SCOPE OF WORK

STANDARDIZED VULNERABILITY ASSESSMENT

Introduction:

Taylor Engineering (“Taylor”) will develop a standardized vulnerability assessment scope of work and estimated cost ranges for each task. The purpose of this standardized vulnerability assessment is to provide guidance to municipalities seeking to comply with the Florida Department of Environmental Protection’s (“Department”) requirements for evaluating the risk of flooding and sea level rise. The guidance will provide information about the minimum technical standards needed for local vulnerability assessments, with a summary of the tasks and deliverables.

Department Responsibility Upon acceptance of this SOW, The Department shall provide the following information and documents, if available, within 30 days:

1. Previous grant workplans funded by the Department which outline vulnerability assessment tasks and funding;

2. Final deliverables for Department funded vulnerability assessments;

3. A list of contact information for the provided grant work plans in #1 which will include:

Local/Municipality name, contact phone number, Department Grant manager name and/or project lead.

a. Prior to finalization of this list, the Department will have contacted each local/municipality contact and retrieve oral or written confirmation that sharing contact information is permitted.

4. Department liaison/internal project lead.

The following tasks comprise this scope of work.

Task 1. Research Vulnerability Assessment Best Practices

Description:

1. Within 30 days of acceptance of this SOW, Taylor will conduct a project kickoff meeting No.1 with Department staff to understand the Department’s need for this project. This project team includes Diane Quigley, Eddy Bouza, Sarah Mahan, and Emma Huggins and possibly other DEP staff.

2. Taylor will review the Florida Adaptation Planning Guide and s. 380.093, F.S. for the key components required for a vulnerability assessment.

3. Taylor will review the grant workplans and final deliverables of selected, previously funded Florida Resilient Coastlines Planning Grants which include vulnerability assessments. During this review Taylor will identify portions or whole vulnerability assessments that present excellent examples of a work product consistent with state statutes.

4. Taylor will contact selected stakeholders at local municipalities, as recommended by the Department, to discuss the value of their vulnerability assessments.

5. Taylor will create a technical memorandum which identifies the essential tasks, deliverables, data needs, and cost estimate ranges for the Department provided documents listed above. This list will form the basis for the standardized vulnerability assessment scope of work.

Deliverables:

1.1 Technical memorandum with a summary of the tasks, deliverables, data, and cost estimates which were included in previous Department funded vulnerability assessments;

1.2 Recommendations from the Florida Adaptation Planning Guide and requirements from s.

380.093, F.S.; and

1.3 Meeting Notes from the project kickoff meeting No.1.

Documentation: Taylor will submit the technical memorandum and meeting notes from the project meeting (No.1).

Performance Standard: The Department’s Contract Manager will review the documentation to verify that the deliverables have been completed as described above. Upon review and written acceptance by the Department’s Contract Manager, Taylor may proceed with payment request submittal.

Task 1 Due Date: January 14, 2022

Method of Payment: Fixed Cost: $6,034.89

Task 2. Create Standardized Vulnerability Assessment Draft

Description:

1. Within 10 business days of submittal of the task 1 deliverable, Taylor will meet with the

Department’s staff in project meeting No.2. This meeting will discuss the technical memo and define the Department’s minimum recommended technical standards, to include tasks, data, and deliverables for future vulnerability assessments.

2. Taylor will create a detailed standardized vulnerability assessment scope of work draft, using the requirements defined by the Department.

3. For each section of the scope, Taylor will identify existing examples of vulnerability assessments or portions thereof, that represent ideal work products that address the requirements of the state statutes.

Deliverables:

2.1 Meeting notes summarizing project meeting No.2 with the Department; and

2.2 Standardized vulnerability assessment scope of work draft.

Documentation: Taylor will submit the meeting notes and the draft standardized vulnerability assessment scope of work.

Performance Standard: The Department’s Contract Manager will review the documentation to verify that the deliverables have been completed as described above. Upon review and written acceptance by the Department’s Contract Manager, Taylor may proceed with payment request submittal.

Task 2 Due Date: February 25, 2022

Method of Payment: Fixed Cost: $7,458.24

Task 3. Finalize Standardized Vulnerability Assessment

Description:

1. Within 10 business days of submittal of the task 2 deliverables, the Department will provide

Taylor with detailed comments and edits to the standardized vulnerability assessment scope of work draft.

a. These edits will be provided to Taylor electronically to an email address provided by the Taylor project team.

2. Within 5 business days of receipt of the Department’s comments, Taylor will meet with the Department in project meeting No. 3 to discuss the comments and edits to the draft.

3. Taylor will incorporate edits to the standardized vulnerability assessment scope of work draft, provided by the Department and as discussed in the project team meeting.
