Dam Safety Services Jackson Bluff Dam

Contract CN 335 TA17 Amendment No. 2 October 17, 2022

Reason for Amendment The Florida Department of Environmental Protection (FDEP) requested the Taylor Engineering team provide additional engineering services at the Jackson Bluff Dam (Project). These services include providing the design and drawings to add a filter and stability berm at the north embankment to increase the factors of safety (FOS) with regard to seepage and slope stability.

FDEP is also planning to install a fence to keep out wild hogs that damage the earthen embankment by rooting. This amendment also includes an inspection of the Project, which was not within our original scope of services.

Scope of Services CONSULTANT Taylor Engineering Inc. and their sub-consultant Mead & Hunt will provide the following amended services as follows:

Taylor Engineering will perform a topographic survey of the north embankment. The survey will extend from the edge of water to 30 feet west of the access road and from the north side of the auxiliary spillway to approximately 2,500 feet north. The survey will also include the elevation of the top of pipe at eighteen monitoring wells and locating ten culverts that drain seepage water away from the toe of the slope. A site plan with one-foot contours will be created from the survey and used to develop construction drawings for the fence and toe berm placement project.

The site plan will be used to develop drawings showing the fence’s location and the extent of the toe berm materials. Stability analyses will be performed using the updated survey information to determine the thickness and location of the toe berm necessary to satisfy the minimum factors of safety recommended by the Federal Energy Regulatory Commission (FERC) for normal, 100-year, and Inflow Design Flood (IDF) loading conditions. The toe berm will also act as a filter and be designed to be compatible with the existing soils. The added material will also reduce the vertical gradient and increase the FOS with regard to seepage.

A professional engineer will travel to the Project to inspect the dam. The inspection will entail visual observation of the water-retaining structures and photographic documentation of conditions at the time of the inspection. An inspection report will be prepared that presents findings from the inspection, recommendations for maintenance or repairs, and select photographs from the inspection. The report will include the FDEP’s Condition Assessment form as an appendix. While on-site, we will also coordinate with the dam operator to identify the location of the proposed fence and the location of the toe berm.

Deliverables The Taylor Engineering team will provide the following deliverables to the FDEP:

Inspection report ............................................................................... 1 copy via email (PDF file)

Construction drawings and design memo .......................................... 1 copy via email (PDF file)
