About this file

This document is a Task Assignment Change Order Form issued by the Florida Department of Environmental Protection (FDEP) for contract CN335, Task Assignment 11. The change order involves Taylor Engineering, Inc., serving as the consultant, with the project located in the City of Destin, Okaloosa County, Florida. The project, titled Norriego Point Shoreline Stabilization and Recreation, focuses on construction engineering services related to the extension of Gulf Beach. Key FDEP personnel include Project Manager Pearce Barrett, P.E., and Contract Manager Ralph Perkins, while Taylor Engineering is represented by Jonathan Armbruster, P.E.

The change order extends the task completion date from July 14, 2024, to July 28, 2026—a net increase of 744 days. The modification includes a reimbursement increase of $12,421.64 while maintaining the fixed fee of $348,822.46, resulting in a total task amount of $361,244.10. No net change is applied to the total task cost under this change order. The extension was necessitated by delays in the City's roadway construction schedule that are beyond the control of both FDEP and Taylor Engineering. The new end date aligns the task assignment expiration with the Master Contract (CN335 AM1) expiration of July 28, 2026. The change order was approved and digitally signed by all required parties on October 3-7, 2024.

RE: Extension Request for CN335 TA11 – Norriego Point Recreation Construction Engineering Services

Mr. Barrett:

As you are aware, the Norriego Point Recreation Construction Engineering Services (CN335-TA11) schedule will extend beyond the completion date of the Task Assignment. The schedule delays, similar to those experienced in 2021, result from delays in the City’s roadway construction schedule which have direct implications for the project. These delays experienced are beyond the control of both the Department and Taylor Engineering.

This letter is to request an extension of the Task Assignment expiration, to be concurrent with the Master Contract (CN335 AM1), expiring July 28, 2026.

Please let me know how we can assist the Department to complete this extension.

Respectfully, Duncan Greer, P.E.

Senior Engineer and Project Manager
