About this file
Summary
This document is a Task Assignment Notification Form issued by the Florida Department of Environmental Protection (FDEP) for a retasked assignment under FDEP Contract Number CN335. The contracting parties include FDEP, the state agency, and Taylor Engineering, Inc., a consulting firm based in Jacksonville, Florida. The task assignment represents a retasking of Subtask 5 from the original task assignment (TA10) due to external delays that caused the original task to expire before completion.
The scope of work involves the development and deployment of the Sea Level Impact Projection (SLIP) Web Application, a tool designed to assist publicly financed constructors in complying with Florida Statute Section 178 requirements and to provide educational resources to the general public. The application features two functional modes: a "SLIP Study" mode with login credentials for construction project submissions to FDEP, and a "Public" mode for general educational access. The deliverables include the operational web application, User Acceptance Testing (UAT) scenarios, discrepancy corrections, and a Requirements Traceability Matrix. The fixed price cost for this task is $60,209.85, representing 406.0 total man-hours across multiple positions including principal, senior advisor, director, senior professional, staff professional, technical editor, and administrative roles. The task completion date is July 30, 2021, with payment contingent upon FDEP's written acceptance of all deliverables. The work was retasked due to delays in receiving FEMA storm surge elevation data and required FDEP feedback, both of which were incorporated into the tool before User Acceptance Testing commenced in early July 2021.

RE: FDEP Agreement Number CN335 TA10 Retask
Sea Level Impact Projection (SLIP) Study Website Design and Web Application Development
Dear Mr. Whitfield:
As requested by FDEP, Taylor Engineering is submitting a retask for the above-referenced project.
Task 5 expired and a new TA is needed for this work (see attached scope which has no changes to the previous deliverable, man-hours, or fee). We were unable to complete Task 5 by June 30th due to delays in receiving FEMA data and DEP feedback on the SLIP tool. Justification is as follows:
1. User Acceptance Testing (UAT) within Task 5 was originally planned to start in mid-May with a 2-week timeframe and a follow-on period of no more than 2-weeks of discrepancy corrections.
However, a key component of the SLIP report, the FEMA SWEL data, wasn’t available for use in the SLIP tool until early June. The FEMA data was received by DEP at the end of February;
however, this data was not available to Taylor Engineering as an image service hosted by DEP until early June. Additional coordination and approvals were needed between Taylor and FEMA to use this data, because of an unexpected email from DEP to FEMA’s technical partner.
2. Feedback from DEP regarding the SLIP Tool also delayed UAT, with the needed information being received by Taylor the last week in June. This feedback included: Comms-approved photos for the web application, OGC-approved disclaimer, OIT-provided language for the standard emails sent by the tool, DEP email address for sending the tool’s emails from, domain name for the SLIP tool web application, and DEP-approved language for the “About SLIP Studies” and “Section 161.55, F.S.” pages.
The FEMA data and DEP feedback are already incorporated into the SLIP tool, and UAT began the first week of July. As previously scheduled, UAT should span 2 weeks followed by no more than 2 weeks of discrepancy corrections; therefore, this work is able to be completed by July 30th.
Please let me know if you have any questions.
Sincerely, Angela Schedel, Ph.D., P.E.
Vice President, Community Resilience
SCOPE OF WORK
SEA LEVEL IMPACT PROJECTION (SLIP) STUDY WEB APPLICATION DEVELOPMENT
Task 5. Develop and Deploy SLIP Web Application
Description:
Taylor will develop a SLIP web application mapping tool and web user interface. The tool will have 2 functional modes: “SLIP Study” and “Public.” “SLIP Study” mode will be aimed at the publicly financed constructor who is required to submit a SLIP study before they can commence construction. SLIP Study Mode requires a log-in and password and can save a user’s SLIP study inputs in a database. “Public” mode will be aimed at the general public, who is using the tool for their general information or education.
1. For the “SLIP Study” Mode:
a. The tool will include a basic Graphic User Interface (GUI) for inputs by the logged-in user and will output a SLIP report. The tool will include an “if/then” user-specific logic tool. The report will provide a standardized printout of information for the user to submit to the Department that complies with the requirements in SB 178 (Laws of Florida, Ch. 2020-119).
b. The tool will provide mechanisms:
i. For submission of the SLIP study by the user to the Department.
ii. For the Department to notify constructors when the study has been received.
iii. For publishing the SLIP study for public access.
iv. To notify constructors when the study has been published for 30 days, so that they can commence construction.
c. Using data provided from NOAA, FEMA, USACE, and other credible public sources, the webtool will calculate average annual chance of substantial flood damage over the expected life of the coastal structure, as defined through coordination between Taylor and the Department. For example, substantial flood damage is calculated differently from buildings than it is for transportation structures.
d. Using data provided by NOAA, FEMA, USACE and other credible public sources, the webtool will analyze and display the flooding, inundation, and wave action damage risks to the structure over its life span or 50 years, whichever is less, taking sea level rise, increased storm risk and subsidence (to the extent possible) into account.
e. The tool will provide general alternatives for the siting, design, and possible adaptations for the structure, based on user inputs, and industry definitions and standards.
f. The tool will provide examples of public safety and environmental risks for the structure based on user inputs, and industry definitions and standards.
g. The tool will incorporate the location of the “coastal building zone,” the coastal construction control line (CCCL), or the seasonal high-water line in locations where the CCCL is not in force.
h. The SLIP report will graphically and textually display the results of the analyses outlined above.
2. For the “Public” Mode:
a. The tool will enable users to change variables on the map interface in order to visualize the impacts of sea level rise, storm surge, sunny day flooding/King Tide flooding, and other similar impacts.
b. The tool will provide educational resources and references both general and specific to Florida about climate change, sea level rise, and tropical weather; and actions that mitigate risk, provide adaptation to changing conditions, and are focused on natural and nature-based solutions. The tool will include integrated help and online guides as needed for the effective use of the system by the public.
3. For User Acceptance:
a. A walkthrough will be provided for the entire system.
b. Taylor will provide acceptance testing scenarios and test cases.
c. The Department will conduct User Acceptance Testing (UAT), but Taylor will be available to answer questions and provide support.
d. Taylor will provide a Requirements Traceability Matrix (RTM) that documents the final traceability of the business, technical, system, and operational requirements through to the use and test cases.
Deliverables SLIP web application, UAT test scenarios and discrepancy corrections, RTM.
Documentation:
1. Taylor will provide Department with the web address of the SLIP tool web application.
2. Documentation showing all issues identified in UAT are addressed and validated by the department.
3. Department’s final approval of the application’s complete and functional state.
Performance Standard:
acceptance by the Department’s Contract Manager, Taylor may proceed with payment request submit
Task 5 Due Date: July 30, 2021
Fixed Price Cost:
Total Cost: $60,209.85 Payment will be made upon approval of deliverables for each subtask by the FDEP in the amount specified. (Please do not alter this language)
