ADA accessibility. Consultant will evaluate configurations provided by manufacturers such as EZ Dock, to develop an appropriate design layout. Consultant will also perform analysis to design the piling and anchoring of the floating kayak dock system against vertical and lateral loads.
Assumptions/Exclusions:
Design services do not include rehabilitation or replacement of the eastern or western buildings. The western building will remain in its existing condition. No design services will be performed for this portion of the Sea Hunt structure.
The proposed dock will not accommodate motorboat access.
The proposed floating kayak dock will not require additional permitting fees beyond those included in the previous scope of work. Should the permit fees exceed the estimated amount, Consultant will submit a change order in the amount of the difference.
This task excludes amenity designs.
Deliverables:
Structural drawing will include:
