Scope of Work Silver Springs State Park

Swimming Area Improvements Design, Permitting, and Bid Administration

Introduction:

FDEP (Department) wishes to make improvements to Silver Springs State Park to include developing a new beach and swimming area, adding a restroom, installing of a new seawall with handrailing, and making improvements to paddleboat launch facility. This scope of work includes analysis and design work necessary to permit and construct these improvement features. The work outlined herein includes a field assessment of the existing paddleboat house and seawall, geotechnical and environmental field investigations, site survey, architectural design and permitting of proposed restroom, and design of a new seawall. This scope of work includes design, permitting, and bid administration support for elements defined.

Notably, construction of the beach and swimming access area may require removal of wetland and/or submerged aquatic vegetation with some minimal disturbance of sediments. In regulatory terms, this activity may constitute “dredging.” However, this project does not propose significant removal of sediment for the purpose of deepening. If site surveys indicate insufficient water depths and the Department wishes to pursue deepening by dredging, a scope of work and fee modification will become necessary.

Upon completion of the field assessment (Task 1) findings and at appropriate stages in the project progress, Consultant will prepare change order(s) to develop the design and permitting for renovating the paddleboat house and launch structure, address detailed environmental impact mitigation design, and provide construction administration support.

Subtask 1: Field Assessment of Paddleboat House

Description: The existing building is an open-air covered wood platform deck supported by concrete imbedded wood posts. The eastern lower platform of the building is in a state of advanced deterioration.

Consultant will assess the structural condition of the existing building with consideration of the Department’s intention to retrofit and renovate the structure to incorporate five kayak launches.

Consultant will visually evaluate the upper platform of both the eastern and western buildings to the extent practical given the restricted access under the platforms. Consultant will document observed structural deterioration.

Consultant will observe and document member sizes and framing and prepare digital sketches. This information will provide the basis, when combined with information collected during the site survey (Subtask 1) for future development of CAD drawings to plan and document proposed renovations.

Consultant will provide summary recommendations for future project actions as well as provide engineer’s opinion of probable construction cost for the repair/renovation or replacement of the building to follow the basic concepts below:

Potential repairs will include, but are not limited to, foundation enhancement or replacement, timber column repair/replacement, joist replacement, deck replacement, roofing member repairs, and metal roof replacement.

The project will include replacement of all railing and decking. If the construction budget allows, Department prefers use of composite decking.

Project will include in-kind metal roof replacement.

Proposed building modification will remove and consolidate three existing access ramps to provide one ADA accessible ingress/egress ramp.

The proposed dock structural renovations will not accommodate motorboat access. The project intends to provide access to a floating kayak launch.

The project will not include design for benches or other amenities.

Assumptions/Exclusions:

1. Structural evaluation excludes excavation, dive inspection, or material testing. Consultant will conduct visual evaluation of accessible structural features above grade and above water levels.

2. This work excludes detailed design and development of construction document for the proposed renovations and retrofits to the paddleboat launch building. Consultant will provide a separate proposal for these design services following completion of this task.

Deliverables: Assessment memo documenting the existing condition of the structure including framing sketches, member sizes, recommendations for renovation or replacement, and engineer’s opinion of probable construction cost in PDF format.

Performance Measures: Department will review deliverables to confirm they are complete, accurate, and timely.

Subtask 5: State and Federal Environmental Permitting

Description: The project will require authorization from state and federal agencies. As the FDEP does not typically permit its own projects, we assume that the St. Johns River Water Management District (SJRWMD) will review the permit application. Discussion with the FDEP Recreation and Parks project manager and the state regulatory agencies at the project outset will resolve any question regarding state agency responsibilities. The Florida Fish and Wildlife Commission (FWC) will likely be requested to support application review due to the natural resources and listed species associated with the project. We assume that the lead state agency will not require a cultural resources assessment survey (CRAS) or other, related information typically required by the Department of Historic Resources (DHR), as the site has received extensive and repeated assessments as part of the state parks system.

The U.S. Army Corps of Engineers (USACE) will be the lead federal agency for permit application review.

USACE will likely also coordinate with other federal agencies, most likely the U.S. Fish and Wildlife Service (USFWS), but possibly others as well. The USACE may request information on archaeological resources available from the DHR. We assume that the USACE will not require additional site survey of cultural / historic resources for the same reasons that we do not expect a state requirement for such action.

