Dam Safety Services Kirkpatrick Dam / Rodman Lock
Contract CN 335 June 10, 2021
Project Understanding
The Kirkpatrick Dam (Dam) consists of three water retaining structures: a southwest embankment, a concrete spillway with four lift gates, and a northeast embankment. Ancillary items consist of a walking bridge, debris barrier, and a control house. The Buckman Lock (Lock) is located along the Cross Florida Barge Canal approximately 5.5 miles east of the Dam. The Lock primarily consists of miter gates and a lock chamber with approach walls. The lock also has a control building that houses equipment for operating the gates.
The reservoir, known as Rodman Reservoir, is created by the Kirkpatrick Dam and Buckman Lock, which expands across the Ocklawaha River and the Cross Florida Barge Canal. The normal reservoir pool elevation of Rodman Reservoir is 20.0 ft-NGVD291 at which the reservoir has a surface area of about 20.3 square miles, a gross volume of about 82,000 acre-feet, and length of about 16.4 miles. The dam is listed as “Low Hazard Potential” in the National Inventory of Dams (FL00156), meaning failure or mis-operation results in no probable loss of human life and low economic and/or environmental losses.
The Florida Department of Environmental Protection (FDEP) requested a proposal to perform the following:
• Inspection of the Kirkpatrick Dam and an option for inspection of the Buckman Lock
• Completion of the “Condition Assessment” form which has been provided by the FDEP for the structures inspected
• Estimation of cost for recommended repairs
• Prioritization of recommended repairs
• Recommendation of schedule to complete repairs
• Dam failure analysis
• Assessment of hazard potential
• Sensitivity stability analyses of the spillway
• Sensitivity slope stability analyses of embankments
• Recommendations for schedule of repairs at various water level elevations
Our project understanding is based upon the following:
• Conference calls between the FDEP and Mead & Hunt on April 13, 2021, May 3, 2021, May 14, 2021, and May 27, 2021
• Previous inspection reports from 2015 (URS Corporation), 2017 (Amec Foster Wheeler Environmental and Infrastructure), and 2019 (Greenman-Pedersen, Inc.)
• Previous Emergency Action Plans from 2016 (URS) and 2018 (Wood)
• Project drawings 1965 (U.S. Army Corps of Engineers)
Mr. Rowe
Scope of Services The Taylor Engineering team will provide the following services:
Subtask 1 – Kirkpatrick Dam Inspection
The Taylor Engineering team will inspect the Kirkpatrick Dam and prepare a report summarizing our findings. The report will also discuss prioritization and schedule of recommended repairs, estimated cost for the repairs, and include the Condition Assessment form as an appendix. As part of the inspection, the Taylor Engineering team will perform the following.
Subtask 1A – Preparation and inspection of Kirkpatrick Dam
Review Project documents
An engineer experienced in dam safety inspections and licensed in Florida will review the previous three inspection reports which also contain supporting drawings for the Dam. Any additional reports or on-going monitoring will also be reviewed in advance of the field inspection.
Conduct field inspection
Two licensed professional engineers, one of which is licensed in Florida, will travel to the site, and perform the field inspection at Kirkpatrick Dam. The inspection will occur on a date mutually acceptable to both the FDEP and the Taylor Engineering team. During the field inspection, we will visually inspect for indications of movement, settlement, cracking, erosion and scouring, instability, slope failure, undermining, seepage, leakage, and the general condition of the Dam’s structures visible above the waterline.
As part of the proposed inspection, we propose to perform a dive inspection of the project. The diving inspection is planned to be performed by Volkert, Inc. (Volkert). Of the three divers from Volkert, the lead diver is a Certified Bridge Inspector in accordance with Florida Statute 335.074, Bridge Inspection Standards. The cables for the debris barrier were laying on the lake bottom during the 2019 dive inspection. We understand there haven’t been any repairs and therefore won’t be inspected. An engineer from the Taylor Engineering team who is experienced in dam safety inspections will review the dive inspection report and provide recommendations regarding necessary repairs and a timeline for accomplishing those repairs.
We will request FDEP personnel raise and lower the gates during the inspection. We understand that debris will need to be removed by FDEP prior to operating the gates and will take some coordination. Any gate or gantry hoist that fails to function properly will be identified and summarized in the inspection report with recommendations that a qualified electrical or mechanical engineer provide additional review. Visible portions of steel structures will be observed for excessive corrosion, bent members, missing/loose bolts or rivets, or damaged coatings.
Subtask 1B – Report for Kirkpatrick Dam
After the field services are complete, we will prepare the inspection report for the Dam that will include the following items:
• Project summary
• Background information
• Inspection findings
• Recommendations for maintenance and repairs
• Recommendations regarding surveillance and monitoring with regards to dam safety
• Prioritization of repairs
• Cost estimate for repairs
• Schedule to do repairs based upon impacts of reservoir levels
• Photographs from the inspection
• A completed Condition Assessment Report for Florida Dams and Impoundments form
We will include a recommendation regarding the schedule for the next underwater inspection.
Recommendations will also include whether a structural engineer is required to perform a more-detailed, up-close inspection of the gates (climbing), a specialty inspection is required (nondestructive evaluation), or additional analyses/repairs of the gates are needed. In addition, if mechanical or electrical conditions are identified by FDEP personnel or the Taylor Engineering team, the report will include recommendations for follow-up inspection for these items.
