14. Drawing IF101 & IF 102 shows all the furniture, but there is no furniture specification. Who will be providing and installing the furniture?
See Sole Source Justification document for “Modular Furniture”. All built-in furniture is sole sourced to Herman-Miller. Contactor shall contact local design representative and request quote for the construction project. Local design representative who participated in the production of the project documents is:
Building Service, Inc.(BSI) W222 N630 Cheaney Road Waukesha, Wisconsin 53186 292-955-6400
15. Will the VA supply the dumpsters?
No. Dumpster shall be provided by the Contractor and Contractor shall contract with local firm to pick up and replace with empty dumpster as required by the volume of demo material/debris produced. Contractor is responsible for construction waste manifests per the Specification 01 74 19. VA will provide location for Contractor’s dumpster at east end of Building 111 Loading Dock during demolition activities. After major demo is complete, the VA may require the dumpster to be relocated – location to be determined. Multiple other Building 111 contracts are coincident.
16. Door Types D3 and D4, are those Stile and Rail Window doors or are they standard full glass cut outs?
These are standard full glass cut outs.
17. General note M on sheet GC101 says that all demolition materials shall be removed from the space before 7AM or after 4PM but does not mention rules for material stocking. Can materials be stocked through the corridor during normal business hours or must it be done before 7AM or after 4PM as well?
No storage of debris or construction materials shall be allowed outside the project area.
Large quantities of material delivery shall be prior to 7am or after 4pm to not interfere with hospital operations.
18. Due to the current Covid-19 situation, would the government consider accepting electronic bids in lieu of hard copies?
Due to the current Covid-19 situation, electronic bids will be required. Hard copies of bid documents are not required, and a virtual bid opening will be held in lieu of an in person bid opening. Refer to page 2 of amendment 0002 for additional information.
19. At the walkthrough, the 7th floor corridors appeared to be sheet vinyl. Does the contractor need to protect the floors with 1/4" Masonite from the work area to the elevators to protect the floors during construction? If yes, can this be left down during the duration of the project?
Any “finishes to remain” shall be the responsibility of the Contractor to protect during construction or replace (if damaged in the opinion of the COR) at the end of the construction project. See Specification 01 00 00 section 1.7, paragraph E.
20. Will there be any utility shutdown and/or drain down fees when shutting off and/or draining down utilities? If yes, please clarify what fees will be applicable.
The Contractor shall pay no utility outage fees.
21. Will the VA be performing draindowns and recharge with their building engineers or is the general contractor responsible for this?
VA shops personnel (plumbers, electricians and mechanics) shall functionally “turn off” or isolate equipment at the beginning of each utility outage – that is, VA shall be responsible for closing valves, turning breakers off, or securing power to fans or air handling units. At the completion of the Contractor’s “work”, the VA will again re-energize or re-fill the utility.
The Contractor is responsible for the work during the outage. Regarding the perimeter heating/cooling system, the Contractor is responsible to coordinate with the VA and collect/salvage any glycol fluids to return to the Building 111 system.
22. Will the contractor be allowed exclusive use of a freight elevator? How many of the freight elevators will the contractor be allowed to use during construction?
Not exclusive use. The B-bank Service and Freight elevators (B-9, B-10, B-11 and B-12) are for shared use between Nutrition and Food Service employees, other Contractors and hospital staff (patient transportation). Contractors will share use of B-bank elevators for movement of materials/debris. These elevators are 6ft wide, 7ft deep and just under 8ft tall.
They are rated for 5,500 lbs. One of the elevators (B-12) has an extra “bump out” in the ceiling for long materials (6ft wide, 2ft deep and 2ft tall). The Contractor shall install temporary elevator protection and may leave in place for the duration of the project. Refer to the Special Notes Specification.
23. Can temporary elevator protection be left in place during the duration of the project?
Elevators are shared. Contractor may leave protection in place, however, it may not impede usage by others (especially VA staff) moving food service carts or patients. The B-bank Service and Freight elevators (B-9, B-10, B-11 and B-12) are for Contractor use for movement of materials/debris.