Permit Application Development: Consultant will develop state and federal environmental permit applications for the project. Consultant will develop a draft of the application prior to the pre-application meetings with agency staff. In addition to the standard application forms, the application packages will include narratives and exhibits detailing the proposed project, project justification, avoidance and minimization measures, best management practices, wetland/SAV impact, and other required information. Following the pre-application meetings, Consultant will refine the applications based on agency comments prior to submittal.

Pre-Application Meetings: Once preliminary engineering sketches and a rough draft of the permit application are complete, Consultant will coordinate and conduct virtual preapplication meetings with SJRWMD and USACE to introduce the project and obtain agency recommendations on completing the design and permit applications. Participants will include the Applicant (if so desired), Consultant, and any key subcontractors, and agency staffs. Following the pre-application meetings, Consultant will draft meeting minutes and distribute to attendees for review and comment. Based on received comments, Consultant will revise meeting minutes and provide the final meeting minutes to all attendees.

Agency Coordination and RAI Response: Following preliminary agency review of the permit applications, the lead state and federal agencies will submit one or more requests for additional information (RAI) to allow them to complete their review. Upon receiving a RAI, Consultant will review, discuss as necessary with the FDEP Recreations and Parks project manager to develop a response strategy, and draft responses for FDEP approval. Once a complete set of approved responses is available, the responses will be submitted to the regulatory agency for review.

Assumptions/Exclusions:

1. Silver Springs is an Outstanding Florida Waterway and is located within WBID 2772A which has been determined to be impaired for nutrients (algal mats).

2. Florida manatees and alligators have been observed at the project area, but the area is not a designated sanctuary, refuge, or important manatee area.

3. The project area does not contain state listed species critical habitat and does not require listed species-specific surveys. Should listed species-specific surveys become necessary, Consultant can provide these under a separate agreement.

4. FDEP will provide the SHPO Clearance letter required for the SJRWMD ERP.

5. Preparation of responses to RAIs is limited to data collected during the project. RAI responses that require additional field data collection or design will be provided for under a separate agreement.

6. The project area is not located within federally listed species critical habitat and therefore does not require federally listed species-specific surveys.

7. Mitigation for the anticipated project wetland impact cannot be quantified until the design plans have been finalized. Therefore, mitigation design services are not included in this scope of work and will be provided for under a separate agreement.

8. Permit fees are included in this scope of work based on an estimate. Permit fees are subject to change based on input provided by the reviewing agencies.

9. Consultant cannot ensure, warranty, or otherwise guarantee that regulatory agencies will authorize the proposed project.

Deliverable: Consultant will provide a PDF copy of the final pre-application meeting minutes, SJRWMD ERP and USACE Dredge and Fill permit applications, and responses to agency RAIs.

Performance Measures: Department will review deliverables to confirm they are complete, accurate, and timely.

Subtask 8 – Seawall and Waterside Features Design

Description: Consultant will provide construction drawings for partial demolition of the existing sheet pile seawall and design of a new seawall just waterward of the existing seawall. The new seawall will be approximately 3-6 ft exposed height and will extend approximately 175 feet from the existing glass bottom boat launch area to the opposite limits/bounds of the proposed swim area. Consultant will specify a pre-manufactured ADA lift suitable to lift persons from the landward side of the seawall into the water.

Consultant will also design the seawall anchors, a guardrail, an aluminum staircase, and the foundations for the staircase and the wheelchair lift. We will provide a performance specification and engineering requirements for the floating swim platform, which will be designed by the manufacturer.

This scope of work includes time for two engineers to visit the project site once during the design phase.

At this time, Consultant anticipates technical specifications to include concrete, sheet pile, anchors, and floating dock platform for the swimming area.

Assumptions/Exclusions:

1. The existing seawall will not be completely demolished but will remain in place with new seawall installed seaward of existing.

2. Portions of existing seawall will require demolition to accommodate tieback construction.

3. The seawall design will not require any type of cathodic protection system.

4. The seawall design will not require utility penetrations.

5. The seawall will be a tied-back wall supported by anchors. Tie-back anchors will consist of pre-cast concrete deadmen. This scope of work does not include design for anchoring system that would require load testing or need to be embedded into rock.

6. Prefabricated aluminum stairs are not available in the specific width and depth desired. Therefore, Consultant will custom design the stairs, supporting members, connections, welds, and concrete footings.
