About this file
This document is a Task Assignment Change Order (Change Order No. 5) issued by the Florida Department of Environmental Protection (FDEP) for the Oak Shore Drive Fishing Pier project located in Earl Gilbert Park in the City of Parker, Bay County, Florida. The contract is with Taylor Engineering, Inc., a consulting firm providing engineering and construction administration services. The change order was approved on September 21, 2023, and is part of a broader NRDA (Natural Resource Damage Assessment) Phase III restoration project.
Change Order No. 5 extends the task assignment end date from July 14, 2024, to December 2, 2024, and adds $16,253.76 in reimbursable costs (on a not-to-exceed basis) to cover additional site visits and bi-monthly coordination and progress meetings during the extended construction period through November 30, 2023. The extension was necessitated by construction delays caused by material shortages, labor constraints, and supply chain issues, which pushed the original substantial completion date from March 9, 2023, to November 30, 2023. The total contract amount with all change orders is now $390,704.59, consisting of $235,850.75 in fixed fees and $154,853.84 in reimbursable costs. The contract encompasses comprehensive services including design, permitting, bid administration, construction oversight, submittal reviews, and project closeout. Funding is available from the remaining project budget of $110,000.

SUBJECT: Oakshore Drive Pier, City of Parker, Bay County, CN335, Task Assignment No. 5, Change Order No. 5
DATE: August 29, 2023
Oakshore Drive Pier, a NRDA Phase III Project, located within Earl Gilbert City Park in the City of Parker, Bay County, Florida is comprised of the design, permitting and construction of a new fishing/pedestrian pier. This Task Assignment Change Order (TACO) is to extend construction administrative and observation services (Task 8.4) to cover the extended construction phase of the pier up through October, 2023. Extension of services described under Sub-Task 8.4 are deemed necessary for the successful completion of the project. This TACO will also extend the current Task Assignment from July 14, 2024 (CO No. 4) to December 02, 2024 to allow for sufficient time to construct the pier and provide coverage through the construction warrantee period. The reason for this extension and increase in fees is because the original sub-task 8.4 was to cover an anticipated construction period of ten (10) months. Due to unavoidable circumstances, such as material delays, labor shortages and supply train issues, the project’s original substantial completion date, which was set for March 9, 2023, was extended by construction Change Order No. 1, issued to H.G. Harders and Son, Inc (Construction Contractor) to July 9, 2023 then, through Construction Change Order No. 2 to October 1, 2023 and again by Construction Change Order No. 3 until November 30, 2023. Taylor Engineering has so far been able to maintain their costs and support the project through the first extension but will not be able to maintain within the existing budget for Task 8.4 with this latest extension of the construction period without additional fees.
The additional fees allocated to the Consultant by this Change Order are to be on a not to exceed reimbursable basis of $16,253.76 and will provide for additional site visits, and bi-monthly (2xs/mo.) coordination/progress meetings during the extended construction period thru November 30, 2023.
I approve the Consultant’s request for additional fees and find them to be reasonable. The funds for this TACO are available in the remaining project budget of $110,000.
The current and proposed project allocation for consulting fees through construction and close out for this Task Assignment are listed below:
Original Task Amount: $ 11,293.53 Task amount including all previous Change Orders: $363,157.30 Net increase in task amount for this Change Order: $ 16,253.76
Total Amount with all Change Orders: $390,704.59

Consultant shall take detailed minutes of the pre-construction meeting discussions and of the visit to the site with the Construction Contractor(s) and/or regulatory agencies. The pre-construction meeting will be held at a date, time, and place agreeable to the Consultant and Department’s Project Manager.