24. Are there specific hours that the contractor will be allowed to use the loading dock for deliveries? Will the contractor be allowed to leave a dumpster at the loading dock for the duration of the project? If the VA is allowing us access to one of their dumpsters, will there be any charges to the contractor and what will those be?
See answer to questions #15 and #17. Large quantities of material delivery shall be prior to 7am or after 4pm to not interfere with hospital operations. Dumpster shall be provided by the Contractor and Contractor shall contract with local firm to pick up and replace with empty dumpster as required by the volume of demo material/debris produced. Contractor is responsible for construction waste manifests per the Specification 01 74 19. VA will provide location for Contractor’s dumpster at east end of Building 111 Loading Dock.
25. Will there be Department of Public Health inspections on this project?
No.
26. Will this project be subject to sales tax?
The Contractor is responsible to for all applicable federal, state, and local taxes. Refer to FAR 52.229-3 Federal, State, and Local Taxes (FEB 2013) for additional information.
27. Please provide the dimensions of the freight elevator that will be used by the contractor.
Yes. The B-bank Service and Freight elevators (B-9, B-10, B-11 and B-12) are for Contractor use for movement of materials/debris.
28. Please provide the weight capacity of the freight elevator that will be used by the contractor.
Yes. The B-bank Service and Freight elevators (B-9, B-10, B-11 and B-12) are for Contractor use for movement of materials/debris.
29. Can infection control barricades on the 6th floor be left in place for the duration of each of the (7) phases or will the contractor be required to set up and take down all 6th floor barricades every day.
Temporary plastic infection control barriers will be allowed to remain in place during the entirety of each 6th Floor sub-phase for plumbing/piping demolition, relocation and new work.
The Contractor shall NOT set up and take down these barriers every day – the VA intends to turn over these rooms (each sub-phase) to the contractor for their work for the entire duration. Negative air must be maintained, and ceilings must be returned to full coverage for fire protection purposes at the end of each day, however.
30. If infection control barricades on the 6th floor are allowed to stay in place for the duration of each phase, can the contractor complete work behind the barricades during regular business hours or will all 6th floor work need to be completed during off hours?
The VA intends to turn over each 6th Floor sub-phase to the contractor for the duration of his work. VA will move persons and mobile equipment out of each space in the sub-phase and the Contractor shall be responsible for other fixed equipment protection (cover with plastic or move into the hall for convenience). If Contractor abides by noise and vibration policies per our Specifications 01 00 00 and 01 01 10-SN, he may work inside the sub-phase during regular business hours (7am-4pm). Note – if there are problems, loud noises or excessive vibrations that affect patient care, or the Contractor begins to fall behind, the Contractor may certainly work additional shifts as well inside the sub-phase infection control barriers.
31. Will the VA provide storage for items that are specified to be salvaged and reinstalled or will the contractor be responsible for providing storage for these items?
Not Applicable. Whatever equipment is left in 7AS shall be disposed of by the Contractor.
There is no identified equipment or materials to be salvaged, stored and turned over to the Government.
32. Please verify that all loose furniture, equipment and sharps will be removed from the work area prior to the start of construction.
Yes – VA will remove loose furniture, equipment and sharps from the 7AS work area prior to start of construction.
33. Plan note 2 on sheet AD101 refers to removing mounted equipment from the space. Will these items be disposed of or returned back to the VA?
All items on demolition sheets are to be disposed of by the Contractor. No items are to be salvaged or returned to the VA (except for room signage).
34. Plan note 2 on sheet AD101 refers to demolition work in the corridor. Will corridor work be allowed during normal hours or will it have to be after hours?
All work outside of the Contractor’s primary Infection Control and Construction Barrier (including the work noted in this question), shall be performed off-shift but only upon receipt and approval of a Contractor supplied work and infection control plan.
35. Sheet 1/MM400 – Will the concrete for the mechanical pads require any material testing? If yes, please specify what will be required. Please verify any concrete mix design requirements.
03 30 53 Cast-In-Place Concrete specification provided in Amendment.
36. Sheet 13/AE601 – No alterations to the existing masonry openings are shown on the drawings for the new louvers. Please verify that the louvers will fit into the existing window openings as shown on the drawings.
Sizing of louver was based on masonry opening of windows and should not require any modifications.
37. Sheet 9/MM500 – No steel reinforcement is shown beneath the concrete pads in the mechanical room 7140. Please verify that no steel angle will need to be added below the concrete floor slabs to help support the additional loads from the new mechanical equipment and concrete pads.
Existing slab can support the additional loads. No additional steel will be required.
38. Detail 8/AE601 shows the header for the ICU doors. Please verify that no steel angle will be required here kicked back for lateral support for the door frame as none is shown.
Provide metal stud kickers at 4’-0” O.C. See revised detail on 8/AE601.
39. 17/AI201 shows the interior elevation of the 7110 Bays. Is the face of the frame around the
Dialysis Water Box PL-4?
Yes, the face of the dialysis water box casework is to be PL-4.
40. Detail 14/AE501 shows a typical exterior wall at a window sill. Between the 1/2" exterior glass mat sheathing and the existing exterior wall there is a 3" gap with friction fit rockwool batt insulation. The insulation is only shown at the top +/- 6" of the wall section, is this the correct detail or will it be required the full height of the wall section?
This detail is correct. The rockwool is for thermal control at the window. The cavity below will still allow for air movement between floors and in the rest of the wall, but not at the window.
41. Detail 14/AE501 shows a typical exterior wall window sill. No air barrier is shown on the outside of the 1/2" exterior glass mat sheathing. Please confirm no air barrier will be required at exterior walls.
No air barrier will be required under the window sills.
42. Note 8 on sheet GC101 says to "verify existing door is 45 minute fire rated" and "if door is not 45 minute fire rated, remove existing door leaf and frame and provide 45 minute door, frame and hardware." Can someone please read the label on the side of the door at the east end of corridor C7B10A and tell us if this door is 45 minute fire rated? If nobody can tell us this, can we set up a time to come into the hospital and inspect the door?
Refer to updated GC101 Note 8. KTR to build barrier instead (corridor side).
43. There is no manufacturer listed for the transaction window shown in the Window Schedule on sheet AE601. Please provide the basis of design.
Use CRL Horizontal Sliding “Daisy” Pass-Thru Assembly with D4 Header and Jambs as the Basis of Design for the transaction window.
44. The Window Schedule on AE601 shows Type C windows to be aluminum fire rated framing with fire rated glazing. Please confirm this is correct. This type of framing is very expensive and is not called out in the specifications. A fire rated opening could be achieved using a fire rated hollow metal frame with fire rated glass. Please confirm we are to include aluminum fire rated framing and if so, provide a specification for it.
Window Type C shall be a hollow metal frame. Window Type B shall also be a hollow metal frame to match even though it is not required to be fire-rated. See updated drawing AE601.
45. If the Type C windows on the window schedule are going to be aluminum fire rated framing they will not be manufactured by the same vendor as the aluminum storefront. Spec Section 084113 – Section 2.3 – B – calls for all aluminum framing to be by one single source. Please confirm that having two different sources is acceptable.
Refer to Question #44.
46. RP-1 (Resin Panel) is shown on the finish schedule on sheet AI601 but is not found in the drawings. Please provide locations for RP-1.
RP-1 is not included in this project. It has been removed from the Finish Schedule in the updated drawing AI601.
47. Are there existing as-built drawings of building 111 available? Note 6 & 8 on GC101 say to verify the fire rating of certain walls and doors in the space and the only way we can do this without coming back to the space and opening the ceiling is by viewing the existing drawings.
Contractor shall assume that the walls identified require stud/drywall and fire-caulking at penetrations along the entire length above room ceiling height where noted by Notes 6 and 8 to create a 1-hour fire-rated construction barrier.
48. Note 6 on GC101 refers to removing a door and infilling the door opening as applicable.
Please provide the existing finishes that we are to match in Office 7200. If this office has wallcovering, will attic stock be available for the contractor to use?
Provide standard drywall and paint finish only (P-1 paint) on the 7200 side of the wall.
49. Sheet GC101 Note 8 – Please provide the finishes in Corridor C7B10A. If the door at the east end of the corridor needs to be replaced due to its fire rating, we will need to match the existing finishes in the corridor. If the corridor walls have wallcovering, will attic stock be provided? If no attic stock is provided, can we match the existing finishes as close as possible?
Rather than replace the door/frame/hardware, the Contractor shall install a temporary 1-hour rated construction barrier on the corridor side of the wall to establish the 1-hour barrier for the project. The doors shall be protected from the inside by the Contractor by tape/plastic.
Refer to GC101 changed drawing and Note. Contractor should paint drywall construction barrier with Sherwin Williams Accessible Beige, fire caulk all borders and ensure ceiling grid is modified accordingly.
50. Specification 09 05 16-5, 3.2 D, says to prepare concrete substrate by abrasive blasting.
Please verify if all concrete substrates that are to receive new flooring are going to require abrasive blasting. If this is not required, please clarify which concrete substrates are required to be abrasively blasted. If abrasive blasting is required, will the contractor be allowed to do this during normal business hours (noise concerns).
All concrete to receive new flooring except for those areas infilled after mortar bed removal shall be prepared by abrasive blasting per the specification. This work shall be completed off shift by the Contractor.
51. Due to the amount of wall locations being moved and MEP cores being infilled, a majority of the floor is going to require skimming the floor for preparation. Will the floor areas receiving the skim coating product require moisture mitigation or will the dry time of 16 hours from the specification section 09 15 16-4, 2.2 G for floor coverings, be adequate drying time so that moisture mitigation will not be required?
Specification 09 15 16-4. 2.2 G revised to read “Dry Time: Contractor to follow manufacturer’s recommendations on drying time for all underlayment floor coverings. All underlayment must be completely cured before installation of finished flooring.”
52. For details 4 and 14/AE501 how is the 1/2" exterior glass mat sheathing to be attached to the stud with only a 3" gap between the existing wall and the new stud? Please advise.
The glass mat sheathing ONLY occurs under the windows where the existing fan coil units are being removed. This is a small section of the overall wall furring. Previous contractors have fabricated this small portion of the wall on the floor and then lifted the stud section into place for drywall finishing.
53. Detail 4/AE501 has a 5 1/2" steel stud at the window sill and detail 14/AE501 has a 6" steel stud for the typical exterior window sill. Please confirm that the only location that calls for 5 1/2" steel studs is at the patient bay.
Detail 14 has been modified to show 5-1/2” steel studs. This detail occurs under every window where window cabinet unit heating/cooling systems are removed. The existing wall cavity is deeper where the existing fan coil units are being removed. These areas require thicker furring to align with the furred walls on either side of the windows.
54. Typical exterior walls are wall type F3A.Gt per General Note K on sheet AE102. This wall does not show any glass mat sheathing between the metal studs and existing masonry walls as shown in detail 14/AE501 of a typical exterior wall at a window sill. Please verify this is correct.
Detail 14/AE501 is the detail for only under the window sills; detail 14 was updated to reflect 5-1/2” studs. Refer to Question #53. The rest of the exterior wall furring will be F3A.Gt.
This detail will only occur under the window sills where the existing fan coil units are being removed.
55. Detail 4/AE501 shows the exterior header wall type to be F3B.Gi but we do not see this wall type shown on the AE002 wall types. Please provide this wall type.
The F3B.Gi should be F3B.Gt. The exterior walls will require thermal insulation and not just sound insulation. Detail 4/AE501 has been revised.
