About this file

This document is a Task Assignment Notification Form and Scope of Work executed between the Florida Department of Environmental Protection (FDEP) and Taylor Engineering, Inc. for the development of technical standards guidance related to inland flooding vulnerability assessments. The contract is identified as FDEP Contract No. CN335, Task Assignment No. TA16, with Project No. R2240. The project is managed by the FDEP's RCP (likely referring to a specific department division) with Jeffery Whitfield serving as the FDEP Contract Manager and Angela Schedel representing Taylor Engineering as the Consultant Representative. All required signatures from FDEP budget representatives, project managers, contract managers, contract authority, and the consultant were executed in January 2022.

The scope of work consists of four deliverable-based tasks totaling $35,148.33 with no reimbursable costs. Task 1 (Research Inland Flooding Modeling Best Practices) is valued at $6,932.94 and due February 22, 2022, requiring submission of a technical memorandum and project kickoff meeting notes. Task 2 (Focus Group Discussions) is valued at $13,760.55 (at $2,752.11 per meeting for up to five meetings) with a performance period from January 17 to March 4, 2022, requiring presentations, attendee lists, and meeting notes. Task 3 (Create Inland Flooding Technical Standards Guidance) is valued at $7,458.24 and due March 25, 2022, requiring meeting notes and a draft guidance document. Task 4 (Finalize Inland Flooding Technical Standards Guidance) is valued at $6,996.60 and due April 22, 2022, requiring meeting notes, a tracking document of edits, and the final guidance document. The contract work supports FDEP's rule-making efforts for implementing Florida Statute Section 380.093 regarding inland flood hazard identification for municipal vulnerability assessments.

SCOPE OF WORK

INLAND FLOODING VULNERABILITY ASSESSMENT

TECHNICAL STANDARDS GUIDANCE

Introduction:

Taylor Engineering (“Taylor”) will research and develop a technical standards guidance document for flood hazard identification for vulnerability assessments for Florida’s inland areas. The purpose of developing technical standards for inland vulnerability assessments is to provide guidance to municipalities seeking to comply with the Florida Department of Environmental Protection

(“Department”) requirements for evaluating the risk associated with future flooding and sea level rise.

Taylor will research “best practices” for examples of inland flooding vulnerability assessments, and lead focus group discussions to gather insight from academic and industry partners. The deliverables created within this scope of work will inform the Department’s rule-making efforts for implementing s. 380.093, F.S.

The following tasks comprise this scope of work.

Task 1. Research Inland Flooding Modeling Best Practices

Description:

1. Within 10 days of acceptance of this SOW, Taylor will conduct a project kickoff meeting

(meeting No.1) with Department staff to understand the Department’s need for this project.

2. Taylor will review the Florida Adaptation Planning Guidebook and s. 380.093, F.S. for the key components required for an inland flooding vulnerability assessment within Florida.

3. Taylor’s flood risk experts will create a list of performance metrics which can be used to define the technical standards for identifying flood hazards in inland communities, as well as those communities with compound flooding—i.e., combined coastal (tides, surge, and/or sea level rise) and rainfall flooding.

4. Taylor will research and summarize information from completed flooding studies and/or vulnerability assessments which include an inland flooding component. These studies will not be limited to municipalities within the state of Florida. The goal of the exercise is to identify readily available data which is acceptable in the community of practice in a format suitable for visualization (i.e. graphics, maps, tables), and information used in existing hydraulic modeling and supplemental information that may be used in the modeling efforts.

5. Taylor will create a technical memorandum which compiles information from the Florida

Adaptation Planning Guidebook, s. 380.093, F.S., the flood risk experts, and the researched inland and/or compound flooding studies. The memorandum will summarize the “best practices,” types of data used, types of models used and their capabilities, model computation requirements, and possible performance metrics for inclusion in the Department’s technical standards guidance document.

Deliverables:

1.1 Technical memorandum with a summary of the “best practices;” types of data, models used, computational requirements; and possible performance metrics; and
