FDEP North Peninsula State Park Dune Resilience Engineering Design and Permitting
Scope of Work
DEP Agreement Number CN335- TA22
Extending from R-0 at the Flagler/Volusia County line to R-16, North Peninsula State Park (NPSP) encompasses approximately 2.75 miles of natural beachfront property adjacent to SR-A1A. To increase the park’s resilience and maintain the natural dune habitat, the Florida Department of Environmental Protection (FDEP) requested Taylor Engineering (Taylor) develop a scope of work to design and permit a dune restoration project within the park boundaries. This project’s main goal is to restore the dunes to a pre-storm condition and promote dune growth through native plantings and sand fencing.
We have made several key assumptions in developing this scope of work and associated fees for the project. These assumptions, noted below and throughout this document, affect the proposed level of effort and associated costs. If any of the assumptions should prove incorrect, we will submit a proposal to modify this scope of work and fees accordingly. We have developed this scope of work based on the following assumptions:
The proposed beach placement area will extend from Volusia County R-0 to R-16 adjacent to the proposed FDOT seawall mentioned in further detail below
The project will be a truck haul project and will not require offshore borrow areas We have not budgeted for a cultural resources survey of the beach placement area; if such a survey becomes necessary, we will submit a proposal accordingly FDEP is responsible for the payment of all permit fees If necessary, FDEP will secure all necessary easements Execution of the work outlined herein to support FDEP’s efforts will not preclude Taylor
Engineering from providing services related to future phases of the project This scope excludes any service not explicitly detailed herein Taylor Engineering does not guarantee, warranty, or otherwise ensure that regulatory agencies will authorize the proposed project
Notably, adjacent to this project the Florida Department of Transportation (FDOT) will be constructing a seawall. Due to failures along SR-A1A in recent years, FDOT is constructing a seawall within part of the park to protect the road. This dune project will remain seaward of FDOT’s construction, and our team will coordinate with the FDOT project team throughout the scope of work. The design and construction documents will provide flexibility to appropriately place sand and vegetation based on the FDOT project design/schedule.
Task 1: Pre-Engineering At the beginning of this task, Taylor Engineering will hold a kickoff meeting with FDEP and park staff to discuss the project timeline and goals. Taylor Engineering will gather and analyze NPSP’s beach history and document the current state of the dune system, providing a memo report to the FDEP project manager. The study group will summarize historic data sets for the project area and analyze historic beach profiles. During the analysis the engineers will notate the geometry and evolution of the dune for use in the design stages. The analysis will focus on the subaerial beach due to the project occurring above MHW.
In addition to the pre-proposal meeting, held 10/26/2023, Taylor Engineering staff will conduct a site visit of the project area. During the site visit an FAA-certified drone pilot will fly a survey of the project area— this survey will capture orthoimages and provide approximate elevation information that can be used during design. A Taylor Engineering biologist will assess and document existing natural resource conditions. This information will support design and permitting efforts. In addition, the team will collect 16 sediment samples of the beach at each monument R-1 through R-16. Samples will be collected at different locations along the profiles which will include the base of the dune, mid-berm, edge of berm, and at the water line in the swash zone. The proposed sampling plan will be approved by the FDEP project manager in advance of field activities. The samples will be processed for grain size distribution, carbonate content, and Munsell color in our Jacksonville Coastal Geosciences Laboratory.
Due to the project focusing solely on the dune feature, FDEP plans to construct the feature using sand from an inland mine or through beneficial reuse beach compatible sand from a nearby dredging project.
Taylor Engineering assumes that no sand searches or dredging will take place to meet this project’s needs.
Taylor Engineering will compile a list of compatible sand mines for use on the project.
Deliverable:
Deliverable 1.1: Taylor Engineering will submit a memorandum (.pdf) summarizing the site visit and the orthoimages within one month of the site visit.
Deliverable 1.2: Taylor Engineering will produce a memorandum (.pdf) summarizing the sediment sampling results within two months of data collection.
Deliverable 1.3: Taylor Engineering will submit maps (.pdf) of the orthoimage mosaics to FDEP. One memorandum (.pdf) summarizing the past and present condition of the beach and dune due four (4) months following contract execution.
Performance Measure:
Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Task 2: Dune Design Taylor Engineering will apply the Task 1 results to create permit level design documents for a dune restoration project. The project design will aim to restore the dune to historic conditions—the team will analyze the recent beach surveys to past surveys to determine the dune’s historic extent and elevations.
In addition to the dune’s geometry, the project team will also develop a dune planting and fencing plan to build resilience and the dune’s ability to grow on its own.
During this task, beach profiles will be collected for inclusion in the permit set. Should Volusia County or another agency collect beach profile surveys within the project area this task will not be completed.