56. Details 14 and 4/AE501 show the exterior wall framing below the window sill to have 1/2" exterior glass mat sheathing. The header framing shown in 4/AE501 does not have any glass mat sheating. Why is glass mat sheathing required at the low wall and not required at the header?
The area below the window sill shall have a 3” air gap in the cavity and will require glass mat sheathing. The rest of the wall will not have an air gap. Refer to Questions #52 through #55.
57. Sheet QH101 Equipment Schedule item A1030 is a double stacked locker by Scranton.
Please provide the product specifications for the lockers. Scranton manufactures two different plastic lockers (Duralife and Tuftec).

70. The Equipment Schedule on sheet QH101 depicts certain FF&E items with an "R" to be reused. Please specify what the responsibility of the contractor is with these items? Are these items being removed and salvaged by the contractor? Is the contractor to re-install these items?
Contractor has zero responsibility for these items. These items are moving from old Dialysis unit to new Dialysis suite.
71. The modular furniture scope of work shown in the plans on sheets IF101 and IF102 appears to be under direct contract with the VA but there are specifications regarding the modular furniture. Please verify that the contractor is not to include any work in relation to the modular furniture scope aside from wood blocking and coordination with the VA.
The Contractor’s statement above is incorrect. The modular furniture is sole-sourced to Herman-Miller furnishings. The Contractor must carry the cost of furniture procurement and installation. Refer to Question #14. Whether Contractor installs the furniture himself or utilizes the sole source distributor/dealer to install is to be determined by the Contractor and his sub-contract with the distributor/dealer.
72. Please provide locations for window coverings WC-1, WC-2, and WC-3. Based on notes 4 and 5 on sheet AI101, the only rooms to receive window shades are room 7117, 7139, and 7134A. Please confirm.

73. Sheet FP107 and Specification 21 05 11 – Will upturned sprinkler heads be required during demolition?
There will never be upturned sprinkler heads on this project. Contractor should request to demo and fully remove existing sprinkler system piping prior to demo and abatement activities. VA will review and approve if construction barrier and heat detection system as required are installed. An active and functioning sprinkler system shall not be required during construction.
74. Specification 23 73 00 – Please verify that the specified new air handling unit shown in the Air Handling Unit Schedule on MM600 will fit in the freight elevator.
Engineer utilized best possible unit split for maximum size: 54” long x 93” wide x 79” tall.
The modular sections will fit in VA B-bank freight elevator.
75. Detail 14/MM500 has a note on the right side of the detail near the 7th floor ceiling line that says "New HWS & HWR piping above 8th floor ceiling to serve new air terminal units typ."
Please confirm that this note should refer to the 7th floor air terminal units. If this is actually referring to the 8th floor, please provide floor plans for the 8th floor work.
Note should read as follows: “New HWS & HWR Piping above 7th Floor Ceiling to Serve New Air Terminal Units (typ).”
76. MD102 shows the Seventh Floor Extended - Demolition Plan. General note 5 refers to work requirements in the corridors and does not mention that this work will need to be during off hours. Please verify that as long as the criteria in General Notes 5 - parts A, B, C, & D are followed, this work can be completed during normal business hours.
Contractor – please read General Note #5-part C again. This work must be off shift and take place between 5pm and 5am.
77. Sheet FP107 has a note near column lines B-C & 10-11 that states "Provide automatic sprinkler system. Provide new piping, heads, supports and hangers." Please verify that the fire protection scope of work includes complete removal of the existing system back to the riser and install of a new system consisting of all new mains, branch piping, and sprinkler heads.
See sheet FPD107 for demolition work, but the above understanding is correct. Automatic sprinkler system is design-build by a special trade contractor who regularly engages in this type of construction. Conform to Specification 21 13 13.
78. Sheet MD102 shows the Seventh Floor Extended Demolition Plan. The corridor where the pipe demolition is shown is labeled as C7B03B on MD102 but the same corridor is labeled C7B01 on sheet AD101. Please clarify.
