RE: Consultant Contract Number: CN335-TA4
Update Drainage Model for Washington Oaks, Flagler County
Dear Teri:
Taylor Engineering is pleased to provide a proposal summary and man-hour documentation for the services tasks described below.
We understand the Florida Department of Transportation (FDOT) did not approve the proposed replacement of the Washington Oaks ditch dross-drain beneath A1A as recommended in the Washington Oaks State Park Preliminary Engineering and Drainage Evaluation (Taylor Engineering, June 2017). In addition, FDOT has identified two (2) existing cross-drains - located approximately 28-ft north of Maridian Home Lane and approximately 20-ft south of the existing Washington Oaks ditch culvert. These cross-drains are located within the Washington Oaks drainage model domain but were not included in the model previously since they are both capped and buried beneath A1A. This proposal is aimed at evaluating the effects of establishing conveyance through both cross-drains by incorporating them into the drainage model and comparing computed water levels to existing conditions.
Sincerely, Maurice Vaughan, P.E.
Senior Engineer, Water Resources
Update Drainage Model for Washington Oaks, Flagler County
Update Drainage Model Washington Oaks
CN 335, Task Assignment Number 4
Subtask 1A - 1C: Kickoff and Data Collection
Description:
Subtask 1A Kickoff Meeting The project will start with a kickoff meeting to discuss DEP’s needs and our approach. We will discuss points of contact and schedule. We want to ensure we start the project in full agreement with DEP objectives and goals.
Subtask 1B Desktop Review and Data Collection Next, we will review the Washington Oaks drainage model to determine extent of updated data and detail is needed for inclusion of the cross-drains located near Maridian Home Lane and Washington Oaks ditch. We will review existing survey data to be provided by FDOT and Flagler County for each cross-drain.
Subtask 1C Site Visit:
Taylor Engineering staff will visit the site to evaluate conditions of the existing cross-drains, existing topography, and record general observations of the area prior to updating the model.
The site visit will give modelers greater understanding of possible alternatives to improve conveyance to the cross-drain.
Deliverable:
• 1A Kickoff meeting minutes delivered digitally in PDF format to the BDC project manager
– Due 3/21/18
• 1B Summary memo of additional data collected for incorporation into the drainage model delivered digitally in PDF format to the BDC project manager – Due 3/28/18
• 1C Summary memo of site visit observations delivered digitally in PDF format to the BDC project manager – Due 4/4/18
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2A – 2C: Hydraulic Modeling
Description:
Subtask 2A: Update Hydraulic Model We will update the Washington Oaks drainage model (HEC-RAS) to incorporate the existing A1A cross-drains located approximately 28-ft north of Maridian Home Lane and approximately 20-ft south of the Washington Oaks ditch. In addition, the updated model will include all previously modeled drainage improvements described as Alternative-3 in the Washington Oaks Preliminary
Engineering and Drainage Evaluation (Taylor Engineering, June 2017) except for the replacement of the Washington Oaks ditch A1A cross-drain. This subtask will include incorporation all data identified in Subtask 1B and 1C deliverables, any additional refinement of the model and will include simulation of (4) rainfall events: 25-year, 24-hour; 25-year, 72-hour; 100-year, 24-hour;
100-year, 72-hour.
Subtask 2B: Evaluate Proposed Conditions:
After evaluating the simulated results for Subtask 2A, we will evaluate one proposed alternative to improve conveyance through the A1A cross-drains. This evaluation may consider ditch grading/routing to improve flow into and out of either of the modeled cross-drains. This subtask will include any additional refinement of the model and simulation of (4) rainfall events: 25-year, 24-hour; 25-year, 72-hour; 100-year, 24-hour; 100-year, 72-hour.
Subtask 2C: Post-processing of Model Results:
Once the models are run for Subtask 2A and 2B scenarios, we will develop and compare floodplain maps, water level hydrographs and water level profile at key locations within the model domain for each of the simulated rainfall events: 25-year, 24-hour; 25-year, 72-hour; 100-year, 24-hour; 100-year, 72-hour.
Deliverable:
Subtask 2A – Summary memo of updated model input and results delivered digitally in PDF format to the BDC project manager. Due 4/18/18 Subtask 2B – Summary memo of proposed conditions model input and results delivered digitally in PDF format to the BDC project manager. Due 5/2/18 Subtask 2C – Summary memo comparing floodplains, hydrographs, and profiles for each modeled scenario delivered digitally in PDF format to the BDC project manager. Due 5/9/18
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
