About this file
This document contains a single source justification for a construction contract and a pre-solicitation notice for a renovation project. The construction contract includes installation of Guldmann ceiling lifts at the Clement J. Zablocki VA Medical Center for safe transfer of patients. Using Guldmann lifts maintains standardized training and spare parts for staff and reduces safety risks from different products. The pre-solicitation notice is for project number 695-19-131 to renovate and expand the dialysis clinic at the Zablocki VAMC, including demolition of a vacant ward and construction of the new clinic space. Work includes trades such as electrical, plumbing, mechanical, and architectural work. Hazardous materials abatement is required. The project value is between $2-5 million under NAICS code 236220. The performance period is 540 days from notice to proceed. The solicitation will be posted on FedBizOpps on May 13th and bids are due June 16th. A pre-bid conference will be held. The solicitation is set aside 100% for SDVOSB.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C252‐20‐AP‐2331
1. Contracting Activity: Department of Veterans Affairs, Great Lakes Acquisition Center, NCO 12, 115 South 84th Street, Milwaukee, WI 53214. Requesting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical Center, 5000 W. National Avenue, Milwaukee WI 53295. Purchase Request (2237) number: 695‐20‐3‐6942‐0013.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The construction contract includes installation of Guldmann GH3+Ceiling Lifts at the Clement J. Zablocki VA Medical
Center. Ceiling lifts allow for the safe transfer of VA patients. The Clement J. Zablocki VA Medical Center exclusively utilizes Guldmann lifts throughout the facility. Cost estimate: $63,000.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Clement J. Zablocki VA Medical Center has invested a significant amount of training on the Guldmann slings/lifts in service at the facility for new hires and current staff Incorporating a different product into the facility increases the complexity for frontline staff increasing the risk to the room for more patent handling errors which would ultimately compromise both staff and patient safety. Having a standardized system utilizing identical products allows frontline users to float or transition between units which is common at this facility. Biomedical Engineering technical staff at the facility are currently only trained on Guldmann ceiling lift maintenance and introduction of another product would incur additional costs for training of both maintenance and end user staff. The componentry can be field modified or adjusted to meet the demands of the workflow or equipment and occupational safety. These changes or adjustments are easy and can be quickly accomplished. The ability to adjust or modify these units expedites maintenance, repairs, easy reconfigurations, moves, changes in components or storage requirements. Additionally, the facility stocks spare and common repair parts for the current Guldmann lifts installed onsite. Introduction of a different product would require the need for purchase of additional spare and common repair parts and require storage space that is already limited at the facility.
4. Description of market research conducted and results or statement why it was not conducted:
Compared to other manufactures, Guldmann is the most cost‐effective product available considering the additional training and spare parts requirements if lifts from other manufacturers were allowed. Although Guldmann lifts are required, there are multiple distributors available ensuring a fair and reasonable price.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