On the A-wing side, the corridor is C7B01, on the C-wing side it becomes C7B03. Both drawings show the correct corridor for work. The label/tag is otherwise meaningless to the Contractor.
79. MD103 keynote 2 refers to the removal of the chilled water supply and return piping from the fan coil units. Is there any Glycol in the existing chilled water pipes?
Yes. Contractor is responsible for reclaiming VA glycol in sub-basement and return to Graphics (Building 113). VA pipefitters will assist during utility outages and work.

81. General note 7 on sheet PS001 refers to owner supplied equipment. Please provide a list of owner supplied equipment with connection requirements for those items that will require plumbing connections.
There is no “owner-furnished” plumbing equipment. Disregard this note.
82. Specifications 22 13 00 - Part 2, provides specifications for both PVC and cast iron waste & vent piping. Please verify if any PVC piping will be allowed on this project.
The specification section 22 13 00 in the bid set does not have any cast iron listed in Part 2.
PVC materials for waste/vent are acceptable to the VA.
83. Note 3 on sheet MD102 says that all piping shall be abandoned in place. Please verify that there will be no demolition of piping required in the room with the existing FCUs. If any is required, please provide details.
That note is correct. All work associated with the demolition of supply and exhaust ductwork was to limit demolition to corridor to prevent any disruption of the two spaces supported by these services. The dual duct box, associated heating water piping and supply distribution ductwork have already been abandoned (they are not in service). The intent of the note was to clarify that no cost associated with its removal be provided as part of bidding process.
84. MD103 shows the piping demolition on the 6th floor plan. Will the piping being demoed back to the risers be capped at the riser? Can the contractor connect the new piping to the riser where the old piping was capped off? If not, will the riser need to be re-tapped into for the new piping connection?
As outlined in Keyed Notes #1, #2, #3, #6 and #7 depending on location, piping shall be removed back to vertical or horizontal tap into main riser, capped and insulated. Intent is to remove as much of unused piping as possible. For the new low-temperature piping supporting reheat coils, these can connect to existing branch lines at risers as shown in detail 14/MM500. This detail also shows intent of capping branch piping at riser mains.
85. Is the modular furniture being supplied pre-wired? Will there be one single point of connection for any power or will it need to be wired in the field? Please provide locations for FF&E power connections.
Herman-Miller modular furniture is sole-sourced. Reference Question #14 response for additional information. The furniture is not pre-wired, but it is non-powered. It is not necessary for the furniture to include wiring. The furniture will be placed against walls that have the necessary power/phone/data infrastructure.
86. Sheet EP100 shows the feeder route for the new equipment panel. Please verify that this is a new raceway and there is no empty conduit currently in place.
This is a new raceway to be provided by the Contractor.
87. Please provide the finishes of the basement corridor shown on sheet EP100. Will there be ceilings to remove and re-install or is it an open ceiling? Can work in the basement corridor be completed during normal hours?
Refer to Question #7. Note on EP100 has been added to clarify when work may be accomplished. Ceiling pictures are included at the end of this document for the basement route.
88. Specifications 28 05 13 - Part 2.1 - C, refers to cable trays. No cable trays are shown in the drawings. Please verify if any cable tray will be required and if yes, please provide drawings and detail to show it.
Cable tray(s) shall be used as the primary means of low voltage support and are shown on sheet ET101. J-hooks are to be used in confined spaces that cannot accommodate cable trays or raceways. Refer to specifications 27 05 33 part 3.1.A for typical raceway requirements for cabling systems. Note revisions to specification 28 05 13 to refer Contractor to requirements listed in Div 27.
89. Please verify that plenum rated cabling will be allowed to run open wire in J hooks through the ceilings. We are assuming that only conduit stub ups to the ceilings will be required and all low voltage cabling can be run open wire through J hooks in the ceilings per detail 4/ET501. Please confirm that this is correct.
Cable tray(s) shall be used as the primary means of low voltage support and are shown…
