Anastasia State Park Beach/Dune Restoration Project
Design and Permitting Phase
Contract CN 335 TA19 CO1
December 20, 2023
Project Understanding
The Florida Department of Environmental Protection (FDEP) requested Taylor Engineering provide a scope to support the project design and permitting of a beach/dune restoration project along the Atlantic shoreline of Anastasia State Park in St. Johns County. The Anastasia State Park beaches, located directly south of the St. Augustine Inlet, include Florida Department of Environmental Protection (FDEP) reference monuments R-123 to R-141.
Scope of Services
CONSULTANT Taylor Engineering Inc. has made several key assumptions in developing this scope of work and associated fees for the project. These assumptions, noted below and throughout this document, affect the proposed level of effort and associated costs. If any of the assumptions should prove incorrect, we will submit a proposal to modify this scope of work and our fees accordingly. We have developed this scope of work based on the following assumptions.
• The proposed beach placement area will extend from R-126 to R-141 and will not include placement from R-123 to R-125 due to their proximity to the St. Augustine Inlet.
• The project will include three sand source options: an upland source (truck haul), the St. Augustine
Inlet (hydraulic dredging operation), and an offshore borrow area.
• We have not budgeted for a cultural resources survey, hardbottom survey, or sediment sampling for the project area; if such a survey becomes necessary, we will submit a proposal accordingly.
• Taylor Engineering is responsible for submitting the payment of permit fees (with FDEP reimbursement as listed in Cost Schedule).
• Execution of the work outlined herein to support FDEP’s efforts will not preclude Taylor Engineering from providing services related to future phases of the project.
• This scope excludes final engineering design and specifications, construction administration, and any other service not explicitly detailed herein.
• Taylor Engineering does not guarantee, warranty, or otherwise ensure that regulatory agencies will authorize the proposed project.
Taylor Engineering will provide the following services:
Task 1 – Permit Level Design
Taylor Engineering will apply the Planning Phase results to create permit level design documents for a full nourishment project to restore the Anastasia State Park beach. Our team will develop a permit level drawing plan set and submit it to FDEP for review and approval. If more than two rounds of reviews need to be conducted additional scope may be negotiated. The permit-level drawings will only define the fill developed at each monument, not on a lot-by-lot basis. We understand that the U.S. Army Corps of Engineers
(USACE) has collected survey data for the St. Johns County Shore Protection Project (SPP) during the
Anastasia State Park
Beach/Dune Project – Design and Permitting Phase summer of 2023. If available, we will incorporate this data to estimate the volume to fill the permit level design template.
We will provide a letter report that details the project design, outlines construction methods, and provides discussion on possible sand sources. The drawings and project narrative will accompany the permit applications discussed in Task 2. Taylor will coordinate with FDEP staff to ensure the project design fulfills its needs.
Deliverables
Taylor Engineering will provide the following deliverables to the FDEP:
Deliverable 1.1 – Project narrative letter report .................................................. 1 copy via email (PDF file)
Deliverable 1.2 – Permit level design set ............................................................ 1 copy via email (PDF file)
Performance Measures
Deliverables will be reviewed by the FDEP to confirm they are complete, accurate, and timely.

Task 2 – Permit Application Development and Submittal
Given that the proposed project includes sand placement below the mean high water (MHW) line within jurisdictional waters of the state and United States, this project will require regulatory authorizations from the FDEP and the U.S. Department of the Army (administered through the USACE). While sand placement will extend below the MHW line, we assume the project will not impact sensitive natural resources, and therefore, the project will not require compensatory mitigation. Additionally, the collection of easements or public outreach are not included under this scope of work.
We will initiate this task by developing materials for, scheduling, and leading two pre-application meetings
— one meeting with the FDEP and one meeting with the USACE. During these meetings, we will introduce the project to regulatory agency staff, discuss foreseeable project issues and concerns, and solicit agency recommendations concerning the content and format of the permit application materials. Following completion of the pre-application meetings, Taylor Engineering will prepare and submit meeting summaries to all attending parties.
We will use previously submitted permit application files as necessary to reflect the new project. Based on data collected in Task 1, previous permit application files, and feedback received during the pre-application meetings, Taylor Engineering will develop and submit a Joint Coastal Permit (JCP) application for submittal to the FDEP. Once received, the FDEP will forward a copy of the permit application to the USACE for review. The application submittal package will include a letter of transmittal; the completed JCP application form, a project narrative describing the proposed project activities, project design, and existing natural resources of the project area; permit drawings, and all supporting survey data and reports. Creation of a biological monitoring plan, physical monitoring plan, or mitigation plan are not included under this scope of work as the project intends to avoid any impacts to sensitive natural resources and will otherwise comply with the permit conditions laid out for the St. Johns County SPP.
Deliverables
Taylor Engineering will provide the following deliverables to the FDEP:

Deliverable 2.2 – Permit application package ...................................................... 1 copy via email (PDF file)

Task 3 – RAI Response and Coordination with USACE and FDEP State Park/Tallahassee
Personnel
After review of the project information, the FDEP and USACE will likely respond with one or more requests for additional information (RAIs). RAIs typically comprise a series of questions that require additional clarification or other information regarding the proposed work. Experience indicates that recent similar projects have generally required responses to 1 – 2 RAIs from FDEP and USACE. Due to the uncertainties involved with agency RAIs, we have budgeted a maximum $20,000 to respond to agency RAIs. Should the permit application require additional labor or reimbursable costs to respond adequately to agency RAIs, we will submit a new cost proposal commensurate with the level of effort needed to satisfy agency requests.
Taylor Engineering will provide all RAI responses to FDEP for review and approval before submittal.
The single most important activity during the permitting process is the establishment and maintenance of clear lines of communication between the applicant and the participating agencies. To that end, Taylor
Engineering will coordinate with local, state, and federal agencies’ staff during the application review process. These agencies include, but are not limited to, FDEP, USACE, U.S. Fish and Wildlife Service
(USFWS), National Marine Fisheries Service (NMFS), Florida Fish and Wildlife Conservation Commission
(FWC), Florida Inland Navigation District, and St Johns County. We will maintain consistency between the state and federal permit applications and other environmental documentation and strive to resolve environmental issues that arise during the review period.
The FDEP’s permit application review schedule is clearly defined and adhered to, with a 30-day review of the initial application submission typically followed by an RAI or a notification that the application is deemed complete. The FDEP RAI includes an applicant response schedule of 90 days. Additional/minor questions that arise are often addressed informally to optimize the final review schedule. The USACE has no similar review schedule policy and often does not begin application review until the state permit is received, as the state permit (identified by the USACE as the water quality certification) provides Clean Water Act compliance required for federal authorization. In addition, federal consultation processes with sister resource agencies (e.g., USFWS, NMFS) are often unpredictable and can involve a lengthy review process.
