RE: South Amelia Island Shore Stabilization Project Peer Review
Dear Mr. Flake:
The FDEP requests Taylor Engineering to review the subject project permit applicant’s final responses to Request for Additional Information #2 (RAI#2) questions and provide a letter of recommendation as to proceed or not to proceed with the permit processing.
Please find our proposal for an additional cost modification of $4,885.98 for a new Task 7 to allow senior professionals from Taylor Engineering to review/comment on permit applicant’s final numerical modeling and non-modeling RAI#2 responses and supplemental documentation and provide a recommendation as to proceed or not to proceed with the permit application processing.
Notably, our proposal includes the new Task 7 (Review of Applicant’s Final Response and Supplemental Documentation to RAI #2). Thus, the additional cost for Task 7 increases the total contract cost by $4,885.98 to $47,803.80.
Please contact me or Dr. Michael Kabiling if you have any questions or need any additional information.
Sincerely, Kenneth R. Craig, P.E.
Vice President
South Amelia Island Shore Stabilization Project Peer Review
The Florida Department of Environmental Protection received a Joint Coastal Permit application for the South Amelia Island Shore Stabilization Project from Olsen Associates. The Florida Park Service requested that Taylor Engineering prepare the following scope of services to perform a peer review of the permit application package and for additional information.
All Deliverables: will be reviewed by the Department to confirm they are complete, accurate and timely.
Financial Consequences: "No payment will be made for unsatisfactory deliverables. In the event that a deliverable is deemed unsatisfactory, the Consultant shall re-perform the services needed for submittal of a satisfactory deliverable, at no additional cost to the Department within 15 consecutive days. If a satisfactory deliverable is not submitted within the specified timeframe, the Department may, at its sole discretion, terminate the Contract for failure to perform.”
Task 1: Data and Modeling Review
Taylor Engineering will review the numerical modeling related data, model application, and modeling results presented on pages 24 – 37 of Attachment #21 of the permit application. We will review the model calibration/verification data, procedure for model validation, and input data and application of the model for the evaluation of pre- and post-excavation conditions as presented in Attachment #21. Our review will include an opinion on the adequacy of model input data used for model calibration/verification and model application for evaluation of pre-and post-excavation conditions. We will comment on the potential impacts of the proposed borrow area discussed on page 37 of Attachment #21. This scope of work excludes direct review of the actual data used in the numerical modeling; our review is limited only to the material presented in Attachment #21.
