Resilient Florida Program, Office of Resilience and Coastal Protection, Florida Department of Environmental Protection

SCOPE OF WORK

STATEWIDE VULNERABILTY ASSESSMENT

RESILIENT FLORIDA PROGRAM

BACKGROUND: The Resilient Florida Program, within the Office of Resilience and Coastal Protection of the Florida Department of Environmental Protection (Department), is tasked with the development of a comprehensive statewide flood vulnerability and sea level rise assessment (Statewide Assessment).

Pursuant to Subsection 380.093(4), Florida Statutes (F.S.), by July 1, 2024, the Department shall complete the Statewide Assessment, which identifies inland and coastal infrastructure, geographic areas, and communities in the state that are vulnerable to flooding and sea level rise and the associated risks.

Three (3) elements of this study include:

1) The Department will use the comprehensive statewide flood vulnerability and sea level rise data set (Comprehensive Data Set) to conduct the assessment.

2) The Statewide Assessment must incorporate local and regional analyses of vulnerabilities and risks, including, as appropriate, local mitigation strategies and post-disaster redevelopment plans.

3) The Statewide Assessment must include an inventory of critical assets, including regionally significant assets, that are essential for critical government and business functions, national security, public health and safety, the economy, flood and storm protection, water quality management, and wildlife habitat management, and must identify and analyze the vulnerability of and risks to such critical assets. When identifying critical assets for inclusion in the Statewide Assessment, the Department shall also take into consideration the critical assets identified by local governments and submitted to the Department through a statutorily compliant vulnerability assessment conducted pursuant to s. 380.093(3), F.S.

PROJECT OVERVIEW: Taylor Engineering (Contractor) will develop a statewide vulnerability assessment using consistent flood risk databases across the state. This statewide vulnerability assessment will produce a large quantity of data and graphics. The project will be conducted such that the data can be incorporated into a webtool suitable for the Department. The project team anticipates coordination with the Department’s Office of Technology and Information Services (OTIS) and OTIS contractors in development of the webtool to allow the public and local governments to interactively explore data relevant to their geographic area of interest.

The spatial analysis shall identify the critical assets that are vulnerable to the different flood scenarios and planning horizons (Exposure Analysis). Where information allows, the assessment shall also determine the severity of the vulnerability of the asset in the specific flood scenario(s) and assign a “risk score” for individual assets that can be used in prioritization (Combination of Exposure and Sensitivity Analysis results). Finally, the tool shall create a detailed report listing all vulnerable critical assets categorized by asset type and a summary of all findings. The required completion time for the project is no later than June 20, 2024, to allow for departmental acceptance of all deliverables before the end of the fiscal year.

The Contractor may subcontract with other qualified firms for services to expand the project team to meet the goals of this scope. All subcontractor requests must be submitted to the Department in writing in accordance with Section sixteen (16) of the Original Contract.