Deliverables The Taylor Engineering team will provide the following deliverables to the FDEP:
Inspection Summary Notes Kirkpatrick Dam (Subtask 1A) ----------------------------- 1 copy via email (PDF file) Draft and Final Inspection Reports (Subtask 1B)------------------------------------------ 1 copy via email (PDF file)

Subtask 3 – Dam Failure Analysis To better understand downstream consequences and to assess the hazard potential of the Dam, the Taylor Engineering team will perform a dam failure analysis (DFA). We understand that there is not an existing dam breach hydraulic analysis that can be referenced.
Subtask 3A – Approach Memo The Taylor Engineering team will research and gather the necessary data/information to perform the DFA.
This will include obtaining and reviewing the following: as-built drawings for the Dam, available digital elevation models for Putnam and Marion Counties, United States Geological Survey (USGS) stream gage data, and any drawings/information available for the Highway 19 bridge crossing downstream of the Dam.
After reviewing available data, we will develop an approach memo that summarizes available information, assumptions, and model parameters/methodology to be used.
Subtask 3B – Modeling and Report After acceptance of our approach memo by the FDEP, the Taylor Engineering team will model a failure of the Dam and prepare inundation mapping for the following scenarios.
• Dam failure with the reservoir pool at the maximum elevation of 23.2 ft-NGVD29
• Dam failure with the reservoir pool at the normal maximum elevation of 20.0 ft-NGVD29
• Dam failure with the reservoir pool at the elevation of 18.0 ft-NGVD29
• Dam failure with the reservoir pool at the elevation of 16.0 ft-NGVD29
• Dam failure with the reservoir pool at the elevation of 14.0 ft-NGVD29
We assume the downstream extent of the hydraulic model and inundation mapping will be the same as the downstream extent used in the June 2018 Emergency Action Plan, which is just upstream of the Seaboard Coastline Railroad bridge. Habitable structures within the inundation zone will also be identified on the inundation maps. A summary table will be provided that contains the breach flow elevations at cross sections downstream of the dam.
Subtask 3C – Mapping and Report We will document the DFA in a report that describes the modeling approach, input data, breach assumptions and sensitivity analyses, and presents a summary of the model results. The inundation maps will be overlaid on the most recent publicly available aerial photography and include the modeled cross sections, jurisdictional boundaries, roadway labels, and stream labels. Based on the inundation mapping developed from the modeling results, we will assess the Dam’s hazard potential. The inundation maps will be included as an appendix to the DFA report.
Deliverables The Taylor Engineering team will provide the following deliverables to the FDEP:

Subtask 4 – Stability Analyses To better understand how factors of safety are impacted with various headwater levels, the Taylor Engineering team will perform slope stability analyses of the embankments and a stability / stress analyses of the spillway. The results will include schedule for repairs at various water level elevations.
Subtask 4A – Slope Stability Embankment The Taylor Engineering team will perform slope stability analyses for sections A-A and C-C shown on page 5 of Drawing Set No. 146-29-072 of the USACE 1966 drawings using the Slide2 slope stability program from Rocscience (Version 9.005, 2020). The soil profile will be developed from the existing soil boring information and construction details shown on the USACE drawings. Engineering and hydraulic soil properties will be estimated from reference books and published articles. The phreatic surface will be developed by using the 2D finite element analyses (FEA) module within the Slide2 software.
The embankment sections will be evaluated at various headwater levels; 23.2 feet, 20.0 feet, 18.0 feet,
16.0 feet, and 14.0 feet to show how the factor of safety (FOS) is impacted by lower pool levels. Both circular and non-circular searches will be performed to find the lowest FOS for each loading condition. The results will be evaluated using the FOS in the Federal Energy Regulatory Commission (FERC) Engineering Guidelines for the Evaluation of Hydropower Projects, Chapter 4 (Embankment Dams).
A document will be provided which includes summary of results, soil properties used, method of analyses, along with graphical output of the mode results.
Subtask 4A – Gravity Analyses Spillway We will evaluate the stability of the gated spillway section using the mass gravity method in accordance with Chapter 3 (Gravity Dams) of the FERC’s Engineering Guidelines for the Evaluation of Hydropower
Projects. The structure’s stability will be evaluated at various headwater levels; 23.2 feet, 20.0 feet, 18.0 feet, 16.0 feet, and 14.0 feet. Corresponding tailwater levels will be based on the results of the dam failure analyses performed under Subtask 3. We anticipate that the spillway gates may be partially or completely open under some of these scenarios and will use engineering judgment in making assumptions relative to gate openings. Our analyses will not include consideration of debris or earthquake loading. Our proposal also does not include evaluation of sliding failures along any of the ogee section’s construction joints.
Our report will provide a description of the analysis methodology, load cases evaluated, assumptions, and results in table format. Loading diagrams and supporting stability analysis computations will be provided in an appendix.
Deliverables The Taylor Engineering team will provide the following deliverables to the FDEP:
Slope Stability and Gravity Analyses 1 copy via email (PDF file)
Performance Measures Deliverables will be reviewed by the FDEP to confirm they are complete, accurate, and timely.