Otherwise, Taylor Engineering will subcontract the work to Morgan and Eklund who will perform all work activities and produce deliverables in accordance with the May 2014 (or later) Bureau of Beaches and Coastal Systems (BBCS) Monitoring Standards for Beach Erosion Control Projects; Section 01000, Beach Profile Topographic Surveying, and Section 01100, Offshore Profile Surveying.
Our team will develop a permit level drawing plan set and submit it to the Department’s project manager for review and approval. The CAD (in 24”x36” format, .pdf) drawings will apply the standards listed in Attachment B of the contract (Bureau of Design and Construction, Office of Operation, AutoCAD Drafting Standards). If more than two rounds of reviews need to be conducted additional scope may be negotiated.
The permit-level drawings will only define the fill developed at each monument, not on a lot-by-lot basis.
The drawings and project narrative will accompany the permit applications discussed in Task 3.

Task 3: Permitting Based on the deliverables for Tasks 1 and 2, Taylor Engineering will develop a Joint Coastal Permit (JCP) application for submittal to the FDEP and subsequent distribution to the U.S. Army Corps of Engineers (USACE). Taylor Engineering will design the project to limit sand placement below the Mean High Water (MHW) line but will seek a JCP to allow for future placement activities and ensure project monitoring occurs. Taylor Engineering will actively coordinate with FDEP and USACE regulatory staff throughout the permitting process. The acquisition of easements, public outreach activities, or establishment of an Erosion Control Line (ECL) are not included under this scope of work.
We will initiate this task by scheduling and leading two pre-application virtual meetings with the FDEP and USACE (one per agency) to introduce the proposed project, discuss potential agency concerns, and review proposed application contents. Following initial review of the permit application, the FDEP and USACE will likely respond with one or more requests for additional information (RAIs). RAIs typically comprise a series of questions that require additional clarification or other information regarding the proposed work. Due to the uncertainties involved with the level of effort necessary to respond to agency RAIs, we have budgeted for the anticipated level of effort to respond to similar RAIs. Should the RAI responses require additional labor or other direct costs (such as modeling, surveying, sampling, etc.) to respond adequately to agency RAIs, we will submit a new cost proposal commensurate with the level of effort needed to satisfy agency requests. Taylor Engineering will provide all RAI responses to the FDEP project manager for review prior to submittal to the regulatory agencies.
Deliverable:
Deliverable 3.1: A memorandum (.pdf) containing the meeting agenda and minutes from pre-application meetings with FDEP and USACE.
Deliverable 3.2: Taylor Engineering will submit the permit application (.pdf) seven (7) months following contract execution.

Task 5: Construction Administration Subtask 5.1:
If requested, Taylor Engineering will assist FDEP with bidder requests for information (RFI’s) as they relate to the design and technical specifications. Once FDEP selects the Contractor, Taylor staff will participate in one onsite or virtual pre-construction stakeholder meeting to explain the project and answer any questions.
Subtask 5.2 – 5.21:
On a weekly basis, Taylor Engineering will review the contractor’s weekly submittals and review as-built surveys to ensure successful project documentation for close-out documents. We assume that there will be no more than 20 weekly submittals. This weekly review will help ensure that the project is constructed in reasonable conformity with the plans, specifications, and permit provisions. If construction activities appear to violate the requirements of issued permits, Taylor shall immediately notify FDEP and the Contractor.
Throughout the project Taylor Engineering will provide limited construction administration services;
Taylor will visit the project site as requested from the start to end of construction including during the mobilization and demobilization periods. The purpose of our site visits will be to verify substantial conformance with the intent of the design plans, document compliance with approved permits and observe progress for payment purposes. We will send a summary of the site visit to FDEP detailing work progress, Contractor questions, issues encountered, and recommended solutions to FDEP. If there are weekly progress meetings, we encourage alignment of the site visits with these meetings as attendance at these meetings is not included within our scope. Taylor Engineering will review and assist the FDEP Construction Management Team with analyzing changes to the plans, specifications, or contract provisions/extra work. Should the changes be significant a change order will be necessary.
We budgeted for a total of twenty possible site visits (subtasks 5.2 through 5.21) throughout the project duration (non-inclusive of the pre-construction and project closeout meetings) for which two project level staff members will be present. Taylor assumes that staff engineers/scientists will conduct the as needed site visits and the Engineer of Record will be present at the Pre-Construction and Project Close-Out meetings. Should this assumption be insufficient or more frequent visits be required a change order will be submitted. We assume that FDEP will supplement construction observations with additional staff who focus on Contractor compliance.
Subtask 5.22:
Upon completion of construction, Taylor Engineering will attend a project Close-Out meeting.
Additionally, we will compile the required documentation and certification of completion letters to the FDEP and USACE. We assume the contractor will provide all necessary information such as project as-builts, required sediment testing, etc.
